Statement of Work Boiler Inspection, Testing, and Certification I. Description of Work The Contractor shall provide all personnel, supervision, professional expertise, licenses, vehicles, tools, materials, services, equipment, and quality control to perform Semi-Annual Inspection, Testing, and Certification of the steam generation and hydronic boilers at the Fort Harrison VA Medical Center, located at 3687 Veterans Drive, Fort Harrison, MT 59636, and Semi-Annual Inspection, Testing, and Certification of the steam generation boilers at the Miles City VA Community Living Center (CLC), located at 210 S. Winchester Ave., Miles City, MT 59301. Work shall include inspection, testing, reporting findings, reviewing VA records, and incidental adjustments to boiler safety devices. Work will be performed at six-month intervals to maintain operation of each site’s boilers.

All work shall be performed in accordance with all applicable codes and requirements indicated in the VA Design Manuals, ASME Boiler and Pressure Vessel Code, VHA Directive 1810 “Boiler and Boiler Plant Operations”, and the most current edition of the VHA Boiler Safety Devices Testing Manual (current 8th Edition).

II. Specific Tasks Work is comprised of the identified tasks as listed below. Inspections shall occur 30 days after the Service Contract award and 6 months thereafter. All work shall be coordinated with the site Contracting Officer Representative (COR), Healthcare Engineer, and/or their Designee.

The Contractor shall prepare and provide inspection reports outlining findings and potential corrective actions necessary to bring all specified boilers into compliance with current ASME Boiler and Pressure Vessel Code and VHA requirements as indicated in VHA Directive 1810 “Boiler and Boiler Plant Operations.” Inspection shall include furnaces, casings, supports, internal and external surfaces, closures, accessories, valves, controls, and all other necessary components. The following boilers are to be inspected:

Fort Harrison VAMC - Bldgs. 171 Boiler Plant & 141 Hydronic Plant:

1. Superior HPS Boiler; Model: 4-X-750-S150-ICCF-GA2; SN: 17255

III. Personnel Requirements All inspections, testing, and certifications shall be performed by a Certified Boiler Inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors (NBBI).

The Boiler Inspector must be regularly employed by an insurance company which has been licensed or registered by the appropriate authority of a State of the United States to write boiler or pressure vessel insurance.

Vendor technicians shall be certified as being Qualified Level II Technicians in the non-destructive testing methods to be utilized. The certification shall be in accordance with the requirements of the American Society of Non-Destructive Testing (ASNT) IV. Reference Materials The “Qualified Professional Inspector” shall demonstrate familiarity, compliance with and ready access to the current versions of the following codes, directives, and manuals:

•Section VI – Care and Operation of Heating Boilers
•Section VII – Care of Power Boilers
•ASME B31.1; Power Piping Code

•NFPA 85, Boiler and Combustion Systems Hazards Code
•VHA Boiler Plant Safety Device Manual, 8th Edition
•VHA DIRECTIVE 1810(1), AMENDED September 11, 2018

V. Schedule All work under this statement of work shall be started by the Vendor after receipt of the Notice to Proceed and shall be completed at the end of 120 Calendar Days. The Boiler Inspection and Testing Vendor will perform at least half of the inspections at Fort Harrison and half of the inspections in Miles City in the same week during the months of April / May for each calendar year and will perform the remainder of the equipment Inspections and Testing during the months of May / June for each calendar year. Site coordination, scheduling, and acceptance of work shall be executed by the station COR / Healthcare Engineer or their Designee (Boiler Plant Supervisor or Operator and/or Facilities Management Service staff)
