IDIQ Hazardous Waste Removal Services

Statement of Work

1. Background: The US Salinity Laboratory located in Riverside, CA, uses chemicals to conduct research. The removal of hazardous waste material generated from research is a requirement to ensure the safety of employees and the research conducted at the Laboratory. We are seeking an IDIQ hazardous waste removal services contract. The amounts of hazardous waste per pickup are dependent on the type of waste and may be inconsistent.

2. Scope: The Contractor shall perform all professional services necessary for packaging and removal of hazardous waste per this statement of work.

3. Objectives: The objective of this IDIQ contract is to obtain a contractor who is experienced with removing hazardous waste material.

4. Requirements:

Contractor:

The Contractor will work with site personnel to ensure services are conducted properly and in a timely manner per scheduled pick up. The Contractor shall provide at his own expense all licenses, permits and bonds as required by the State, Counties, and Municipalities where they will operate in the transport and disposal of the waste removed under the terms of this contract.

The Contractor’s work shall adhere to the criteria stated within these service requirements. All services shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: EPA, DOT, DTSC, CUPA, NFPA, etc.) and health and safety codes, in effect at the time of contract award.

Comply with all requirements federally regulated by 40 CFR Part 263.

Hold an Environmental Protection Agency (EPA) identification number.

Properly use a manifest (e-manifest when implemented) and maintain the manifest and shipping paper records. Contain and clean up any spills or discharges while the hazardous waste is in their possession.

Protection of Work and Property/Safety:

The Contractor shall protect the work, the site, and all existing property and structures within the limits of the service activities or that may be affected.

Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

Materials and Equipment:

The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

Cleanup:

Work site shall be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition.

5. Rates:

Contractors will enter their rates for hazardous waste hauling for the types of materials listed below, to be performed at the physical location of 450 W. Big Springs Rd, CA 92507, in accordance with the Statement of Work.

6. Delivery: The pickup times are to be semiannual and in certain circumstances as needed.

7. Government-Furnished Property: NA.

8. Security Requirements: Contractor must sign in daily with USDA representative.

Abide by local security regulations and federal, State, local safety regulations.

9. Place of Performance: The work to be performed under this contract will be performed at the United States Salinity Laboratory, located at 450 W Big Springs Road Riverside, CA 92507. Work will be conducted on regular business days (Monday through Friday) and during regular business hours (8:00AM to 5:00PM Pacific) excluding any federal holidays.

10. Period of Performance:

The period of performance (POP) shall be for one (1) Base Year of 12 months and four (4) 12-month option years.
