Water Line Improvements at Sprague Seed Orchard Bureau of Land Management
SPECIAL CONTRACT REQUIREMENTS
FOR THE CONSTRUCTION OF
WATER LINE IMPROVEMENTS
AT SPRAGUE SEED ORCHARD
Description of Work
Work consists of Cutting and Removal of Trenching, Bedding, Water Line Pipe laying, Backfilling, and
Testing of Water Line at Sprague Seed Orchard. Minor work consists of cutting and replacing reinforced concrete slabs that are in the path of the new waterline work. Sprague Seed Orchard is at
1980 Russell Road, Merlin, Oregon.
Applicable Standard Specifications
The General Requirements (Division 100) and the applicable sections of Divisions 150 through 700 of the Federal Highway Administration’s "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, U.S. Customary Units" of the U.S. Department of Transportation, Federal Highway Administration apply to this project as modified by these Special Contract
Requirements and Contract Clauses contained in the contract. Unless otherwise noted, all reference headings in these Special Contract Requirements refer to divisions, sections, subsections, articles or paragraphs of the Standard Specifications, FP-14. The Contractor shall keep a copy of FP-14 on site during all construction for this project.

PREFACE
Delete the Preface and substitute the following:
These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating
"Federal Project" Standard Specifications issued in 2014 and contain both United States Customary and
Metric units of measure.
When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:
● Federal Acquisition Regulation (FAR), Title 48, Code of Federal Regulations, Chapter 1
The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the
Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.
U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008 Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.

(c) Project weighing system. Add the following:
Manual scales may be used if approved in writing by the CO and if the method of weighing meets all other contract requirements. For aggregates weighed for payment, adjust scale weights of material to deduct the daily average moisture content in excess of 2 percentage points over optimum moisture as determined by AASHTO T 99 or the designated compaction method. If moisture determination is necessary, determine the daily average moisture content in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighed.
109.06 Pricing of Adjustments. Delete in its entirety.

203.01 Add the following: work also consists of removal and disposal of 1000 gallon steel tank and piping removed for waterline work.
203.05 Disposing of Material
(a)Remove from Project. Delete in its entirety and replace with the following: Clean and dispose of tank and all metal at metal recycler such as Cascade Metal Recycling, Grants Pass; Schnitzer
Steel, White City or S&D recycling, Medford Oregon. Cut hole in tank for inspection prior to disposal.
Submit a statement documenting the nature and quantity of material processed or sold for recycling or submit a signed copy of the disposal agreement before disposal begins.

Construction Requirements
611.03 General Add the following: Potable-water piping and components shall comply with NSF 14, NSF 61, and NSF 372 with marking “NSF-pw” on piping. PVC pipe shall be ASTM D1785 Schedule
40. PVC Socket fittings ASTM D 2466 shall be used, and threaded fittings shall be Schedule 80, ASTM D 2464.
Flowmeter, air vent with return bend, and static water level measuring device to be installed per manufactures instructions. Note that many flowmeters require minimal straight lengths both before and after flowmeter.
Tap Waterline- indicates either cold or hot tap with material and method proposal by Contractor to COR prior to Construction.
611.04 Backfilling Add the following: Do not enclose, cover or put piping into operation until it has been inspected and approved by authorities having jurisdiction. Arrange for COR to observe tests.
1. Piping Tests:
a. Fill domestic water piping. Check components to determine that they are not air bound and that piping is full of water.
b. Test for leaks and defects in new piping and parts of existing piping that have been altered, extended, or repaired. If testing is performed in segments, submit a separate report for each test, complete with diagram of portion of piping tested.
c. Leave new, altered, extended, or replaced domestic water piping uncovered and unconcealed until it has been tested and approved. Expose work that was covered or concealed before it was tested.
d. Cap and subject piping to static water pressure of 50 psig (345 kPa) above operating pressure, without exceeding pressure rating of piping system materials. Isolate test source and allow it to stand for four hours. Leaks and loss in test pressure constitute defects that must be repaired.
e. Repair leaks and defects with new materials, and retest piping or portion thereof until satisfactory results are obtained.
Add the following:
611.04a Cleaning
Clean and disinfect potable domestic water piping as follows:
a. Purge new piping and parts of existing piping that have been altered, extended, or repaired before using.
b. Use purging and disinfecting procedures prescribed by authorities having jurisdiction; if methods are not prescribed, use procedures described in either
AWWA C651 or AWWA C652 or follow procedures described below:
1) Flush piping system with clean, potable water until dirty water does not appear at outlets.
2) Fill and isolate system according to either of the following:
a) Fill system or part thereof with water/chlorine solution with at least 50 ppm (50 mg/L) of chlorine. Isolate with valves and allow to stand for 24 hours.
b) Fill system or part thereof with water/chlorine solution with at least 200 ppm (200 mg/L) of chlorine. Isolate and allow to stand for three hours.
3) Flush system with clean, potable water until no chlorine is in water coming from system after the standing time.
4) Repeat procedures if biological examination shows contamination.
5) Submit water samples in sterile bottles to authorities having jurisdiction.

708.01 Delete in its entirety and replace with the following:

A. PE, ASTM Pipe: ASTM D2239, SIDR No. 5.3, 7, or 9; with PE compound number required to give pressure rating not less than 200 psig (1380 kPa).
1. Insert Fittings for PE Pipe: ASTM D2609, made of PA, PP, or PVC with serrated male insert ends matching inside of pipe. Include bands or crimp rings.
2. Molded PE Fittings: ASTM D3350, PE resin, socket- or butt-fusion type, made to match PE pipe dimensions and class.
B. PE, AWWA Pipe: AWWA C906, DR No. 7.3, 9, or 9.3; with PE compound number required to give pressure rating not less than 200 psig (1380 kPa).
1. PE, AWWA Fittings: AWWA C906, socket- or butt-fusion type, with DR number matching pipe and PE compound number required to give pressure rating not less than 200 psig (1380 kPa).
