STATEMENT OF WORK (SOW)

Internet Services (192121VSA00000029)

I. Purpose:

This Statement of Work (SOW) defines the requirements to provide for delivering commercial internet services to Homeland Security Investigations (HSI) San Juan.

II. Scope or Mission:

To support the mission of the Computer Forensics Laboratory (CFL) and the Technical Enforcement Group (TEG).

III. Period and Place of Performance:

Period of Performance will be from September 30, 2021 to September 29, 2026.

• September 30, 2021 to September 29, 2022 – Base Year

• September 30, 2022 to September 29, 2023 – Option Year 1

• September 30, 2023 to September 29, 2024 – Option Year 2

• September 30, 2024 to September 29, 2025 – Option Year 3

• September 30, 2025 to September 29, 2026 – Option Year 4

Place of Performance will be the following:

• 800 Ponce de Leon Avenue, 12th Fl, San Juan, PR 00907 (Miramar)

• 7 Tabonuco Street, Guaynabo, PR 00968 (SPOC)

• 400 Fernandez Juncos Avenue, San Juan, PR 00901 (Antilles)

IV. Background:

HSI San Juan has a requirement for internet service for the Technical Enforcement Group and for the Computer Forensics Laboratory (CFL). CFL supports not only HSI but also other law enforcement agencies in Puerto Rico and the U.S. Virgin Islands. Requirements are established based on current and future needs of circuits.

V. Deliverables

1. Contractor shall install a dedicated fiber optic line of 1000/100

(download/upload) speeds at the Miramar 12th Fl.

2. Contractor shall provide 20 additional static IP’s under the same subnet for the fiber optic line installed at the Miramar 12th Fl.

3. Contractor shall install a dedicated fiber optic line of 1000/1000

(download/upload) speeds at the SPOC 2nd Fl.

4. Contractor shall provide 2 additional static IP’s under the same subnet for the fiber optic line installed at the SPOC 2nd Fl.

5. Contractor shall install a dedicated fiber optic line of 1000/1000 (download/upload) speeds at the Antilles 1st Fl and client access points to basement, 1st Fl, 2nd Fl and conference room outside the main building.

6. Contractor shall provide 2 additional static IP’s under the same subnet for the fiber optic line installed at Antilles 1st Fl.

7. Contractor shall install a dedicated fiber optic line of 1000/1000 (download/upload) speeds at the Antilles 3rd Fl.

8. Contractor shall provide 2 additional static IP’s under the same subnet for the fiber optic line installed at Antilles 3rd Fl.

9. Contractor shall provide accessibility to CFL personnel to configure port within the modem.

10. Contractor shall ensure the maximum bandwidth customer support availability to support HSI’s 24/7 operations demand.
