Statement of Requirements AFRHA Archive Writer

1.0 PURPOSE. This Statement of Requirements (SOR) outlines the requirement to purchase a new archive writer for the Air Force Historical Research Agency (AFHRA). AFHRA acts as the keeper and institutional memory of the history of the Department of the Air Force. Microfilm is the National Archives’ official medium of record due to its low cost and “…life-expectancy of hundreds of years.”

AFHRA holdings are microfilmed in accordance with National Archives standards. Microfilm also serves and as a backup in case of damage due to weather or fire disaster. A reliable and cost-effective archive writer (microfilm maker) is central to ensure AFHRA’s execution of its mission. At present, AFHRA does not have an archive writer the meets NARA standards putting access and requires purchase a new archive writer.

2.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract:

2.1 Archive Writer – Qty 1 Ea

2.1.1 Resolution/Density (image quality) 8K monitor capable of displaying 7680 x 4320 pixels

(33.2 MP)

2.1.2 Speed of filming: Minimum of 3800 frames per hour

2.1.3 Accept non-proprietary raw microfilm: Ability to utilize any standard silver halide microfilm.

2.1.4 Size / Footprint: Smaller than 38” width x 38” depth

2.1.5 16mm Camera Head

2.1.6 Archive Writer must meet National Archives and Records Administration (NARA) standards

2.2. PC Workstation – Qty 1 Ea

2.2.1 PC Workstation must have the ability to operate the archive writer.

2.3. Software

2.3.1 Software must integrate with archive writer and workstation.

3.0 Schedule of Supplies:

3.0 DELIVERY REQUIREMENTS:

3.1 Loading Dock Delivery @ Monday-Thursday 0800-1500.

3.2 Delivery location: 600 Chennault Circle, Maxwell AFB AL 36112-64

4.0 INSTALLATION REQUIREMENTS: Contractor must assemble of equipment and installation of software and demonstrate that both equipment and installed software work as designed.

5.0 TRAINING REQUIREMENTS : contractor shall provide training Instruction of AFHRA Media Migration Personnel on the operation of and use of assembled equipment and installed software.

6.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

6.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment and software.

6.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment and software.

7.0 GENERAL INFORMATION: Items must be brand new. Refurbished items are not authorized.
