STATEMENT OF WORK

INSTALLATION OF WATER HEATING AND CHILLING SYSTEM TO SUPPORT RESEARCH FLUME

1. GENERAL INFORMATION

a. Introduction The Department of the Interior (DOI), U.S. Geological Survey (USGS), Columbia Environmental Research Center (CERC) 4200 New Haven Road, Columbia, MO 65202 requires installation of a flexible water heating and cooling system to support a 9,440-gallon recirculating research flume.

b. Background:

CERC is installing a research flume with approximately 9,440 gallon capacity. The flume requires a system to heat and cool the water to reach specific temperatures over specific time ranges. The heating and cooling specifications in this statement of work are based on those requirements. The flume will be in an interior room at CERC and the heating/cooling system will be located outside the structure.

c. Scope:

Services, construction, to provide all equipment, labor, travel, and materials (unless otherwise provided herein) necessary to install a flexible water heating and cooling system to support a 9,440-gallon recirculating research flume.

2. WORK REQUIREMENTS

a. Project Requirements:

Prior to construction, the Contractor shall present the proposed system layout to the USGS Technical Liaison (TL) for approval. The system shall provide up to 39 gallons per minute (gpm) in a primary loop, which shall interface with a buffer tank and an 80 gpm secondary loop to the heat exchangers in the flume. Contractor shall install system complete, with any piping, fittings, insulation and appurtenances to provide a complete working system.

b. System Requirements:

System shall meet or exceed the following minimum requirements:

i. The heating requirement is 120,000 BTU/h and the cooling requirement is 171,000 BTU/h. This may be accomplished through a chiller/heater combination or air-to-water heat pump(s).

ii. The chiller/heater or heat pump(s) shall be installed on an outside concrete pad provided by USGS. USGS shall provide 220-volt electricity to the pad.

iii. Contractor shall be responsible for installing insulated plumbing up the wall of the adjacent building, across the roof, and into the A3 wetlab flume room (see figure 2), connecting to a 120-gallon insulated buffer tank (supplied as part of this requisition), which shall be installed in a corner to minimize interference This piping should be nominally 2” OD.

iv. The return loop shall have as many in-line pumps as needed for the number of heat pumps, sized to provide for 39 gpm.

v. The run each way is approximately 84 ft.

vi. Plumbing shall also be installed between the buffer tank and the flume. This shall be nominally 2.5” OD and have an inline 80 gpm pump and an appropriately sized expansion tank. This plumbing shall be routed along the base of the floor, then in the floor trench to the center of the room under the flume footprint. The run from the buffer to the center of the room shall be approximately 20 ft.

vii. Temperature sensing and control shall be supplied by USGS; the Contractor shall work with USGS to assure that control logic for the pumps and chiller/heater or heat pump(s) are compatible.

c. General Requirements:

i. Contractor shall be responsible for furnishing and installing all hangers, piping, equipment, fittings, supports and insulation as required to furnish a complete system.

ii. All installation work shall conform to manufacturers recommendations, industry and trade standards and local and state building codes. All work to be performed in a clean and workmanlike manner.

iii. The contractor shall include a draft design and tentative work schedule with their proposal and adhere to the contracted design and schedule once awarded. Any deviation must be approved by the Contracting Officer (CO).

iv. Work shall be performed during regularly scheduled facility hours (7:30am-4pm; Mon. – Fri.). However, if facility personnel shall be negatively impacted by the work, after hours and weekend work may be authorized. Any work performed by the Contractor outside of normal facility hours must be coordinated with the USGS TL at least 48 hours in advance.

v. Contractor shall coordinate work with the USGS TL to ensure any facility research equipment or studies are not interrupted or disturbed. Contractor shall be responsible for any work performed as part of this contract that causes damage to existing equipment or negatively impacts ongoing research. During covid-19 restrictions the contractor may need to schedule inside work during hours of low building occupancy; scheduling will be through the USGS TL.

vi. Contractor shall be responsible for providing face masks and other PPE for installation crew. All on-site contractors shall wear face masks at all times when at the facility.

vii. Contractor shall provide equipment as the Government deems necessary to minimize debris in and around work areas.

viii. Contractor shall daily clean areas and cover surfaces or equipment impacted by construction work and remove any debris created by the demolition and/or installation from this project.

ix. Contractor shall ensure that no damage occurs to the surrounding buildings or equipment. Contractor shall be responsible for any repair costs due to damage to surrounding equipment, infrastructure or piping caused by construction or demolition as part of this project.

x. Contractor shall carry a minimum of $1,000,000 liability insurance against potential facility and or equipment damage.

xi. Contractor shall gain approval from the TL prior to entry into other areas of the facility not directly related to this project scope. Entry into offices, mechanical/electrical spaces and or laboratories without permission from USGS TL is prohibited.

xii. Contractors shall notify the TL of any issues affecting project completion or delivery dates as soon as practical but no later than 24 hours.

xiii. The TL shall identify electrical circuits designated for Contractor use as part of this project. Contractor shall be responsible for providing portable generators for installation equipment requiring more than 120 volts ac as needed for Contractor electrical equipment.

d. Project Completion Documentation:

i. Final Inspection and Acceptance Criteria

1. Upon successful completion of the installation and prior to the Final Acceptance, the Contractor shall ensure that there are no apparent defects in the pipe system, and all components are properly installed and insulated. Contractor shall perform startup and checkout of new system and associated new equipment. Contractor shall notify TL in writing or email requesting a site inspection for the purpose of formal acceptance of the completed work.

2. The Contractor shall notify the TL in writing to request a Final Inspection and Acceptance Test no later than 45 business days after receipt of the Award. All aspects of the work shall have been evaluated by the Contractor and found to be correctly installed and ready for final evaluation prior to the Contractor requesting the inspection.

3. Contractor shall provide, as part of closeout documentation, piping cutsheets. Contractor shall make any corrections as to newly installed system as necessary to meet performance requirements in this PWS. Contractor shall also include all operation and maintenance manuals for all installed equipment.

4. Acceptance by the Government shall be given only after the satisfactory completion of the work as outlined in this Statement of Work.

ii. Warranty Work Service The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.

e. Deliverables Installation of system to be complete within 90 days of notice to proceed.
