STATEMENT OF OBJECTIVE – SOO

FOR

INSTALLATION

VES NITROGEN GENERATION SYSTEM

AT

MINOT AFB, ND

1.0 INTRODUCTION. This Statement of Objective (SOO) defines the requirements for the Contractor to Engineer, Furnish, Install, and Test (EFI&T) into service a PSA Nitrogen Generation System in VES, building 543 at Minot AFB, ND.

1.2. SCOPE.

The contractor shall provide all labor, materials, equipment, and supervision to perform the following tasks.

1.2.1. Install new equipment in final useable configuration in desired location within shop space, to include connecting all hoses, tubes, and electrical power into existing infrastructure.

1.2.2. All debris shall be disposed of off-site in a manner that meets environmental requirements.

1.0 REQUIREMENTS.

2.1. General Requirements. The contractor shall provide all, materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this SOO. All materials provided shall be new and not refurbished.

2.2. Base Support Requirements. The contractor shall identify any base support requirements (for example, laydown and storage areas) necessary to complete this project.

2.3. Restoration. The contractor shall restore all disturbed grounds to the “as found” condition or better after installation. The contractor shall comply with Base grounds restoration requirements.

2.4. Project Residue. The contractor shall dispose all residues from this project off base and IAW Federal, State, local, and base environmental laws and regulations.

2.5. Fire Suppression. Any wall penetrations shall use adequate fire blocking to meet or exceed the current standard in place.

2.6. Excavation/Building Penetrations: All wall penetrations, including inside buildings, shall be restored to meet the required base fire ratings.

3.0 COMMODITY REQUIREMENTS: The contractor shall engineer, furnish, install and test the infrastructure as defined herein.

3.1. Generator Requirements: The contractor shall provide a new PSA Nitrogen System capable of producing greater than 65 SCFH of Nitrogen at a purity greater than 99.5%, at a final output pressure of 2200 PSIG, through a 1/4” 37 degree flare fitting, and an adjustable output shutoff valve/pressure transducer and hoses of sufficient length to connect to standing nitrogen bottles.

3.1.2. System Requirements: The contractor shall Engineer and Furnish all materials, and perform all work to include making all cross-connection assignments and changes required to complete requirements

3.1.3. Installation Requirements: All areas are to be within existing facilities.

3.1.10. Installation Test Plan: The contractor shall derive a test plan and perform all applicable tests in order to validate system is operating to within required specifications.

3.1.11. Physical Inspection: The physical inspection consists of the contractor doing a physical inspection of the location where installation is required.

At the location, the Contractor shall verify the specified placement of the equipment to ensure the installation shall meet required safety standards. The

Contractor shall verify that each location shall have proper mounting of equipment, and proper primary power.

3.2. Outside Plant General Requirements.

3.2.1. Any distances provided in this SOO are approximations and should NOT be used for ordering materials or determining material sizes.

4.0. MANAGEMENT:

4.1 Schedule. The contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.

4.2 In-Brief. The Contractor shall conduct an in-brief with the site POC or designated representative and other site personnel before the start of site survey or implementation. The in-brief shall familiarize the customer with the purpose of the Contractor's visit and coordinate the project schedule

(e.g. arrange for required escorts; QAP schedule; etc.).

4.3 Project Manager on Site. The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for this project in their Site Visit Request Letter. They shall oversee all facets of the project. The Site POC or alternate(s) shall be on site during duty hours until

Nitrogen Generation Minot AFB 791 MXS 5 March 2020 Page 4 project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

4.4 Compliance. The contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.

4.5 Clean up. At day’s end, the installer shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

4.6 Service Outages. The Contractor shall coordinate planned outages with the site POC and QAP at least five workdays in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

4.7 Traffic Control. In the event base vehicular traffic is to be disrupted by trenching, the contractor shall make appropriate notifications to inform base personnel of the planned disruptions.

4.8 Environmental Management. The contractor shall comply with the most stringent environmental federal, state, and local laws and regulations;

and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on

Minot AFB. The Prime Contractor shall ensure their sub-contractors (if any) comply with these specifications.

4.9 Storm Water Pollution Prevention Permit and Plan. If the Contractor’s excavation disturbance (including trench, access roads, storage yard) will exceed 0.5 acres, the Contractor shall obtain a Construction Storm Water Pollution Prevention Permit and Plan from the Arizona Department of Environmental Quality.

4.10 Walk-Through. The contractor shall schedule a final project walk-through of all work completed prior to close out with the government Project

Manager. This should be scheduled at least 72 hours prior to the event.

5.0. DELIVERABLES.

5.1 Training. Contractor shall provide initial use training to technicians, which includes operational use, user scheduled maintenance, and troubleshooting procedures.

5.2 System Acceptance: Acceptance of the installation shall be dependent upon successful completion and documentation of tests in the Contractor submitted/Government approved test plan.

6.0. WARRANTY

The vendor shall provide a one year warranty or manufacturer’s standard commercial warranty, whichever is longer. The vendor shall also provide a one year workmanship warranty. The warranty period shall start from the date of system and or project acceptance. The vendor shall provide hardware replacement, major and minor software upgrades for one year for all equipment. The vendor shall transfer warranties to the Government.

7.0. PERFORMANCE.

7.1. Period of Performance. The contractor shall have 60 days from contract award to complete all facets of the project including final walk thru with the government representative.

7.2. Place of Performance. The place of performance is Minot AFB, ND.

7.3. Hours of Work. The Contractor shall routinely work during normal operating hours of the site. Monday through Friday (0730-1630 hrs), excluding federal holidays. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC at least

10 working days in advance.

8.0. GOVERNMENT FURNISHED INFORMATION/ACCESS/STANDARDS.

The contractor shall comply with all base installation standards. The contractor shall comply with all commercial codes and standards where applicable in the performance of this contract. It is the Contractor's responsibility to identify and obtain applicable standards and best commercial practice documentation. Should a conflict arise between this SOO and any commercial standard referenced, the contractor shall make the Govt. aware of the conflict. The government shall determine which standard applies.

The contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry standards.

9.0. SECURITY

9.1 Stated work and associated products shall be performed at the UNCLASSIFIED level.

9.2 The Contractor shall process a Site Visit Request Letter. This letter shall identify the names, social security numbers, driver’s license numbers and state of issue, and birth date of the personnel who will performing on this SOO. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the

Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations. Contractor shall coordinate with CSO to obtain temporary badges and vehicle registrations. Contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas.

10.0. SAFETY

The Contractor shall be responsible for complying with all local, state and federal safety guidelines.

10.1 Accident/Incident Reporting and Investigation: The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the Base Safety Office. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

10.2 Potential Problems: The Contractor shall determine any potential problems with the projected work in areas that may contain asbestos, hazardous materials, and hazardous wastes and local procedures to be followed in the event such problems are encountered.

10.3 Disposal/Reporting: The Contractor shall comply with local procedures concerning the use, disposal, or reporting of hazardous materials.

10.4 Hazardous Material Identification: The Contractor shall submit Material Safety Data Sheets (MSDS) for any hazardous materials (paints, solvents, cleaners, encapsulating compound, etc.) to be used in performance of the contract. The Contractor shall file the MSDS(s) with the Base Environmental

Management Office prior to using hazardous material.

10.5 Identification / Marking: The Contractor shall clearly mark all CFP with their company's name, contract number, and project number. The

Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name; contract/task order number; project title; and both the Contractor and Site POC's names and local telephone numbers.

10.6 Construction Equipment: The Contractor shall provide construction equipment (e.g., manlifts, etc) required to support implementation. The

Contractor shall be responsible for transportation of construction equipment to/from the work site, as well as their security.

10.7 Transportation and Storage of Material/Equipment: The Contractor shall transport and store all CFM and CFE required for completion of the contract requirements.
