STATEMENT OF OBJECTIVES (S00)

CLEAR LAKE RECREATION AREA (CLRA)

SEPT 2022

I. Purpose: To provide adequate flotation for the boat and fishing docks at the Fairchild

AFB Clear Lake Recreation Area (CLRA).

II. Scope or Mission: The CLRA serves approximately 100K active duty, dependents, retirees, and federal civilian employees between the months of April through Labor Day.

The recreation area has camping sites, RV sites, picnic areas, snack bar, boat launch, fishing dock, boat rental dock, and mooring dock. The boat rental and fishing docks are the main attraction of the CLRA serving nearly 60% of all annual customers. CLRA also hosts an annual Fishing Kids Event co‐sponsored by the Washington State Department of Fish and Wildlife where 1,000 youth from the Spokane County community catch up to

3 fish stored in nets strung from the boat dock to the fishing dock.

III. Period and Place of Performance: The CLRA is located at 14824 South Clear Lake Road just outside of Cheney, WA off of I‐90 exit 264. Project completion must be on or before the 6th of May 2023.

IV. Background: The docks at CLRA were built in the mid 1990’s by a local contractor and were built with cedar logs for flotation and cedar decking/framing. The docks are tethered to concrete footings buried in the lakebed of Clear Lake and secured to the beach/shoreline. The cedar log floats have become saturated over the past 20‐25 years and do not provide adequate flotation under live loads, i.e., dock arms become submerged. The current cedar logs average flotation is 2 inches under water.

V. Performance Objectives:

1. Dock must support high live loads of persons IAW industry standards for boat and fishing docks, i.e. the 6”x6” framing maintains 4 inches float above water line.

2. Must meet Washington State Department of Ecology approved flotation, i.e, WAC

220‐660‐140, WAC 220‐660‐380, and WA State Department of Ecology SMP Handbook

Chapter 12 Piers, Docks and Overwater Structures.

3. Must maintain current footprint of dock area.

VI. Operating Constraints:

1. Hours of Operation: CLRA is open from the last Saturday in April through Labor Day.

The facility is open on all holidays between these dates.

2. Extended Hours: If work hours outside of normal hours of operation are required, a written request shall be submitted to the government POC for formal written

Contracting Officer approval.

3. Base Closures: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished during regular duty hours on the next available work day after reopening of the base.

4. Continuation of Mission Essential Functions: IAW DoDI 1100.00 (Policy and

Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.
