Statement of Work (SOW) Project: Dairy Barn Curtain Purchase/Removal/Installation at UW/USDA Farm
GENERAL INFORMATION
1.0 Scope of Work:
Purchase of new dairy barn curtain materials, removal of old curtains, and installation of new curtains on the USDA-ARS dairy facilities at the Marshfield Agricultural Research Station in Stratford, WI.
To include the removal of old curtains from 14 curtain sections (2-piece 5 hem system) varying in height and length of each section, provide new curtain material and installation hardware (curtain retaining screws), and complete installation of curtains including confirmation of proper operation. Installation is at an animal facility with exposure to dairy cattle and manure.
2.0 Background:
The dairy barn curtains are a critical part of the animal housing facility to provide proper ventilation for dairy cattle. The current barn curtain system consists of a 2-piece 5 hem system from Roll-o-Matic. The 2-piece system refers to having a top and bottom curtain that can independently open and close. The curtains are 15 years old and showing signs of wear including delamination and tearing which necessitates replacement before material failure. The new, purchased curtains must be of similar curtain material to fit the 2-piece 5 hem curtain system and meet specifications provided in the technical requirements, and include mounting hardware (curtain retaining screws).
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Removal of old barn curtains; provide new barn curtains and retaining hardware;
and the complete installation of the barn curtain system according to manufacturer Roll-o-Matic guidelines for installation.
There are 14 barn curtain sections that have 2 curtains in each section (one upper and one lower curtain). One of the sections only needs the upper curtain replaced and is specified in the requirements below.
Specific barn curtain material characteristics required:
• Curtains are to be made of heavy-duty Nova-thene 1600 denier woven clear poly material or government approved equal..
• The curtain material must be produced by a weaving pattern to enhance thickness, flatness and abrasion resistance and tear properties
• Curtain material must include a UV inhibitor to ensure long life
• Hems must be stitched using a UV-protected box lock stitching with no hems made using heat-sealing
• Must include all other installation hardware. Curtain retaining screws must be made of galvanized steel.
• Must include removal of old curtain, and installation of new curtains on current system.
• Hauling away and responsible disposal of the old curtain materials must be completed by the contracted vendor. Contractor shall divert project waste to recycle where practical and must comply with requirements of authorities having jurisdiction.
Description of size for barn curtain sections:
-All sections use a 2-piece (top and bottom) with 5 hem system from Roll-o-Matic Cow barn:
Section 1 (NE): 90 ft long; Top curtain = 70 in. high; Bottom curtain = 8 ft high Section 2 (SW): 85 ft long; Top curtain = 70 in. high; Bottom curtain = 8 ft high Section 3 (NW): 82 ft long; Top curtain = 70 in. high; Bottom curtain = 8 ft high

Milk parlor/herdsman building:

Health barn:

It is required for vendors to visit the site to understand the scope of work to ensure they quote sufficient material to complete the project. Vendors interested in the project must attend a site visit.
4.0 Government Furnished:
The UW/USDA-ARS farm crew may supply a suitable skid-steer for moving of materials during removal/installation at the contractor’s request, however the government may not be held liable for any material damage as a result of delivery, move, or installation. The contractor assumes responsibility for delivering an undamaged working product by the end of the performance. The vendor must supply their own equipment for reaching elevated work areas (skylift or other lift).
5.0 Deliverables / Schedule:
Removal of old curtains as well as delivery and installation of new curtains to be completed at the Marshfield Agricultural Research Station located at 208356 Drake Ave, Stratford, WI 54484.
The anticipated start date is between June 1, 2025 and July 31, 2025 with completion of the entire package within 10 calendar days from the start of the removal of the old curtains. All work at the site (delivery of materials, removal of old curtains, and installation of new curtains) must be conducted during normal business hours of 7am and 4pm Monday through Friday unless scheduled in advance with farm staff.
Contractors must notify the USDA technical POC and farm staff at least 1 week before anticipated start of the package implementation to ensure the plans work with the farm’s schedule, and coordinate work schedules around animal research projects.
6.0 Travel:
Worksite location is the Marshfield Agricultural Research Station at 208356 Drake
Ave, Stratford, WI 54484. All travel and delivery of materials to the site must be included in the quote.
7.0 Contractor’s Key Personnel:
Key personnel for the contractor include the technical representative to determine the correct materials, and the staff in charge of removal of the old curtains, and installation of the new curtains. The contractor representative and staff must have prior experience working in agricultural facilities with removal/installation of barn curtain applications (specifically with Roll-o-Matic brand curtain systems).
8.0 Security Requirements:
Deliveries and on-site removal/installation of materials must be scheduled during regular workday business hours.
All contractor personnel must comply with the site’s biosafety and biosecurity policy, this includes a mandatory check in to the main office upon arrival and may include donning and doffing special PPE when informed by site staff (Tyvek suits and disposable tall booties) when entering and leaving animal areas.
