ICE Statement of Objectives for Request for Quote Page 1 of 3

September 3, 2020

I. NOTICES

This Statement of Objectives (“SOO”) document is being issued on beta.SAM.gov for a security requirement (high security laminate to be an overlay onto the US Immigration & Customs Enforcement Credentials, AKA pocket commissions) of US Immigration & Customs Enforcement. The information contained herein and in the solicitation is to be used only for potentially conducting business with ICE and for no other purpose. Any dissemination, distribution, copying, or use of this SOO, the solicitation, or the information contained in these documents is strictly prohibited.

By submitting a response and/or proposal in response to this SOO document and solicitation, the potential supplier understands and agrees that it assumes all risk and expenses associated with its responses or proposal submissions regardless of whether or not a contract is ultimately awarded based upon such submission.

II. BACKGROUND

U.S. Immigration and Customs Enforcement (ICE) protects national security by enforcing the nation's immigration and customs laws. ICE has over 24,000 employees, most of which carry law enforcement authority. ICE employees have an obligation to the public and other law enforcement agencies at all levels, to clearly identify themselves and produce a credential which clearly outlines their legal authority, as required by law. Additionally, ICE has a goal and obligation to produce credentials that are extremely hard to counterfeit or duplicate.

This requirement is focused on the laminate that is applied to the 2-part credential that is issued to every ICE employee and contractor that requires an ICE credential. This creates the need to have a high security laminate, with unique security features that will increase the security of the credential while deterring criminal elements from attempting to produce a counterfeit credential.

III. PURPOSE

The purpose of this SOO document and solicitation is to award a single purchase order to a highly qualified and proven vendor that can take our existing objectives and provide a high security laminate with unique security features at a reasonable price with a high level of availability of the laminates on a regular and recurring basis.

IV. OBJECTIVES

The vendor that is ultimately selected for contract award, as a result of this SOO document, must strive to achieve the following objectives during contract performance:

1. Develop a high security laminate plan.

2. Incorporate at least 3 separate security features into the laminate plan (holograms, 3D images, security seals, multi color background images, or any of the latest industry security features.

3. A custom layout to meet the needs of a standard 2 part DHS credential, considering the photo area, signature area, credential shell graphics already incorporated, etc.

4. A laminate that will last 25 + years under normal conditions without any signs of deterioration or scratching.

5. The ability to be heat applied with a standard laminator to Teslin paper.

6. Overt and Covert validation of authenticity qualities that can be easily recognized by screeners, such as the airport or other law enforcement agencies.

V. REQUIREMENTS

In striving to achieve the above objectives, the vendor that is ultimately selected for contract award must adhere to the following minimum requirements during contract performance:

1. Incorporate 5 recognizable DHS Seals into the laminate (in the center and the 4 quadrants of both parts of the laminate – top and bottom).

2. Incorporate lettering on an upward 45 degree (may vary the exact angle degree design as deemed fit) angle that states a version of US DHS repeatedly.

3. Produce 2 different laminates – 1 for the name, title, serial number and banner portion of the credential AKA top half and 2 for the legal authority, photo, signatures, and credential number portion – AKA bottom half.

4. Laminate will be 4.625” x 2.875” – as shown in Attachment # 1 below.

5. Capabilities to produce a minimum of 2,000 laminate SETS per month for a minimum of 5 months in a row.

VI. PERIOD OF PERFORMANCE

The period of performance is expected to run from September 30, 2020 thru March 1, 2021 at the above listed production pace.

VII. PLACE OF DELIVERY

The final product must be SECURELY delivered to: US Immigration & Customs Enforcement, located at One E. Broad Street, Suite 200, Bethlehem, PA 18018.

VIII. CONTRACT TYPE

ICE will award a fixed price purchase order as a result of this solicitation. The Government has determined that a fixed price contract type is the most appropriate contract type. The fixed price will be per laminate or laminate set. Approximately 10,000 sets (20,000 laminates) will be funded upon award.

IX. STATEMENT OF WORK (SOW)

The vendor will be required to submit a Statement of Work (“SOW”) as described below. This SOW must set forth the vendor’s proposal for providing the required services and identify the tools that they will use to meet or exceed the ICE’s objectives and requirements. At a minimum, the SOW must address the following elements:

• Objectives

• Requirements

• Security features of the laminates and their uniqueness to DHS/ICE.

• Recognizable authentication features and qualities

• Schedule of production and delivery

• Deliverables and Format

After submission and approval by ICE, the SOW will supplement this SOO document and become part of the purchase order.
