Statement of Work

(SOW)

48 MXG V/R Training Program at

Royal Air Force (RAF) Lakenheath “Rev. 1, 26 April 2021”

1.0 Introduction

1.1 Mission: The 48th Maintenance Group (MXG) is responsible for all organizational and intermediate level maintenance for F-15C, F-15D, F-15E aircraft, engines, munitions and support equipment used by three fighter squadrons to accomplish U.S. Air Forces in Europe, U.S. European command and NATO commitments and taskings. The group also ensures readiness for all personnel and aircraft fleet health through planning, analysis and programming for manpower, funds, equipment, training and facility requirements.

1.2 Background: This will be the beginning of the 360 V/R training video program for the 48 MXG. This program will allow training of up to 16 Airman on several critical maintenance tasks in a classroom setting. By utilizing V/R 360 video training, Maintainers will be trained more proficiently while minimizing Aircraft down time. This program will minimize the impact of maintenance training on the fleet.

1.3 Scope: The work that will be completed under this contract will be to deliver/install the equipment needed for the 48 MXG Training Section to create their own in-house 360 V/R video training products. The equipment provided will be off shelf and non-proprietary and be usable by the training section to create 360 V/R training aids. The company will assist in training the user on utilization of said equipment, as well as warranty coverage and support as needed on the equipment.

2.0 General Requirements

2.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.

2.2 Contract Management & Administration

2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.

2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract.

2.3 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.

2.4 Hours of Work: Workdays are from Monday through Friday excluding US federal holidays and UK bank holidays.

Work hours are from 0800 to 1700 local UK time.

3.0 Product Specifications & Installation Requirements

3.1 Contractor shall provide a complete system to include hardware and software to deliver

3.1.1 Training development equipment. The contractor is to provide all equipment to include hardware and software to create virtual reality trainings. The equipment provided must include all items listed in Table 1.0 (or equal). This equipment shall consist of but not be limited to:

3.1.2 2 video editing computer workstations inclusive of all hardware, software, and software licenses necessary to perform the function of creating, editing, and managing a portfolio of training materials developed. The video editing stations shall be all inclusive of all hardware needed to complete the workstation to include video monitors, sound monitors, and necessary cables. Software for creation and editing of the video shall be capable of creation of 360-degree video to be played in at least 16 virtual headsets simultaneously. Software licenses are to be indefinite and not require future payments in such cases of subscriptions or renewals. Software suite to be inclusive of Magic Video Pro X (or equal), Vegas VR Studio (or equal), and PTGui Pro (or equal). Workstations are to have 8TB or greater of removable memory. Workstations and equipment shall be compatible and in compliance with all EU and UK power standards. See Table 1.0 for full equipment list breakdown.

3.1.2.1 Cameras and equipment for the capture of 360-degree video. Cameras and equipment shall be all-inclusive of equipment necessary to produce virtual training material outlined. Video capturing equipment shall be capable of at least 1080P resolution capture to include removable memory cards for creation of the virtual training material. Cameras and equipment will also include carrying cases and equipment for safe transport in various environments to include wet weather environments. Equipment shall include all mounts, tripods, and equipment to capture 360 videos in various environments, terrains, and must support lateral movement.

Contractor is to supply equipment to capture high quality sound in both still and windy environments.

Contractor is to supply all cables and equipment for use with the camera capture equipment interface with video editing workstations. See Table 1.0 for full equipment list breakdown.

3.1.2.2 Camera and equipment for capture of high quality still photos. Camera and equip shall be all-inclusive of equipment necessary to produce high quality photos during all hours and weather and capable of capturing photos to be embedded in training material outlines. Camera and equipment will also include carrying cases and equipment for safe transport in various environments to include wet weather. Equipment shall include all mounts and tripods needed to capture high quality photos in both still and windy environments. Contractor is to supply all cables and equipment for use with the camera, including those needed to interface with video editing workstations. See Table 1.0 for full equipment list breakdown.

3.1.3 Training equipment.

3.1.3.1 Contractor shall provide virtual reality headsets and equipment for the simultaneous training of up to 16 individuals with the virtual reality training material developed by the virtual reality training development equipment outlined in section 3.1.1. The headsets shall be able to run free of WiFi or network connection and shall run off Micro SD card requiring no computer connection. Training equipment shall consist of but not be limited to:

3.1.3.2 16 virtual reality HTC Vive Pro (or equal) headsets for delivery of 360 virtual reality training material. Headsets are to provide a virtual reality training environment to include both audio and visual for each individual user to view the produced virtual training material at individual pace.

Each headset shall be capable of running the developed training material individually. The contractor is to provide needed Micro SD cards for headsets as well as a duplicator to create the same content for at least 16 headsets while still ensuring off network capabilities. The contractor is to supply a storage cart capable of securing at least 16 headsets. The contractor is to supply all cables and equipment for use to include interface with video editing workstations. 3.1.4 Installation and training for the use of the equipment.

3.1.4.1 Contractor is to perform an installation of the equipment at RAF Lakenheath to include set up of video editing workstations, headsets, cameras, as well any applicable storage items. The contractor will also install any needed software for video editing workstations, headsets, and cameras and confirm all equipment is in operating condition. The contractor shall remove any waste and debris resulting from installation.

3.1.4.2 Contractor shall perform the training of a minimum of 5 individuals to include the proper installation/connection procedures for all equipment, proper power on and power off operations, basic use and familiarization training for all equipment, as well as proper storage procedures.

3.1.5 Warranty and support

3.1.5.1 The contractor is to provide standard warranty coverage as well as replacement of all delivered equipment. The contractor is to provide any needed troubleshooting, or technical support of all delivered equipment and software as needed.

4 Special Requirements

4.1 Security & Safety

4.1.1 Operational Security (OPSEC): If any installation is required to take place in a Government facility, the Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access to. The required CIIL can be provided by the Contracting Officer.

4.1.2 Safety: The Contractor and any of its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government/Contractor personnel that takes place on an installation. The Contractor shall notify the cognizant Contracting Officer within 24 hours of all mishaps or incidents. The Contracting Officer will in-turn notify the Safety Office. The Contractor shall cooperate in any resulting safety investigation.

4.2 Contractor Access to Installations: Access to DoD installations is limited to personnel with a valid installation access pass. Failure to submit required information to obtain required documentation will result in the exclusion of such employees from the installation until such documentation is obtained. Contractor employees may be subject to personal and vehicle searched when entering or leaving a DoD installation. If installation access is required, the Government will provide the Contractor with the required information and documents for installation access passes upon award. Subsequently, the Contractor shall provide a list of all employees along working under this contract, along with the required documentation upon receipt of contract award, and no later than 30 days prior to the projected need for any new installation access pass requirements. The Contractor is responsible for maintaining an adequate number of personnel with active installation access passes, and adhering to the timeframes stated in this section. The cognizant mission partner is responsible for the coordination of installation access passes. Upon termination of employment, termination or cancellation of the contract, or expiration of the contract the Contractor is responsible for collecting employee installation access passes and turning them in to the CO, or the cognizant mission partner in a timely fashion.

4.3 Shipping Instructions

4.3.1 For vendors located inside the United Kingdom.

4.3.1.1 Shipment shall be FOB Destination.

4.3.1.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either include the shipping in the costs of the items, or outline it in a separate line item).

4.3.2 For vendors located outside of the United Kingdom.

4.3.2.1 Option One: United States Postal Service.

4.3.2.1.1 Shipping shall be FOB Destination.

4.3.2.1.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either included the shipping in the costs of the items, or outline it in a separate line item).

4.3.2.1.3 Weight of individual shipments must not exceed 70lbs.

4.3.2.1.4 Dimensions of individual shipments must not exceed 119 inches in length, and/or 72 inches in width or height.

4.3.2.1.5 Hazardous material is not submitted.

4.3.2.2 Option Two: Commercial small parcel carrier.

4.3.2.2.1 Shipping shall be FOB Destination.

4.3.2.2.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either included the shipping in the costs of the items, or outline it in a separate line item).

4.3.2.2.3 Weight of individual shipments must not exceed 300lbs.

4.3.2.2.4 Dimensions of individual shipments must not exceed 119 inches in length, and/or 72 inches in width or height.

4.3.2.2.5 The Contractor is responsible for arranging and performing all shipping actions from origin to final destination.

4.3.2.2.6 The Government will provide the shipping address as part of the solicitation document. Additionally, the Government will provide the vendor with the point of contact at the physical destination delivery address.
