Statement of Work

Background:

In accordance with agency objectives, the government has a need to the LawlQ Liquids Analytics Platform, Business Unit Package Database, to support the oil program in researching and analyzing oil pipeline tariff data to accomplish the Commission's mission. The LawlQ Liquids Analytics platform provides 35 years of data to uncover and analyze tariff and rate trends, and to access specific data points to perform specialized tariff research. Access to the database is needed because unlike gas and electric, which submit section-based tariffs that can easily be parsed into a database, oil pipeline tariffs are submitted as a whole tariff PDF. This means that the information such as origin, rate, destination, type of filing, etc. is difficult to break out.

The LawlQ database takes the whole tariff PDF submissions from oil pipelines and puts the data points in a database to provide for easy access. For instance, the database allows users to search for specific routes available, and links back to the tariff. The database allows for targeted search results when looking for specific rate filings like cost-of-service, indexing, market-based rates, and settlement rates. Because eTariff and eLibrary house whole tariff PDFs for oil, rather than section-based tariffs, this type of analysis is extremely cumbersome and time-consuming without this tool. The database is particularly useful for research pertaining to mergers and acquisitions for the five year index review, commencing in 2020, and for research targeting which pipelines serve a particular area or hub.

Scope:

The LawlQ Liquids Analytics database platform will provide critical oil pipeline tariff infonmation to the oil pipeline staff. The database is updated in real time as tariffs are filed with the Commission. The LawlQ Liquids Analytics database is a web-based platform, allowing for easy access to staff.

Objectives:

Access to the database is needed because unlike gas and electric, which submit section-based tariffs that can easily be parsed into a database, oil pipeline tariffs are submitted as a whole tariff PDF. This means that the infonmation such as origin, rate, destination, type of filing, etc. is difficult to break out. The database is particularly useful for research pertaining to mergers and acquisitions for the five year index review that is commencing in 2020, and for research targeting which pipelines serve a particular area or hub.

There is no other commercially available database for this information. The Commission's eTariff database is not designed to pull the specific rates, origins, and destinations out into an easily accessible database because oil pipeline tariffs are filed in whole PDF, rather than section-based tariffs.

Tasks:

LawlQ/ The Millennium Group lnt'I LLC International will provide access to the Liquids Analytics database via website platform via five licenses per the contract.

This is a yearly subscription-based database.

Delivery:

This is a yearly subscription-based database. Five licenses will be provided to oil pipeline staff for access to the Liquids Analytics platform.
