STATEMENT OF WORK/REQUIREMENTS DOCUMENT

Title: Transfer Reference Meters for Disseminating NIST Calibration Scale for Field Meters Used to Verify Electric Vehicle Supply Equipment (EVSE) Accuracy

Requesting Lab: Physical Measurement Laboratory, Applied Electrical Metrology Group

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) requires the purchase of electronic components for the assembly of two transfer reference meters, which are needed to calibrate field meters used to test the accuracy of Electric Vehicle Supply Equipment (EVSE), also known as EV Fueling Systems or EV Charging Equipment. Two transfer meters are needed by the calibration lab and for conducting an international interlaboratory comparison. The calibration service by NIST is necessary to support the national EV charging infrastructure to ensure marketplace equity and consumer confidence.

The NIST, through the Applied Electrical Metrology Group, is tasked with disseminating standards for measurement of electrical energy dispensed by Electric Vehicle Supply Equipment (EVSE) to enable compliance with NIST Handbook 44. The Applied Electrical Metrology Group and OWM are conducting an international interlaboratory comparison to validate the calibration measurement results specific to EVSE metering, against other national metrology laboratories, as required by Mutual Recognition Agreement.

The purpose is to purchase the specified components needed to assemble two transfer reference meters which can be used to calibrate field meters for EVSE used by state metrologists. The transfer meters once assembled and calibrated by NIST, will establish traceability of electrical energy measurements to the SI, in compliance with NIST Handbook 44. These transfer reference meters will be used in an international interlaboratory comparison in order to validate the NIST calibration scale.
