Virtual Fence Specifications

Purpose/Objectives:

This procurement is for supplying, delivering, installing, setting up, licensing and maintaining communications towers to support a wireless virtual fencing network on BLM managed grazing permits near Gypsum, Colorado, USA. This is a name brand or exact equal procurement due to the requirement to operate seamlessly with the equipment our range permittees and other agencies are purchasing. Therefore, the towers must have total interoperability with the Vence Cattle Rider

™ collar and Vence Herd Manager ™ web application which is being purchased by the end users, not the Government. The wireless network is envisioned to be comprised of several remote base stations (towers) supporting appropriate wireless technologies to enable communications to the

Vence Cattle Rider collar and backhaul communications to cloud-based web services. Remote base stations (towers) must be installed and maintained on lands managed by the Bureau of Land

Management Colorado River Valley Field Office in accordance with the technical requirements listed below.

Technical Requirements for Wireless Network to Support Vence Virtual Fencing Collars:

• Network Topology and Coverage o System coverage over the following BLM grazing allotments in Colorado: Luark, Spring Creek, Catamount Common, Piskey, Bull Gulch, Trail Gulch, Upper

Cottonwood, and Greenhorn.

o The wireless network provider shall supply predicted coverage maps to ground-level end-points for each specified service area (BLM grazing allotment).

o The wireless network shall be implemented with “private network” infrastructure.

Shared network services are not suitable for these efforts.

• Network Infrastructure (Towers) Mechanical and Physical Characteristics o Entirely stand-alone in nature requiring no physical connection to power or wired backhaul connectivity. Typically, this will be implemented via solar power/battery system and cellular wireless backhaul.

o Capable of operating with a minimum of 5 days of reduced sunlight.

o Minimal impact and land disturbance at installation sights.

o Installed with a surface mount approach utilizing earth anchors to affix to ground.

o Designed and installed to be tolerant to adverse weather conditions including winds of up to 100 MPH.

o Provide for protection against use of perches for raptors.

o Require minimum on-site user support. Site visits shall be less than once per year.

• Network Infrastructure Wireless Parameters o Utilize industry standard LoRaWAN protocol operating in 900 MHz ISM band.

o Support integration with LoRaWAN network servers utilizing ChipStack Network

Server Stack.

o Support 16 channels selectable of full 64 available channels.

o Support transmit power control.

o Support configuration of channel set and transmit power within capabilities of

LoRaWAN Regional Parameter V1.0.2 or 3.

o Support back haul connectivity to AWS servers via fixed IP addresses.

o Support Semtech packet forwarding mode.

o Fully certified to operate with US regulatory domains including FCC.

• Network Infrastructure Access and Security o Support firewall capabilities to specifics ports and IP addresses.

o Support HTTPS protocol with third party supplied SSL certificates.

o Back haul modem and LoRa Gateway shall be accessible via SSH with configurable user name and password protection.

• Network Infrastructure Monitoring o Support remote monitoring of power subsystem and backhaul health.

o Support status messaging via SNMP of at least the following parameters: gateway health, gateway location, and TX power.

o Support monitoring of power subsystem via Modbus over IP protocol.

Required Wireless Network Coverage:

Line 010 – Base: The network must provide coverage to support Vence Cattle Rider collars and the Vence Herd Manager web application across the Luark, Spring Creek, Piskey, and Catamount

Com grazing allotments.

Line 020 – Option Item - The network must provide coverage to support Vence Cattle Rider collars and the Vence Herd Manger web application across the Bull Gulch Com, Trail Gulch, Upper

Cottonwood, and Greenhorn grazing allotments.
