STATEMENT OF WORK (SOW) – CONSULTING CONTRACT

REFERENCES:

(a) 29 CFR 1915: Occupational Safety and Health Standards for Shipyard Employment.

(b) 29 CFR 1910: Occupational Safety and Health Standards.

(c) MIL-STD-2197A: Brush Electroplating on Marine Machinery

(d) SIFCO PROCESS INSTRUCTION MANUAL: February 1, 2018

1. BACKGROUND: Portsmouth Naval Shipyard (PNS) has limited capability in providing the technical support frequently needed in the performance of brush electroplating repairs. Production code 931 (Inside Machine Shop), along with Engineering tech codes 260, 270, & 290, are all struggling with a lack of in-house experience/expertise in the electroplating repair process. Code 931 is looking to elicit the proprietary knowledge and technical expertise of SIFCO Applied Surface Concepts (ASC) in order to increase the capabilities of the electroplating department while also providing training and guidance to help ensure improvements are also achieved for both safety of personnel and quality of repair.

2. SCOPE: This Statement of Work (SOW) covers the technical consulting services with on-site emergency support of electroplating for code 931 plating groups at PNS, and the SIFCO ASC training courses held at PNS biannually. Although site visits are already provided by the contractor as a non-billable service, this SOW sets the expectation for deliverables and frequency of such visits. Service shall, at all times, be performed in strict compliance with references (a) and (b), and guidance must align with the requirements of reference (c). All other requirements and expected deliverables will be outlined in sections 3 and 4 of this

SOW.

2.1. ON-SITE TECHNICAL CONSULTING SERVICES: Technical consulting services are to be provided locally (on-site at PNS) by SIFCO ASC personnel to the maximum extent of 160 hours/year.

Each request for on-site consultation will result in a minimum of 16 hours that shall be deducted from the bank of 160 hours provided by this contract. [i.e. a maximum of 10 individual requests per year can be made for on-site technical assistance, if each occurrence requires only the minimum of 16 hours (2 work days) of consultation.]

2.1.1. On-site emergency response time: Consulting services will be provided to PNS at their facilities in Kittery Maine within 96 hours from time at which formal request was made.

2.2. SIFCO TRAINING COURSES: On-site training courses, of a 4-6 person class size, will be offered at

PNS on a biannual basis. When scheduling said training PNS will have the ability to choose between an introductory type & proficiency style course depending on the current needs of the plating department.
