1.01 SUMMARY:

A. Description of Work: Furnish labor, equipment, supplies and materials to rebuild and strengthen a chain link fence. Remove brush and all vegetation, apply weed killer, install pond line on the ground and cover with Class 5 rock. All work shall be in accordance with these specifications and drawings.

B. Location: Work under this Contract is in Mesa County, Rio Blanco County and Moffat County Colorado. These are all very remote radio sites at high elevations.

C. Gateway Radio Site: Due to landowner agreements and all of the private land at this site the Contractor will be required to complete this site first.

1. The next site to work on will be Contractor’s choice. The

Government requires that once a site it started it will be completely finished before moving on to the next one.

D. Due to the sensitive nature of these sites/equipment the Contractor will only be allowed to work at one site at a time. Working more than one place at a time would make it impossible for the Project Inspector to be onsite so it will not be allowed.

The other two sites are not as tightly controlled but still require a Government official to be present when any work is being accomplished. These sites are all locked, remotely monitored, and work in this contract will be taking place within the chain link fence enclosures as well as around the perimeter. Public or private access roads damaged by the Contractor shall be restored, at the Contractor's expense, to the same (or better) condition they were in at the commencement of work. This work will be as directed by the Project Inspector.

1. Trees and Brush: Parts of the access roads may be somewhat overgrown with trees. The Contractor shall trim back any trees or brush that may be in the line of travel. Any trees or limbs greater than 3” in diameter shall be cut up into maximum 4’ lengths and scattered along the side of the road. Brush shall be trimmed and scattered in a similar manner. Use saws designed for cutting of vegetation to accomplish all tree and brush removal or trimming.

Any vegetation broken off or damaged by Contractor shall be clean cut with a saw.

2. Access Road: All access to work in this contract shall be provided by and at the Contractor's expense. Access roads are unsurfaced roads with very steep, rocky grades and tight curves. These roads are rarely maintained or traveled. Road conditions may change if weather conditions change. The Contractor may perform minimal road maintenance to deliver materials and equipment to each site. The Contractor shall also repair any public or private roads that incur damage resulting from their operations, after notifying the Project Inspector. The Contractor shall consider access requirements, constraints, and conditions when bidding the job. Payment for road maintenance, repair, or access (i.e. removing trees or other minor obstructions that might be blocking the roadway) is incidental to other items and will not be paid for separately. The Contractor shall consider any additional costs for road maintenance or repair to be included in the bid price for other items of this Contract.

B. Environmental Considerations: Other than vegetation that has been identified for removal, the Contractor shall preserve plant life and other natural features within the work site. The work site includes the area within the work limits and the surrounding area. Vegetation needlessly damaged or destroyed by the Contractor shall be replaced by the Contractor at no expense to the Government. Work limits shall be defined as shown on the drawings and/or as staked in the field. Winds can be brisk and frequent therefore litter and discarded material generated by the construction shall be cleaned up immediately and disposed of at an approved sanitary landfill or other location in a manner approved by the Project Inspector.

1. Soil areas that have become saturated with oil, gasoline, hydraulic fluid, or other contaminates that have been previously discharged on the site shall be excavated to a depth of 18” beyond the

01009 - 6 contaminated material as approved by the Project Inspector; and backfilled with approved material. The Contractor shall remove contaminated soils from the project site and dispose of in a legal manner. The hole that resulted from this removal shall be refilled and compacted with new soil approved by the Project Inspector.

This replacement soil shall be imported from a private source and not public land.

These areas shall be approved in advance by the Project Inspector. Environmental considerations of the preceding paragraph shall apply.

D. Site Restoration: The work site, including those specific areas where new construction was ordered, shall be regraded, sloped and smoothed as directed by the Project Inspector. Large rocks will be relocated to a designated area within a couple of hundred feet of where they were removed from.

E. Utilities: Before starting any excavation, the Contractor shall establish the location and extent of underground utilities in the work area. Provide sufficient lead time for the “One Call” utility locaters (COLORADO811.org) to mark all utilities. Contractor must escort any and all utility locators across private land to the site. Protect utility services uncovered by excavation. Notify the Project Inspector immediately if utilities are uncovered or damaged. The cost of the repair or replacement shall be at the Contractors expense. However, the decision as to whether it is a repair or a replacement and whether or not the Contractor will be allowed to make the repairs himself will be made by the Project Inspector based upon the direction of the owner of the utility involved.

F. English Speaking: Each shift shall have a supervisor, on site, who is fully capable of fluently speaking, writing, and reading the English language. This person must be able to effectively communicate with the entire crew and the Project Inspector. The entire job will be shut down immediately when this requirement is not being met.

G. Clean Equipment: All equipment shall be thoroughly washed prior to arriving at the project site to remove all mud and debris, to prevent the spread of noxious weeds. Prior to commencement of work the Project Inspector will be given the opportunity to inspect such equipment to determine if it is acceptably clean.

B. Work Schedule: This schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 2 calendar days. The work schedule must be signed by the Contractor. No work will be allowed on Saturdays, Sundays, or Holidays, unless approved in writing by the Project Inspector. Such requests to work Saturdays, Sundays or Holidays must be made in writing and received by the Project Inspector at least 3 full working days before the requested work is to begin. The granting of such requests is very unlikely even if the kind of work requested does not warrant the presence of an inspector.

1. Onsite work hours of this contract shall be limited to the hours between 06:00 A.M. and 05:00 P.M. Exceptions may be made to these hours for critical or emergency work, but only on a case by case basis as approved by the Project Inspector. Requests for different hours will be made to the Project Inspector at least two working days prior.

PART 2: PRODUCTS

A. Name Brand Products: Some products in this contract have been specified by brand name and product number. If the Contractor wishes to substitute any brand name product then he/she will submit a substitution request clearly stating where in this contract the item was specified and what the product is for. It is the Contractors responsibility to prove that the requested substitution is equal to or better than the original specified item. The requested substitution must meet or exceed all specifications of the original Government specified product. 2.03 QUALITY ASSURANCE

A. Fence contractor: Company with demonstrated successful experience installing similar projects and products in accordance with ASTM F567 and have at least 5 years’ experience .

3.01 PREPARATION:

A. Scheduling: Do not begin installation and erection before final grading, clearing, and grubbing is completed. Verify layout information for fence with Project Inspector before installation begins.

B. Bedrock: No post locations shall be moved just because rock is encountered. If bedrock is encountered when digging post holes, continue excavation to depth indicated (42”). Or if that is not possible to auger then rock drill at least 30” into bedrock, with a minimum diameter of 2” larger than outside diameter of post. This contract requires 3” posts therefore drilled holes shall be 5” in diameter. Clear post holes of all loose material.

C. Existing Fence: All existing posts will be incorporated into and used in the current design.

3.02 INSTALLATION

A. General: Construct and install fence to comply with ASTM F 567 and manufacturer's installation instructions. All material and workmanship shall conform to the Chain Link Fence Manufacturer's Institute Specification (CLFMI).

B. Installation of fencing shall be in accordance with the drawings, shop drawings, and the manufacturer's installation, instructions, and recommendations. All posts shall be plumb and rigid after installation. Alignment shall be perfectly straight between corners.

02831 - 7

Rails shall be straight and tight. Chain Link fabric shall be smooth and uniformly stretched tight and straight. Tension wires shall be pulled taut.

C. Drilled/augered holes for post footings and concrete embedment of the posts shall be as follows:

1. Line Posts: 42” deep by 12” diameter (minimum). This means that the auger must be a minimum of 12” in diameter. Float posts with 6” of concrete beneath post.

2. Dispose of augered dirt by spreading evenly across the ground within the immediate vicinity or as directed by the Project Inspector. All rocks over 3” in any dimension shall be stacked in a spot as directed by the Project Inspector.

3. Post holes shall be augered or drilled in the exact center between existing posts. No post holes shall be moved to avoid rock.

4. Off-line Post Holes: Any post hole center that is offline more than 1.5” shall be redrilled or augered to be online. Moving the post to the side of a hole that is not correctly located will not be allowed. If this is not practical, then the holes can be augered with a larger diameter auger to achieve a pipe that has at least 3” of concrete on every edge. Extra concrete to achieve proper alignment and spacing will be at no additional cost to the Government.

D. All posts shall be “floated” in concrete as shown on the drawings. On site mixing will be allowed for post concrete. Mix and place as recommended instructed by the manufacturer. There is no potable water source available. Contractor must plan to obtain a potable water source and transport it to the work site.

1. Install new posts in the center between two existing posts. Post shall be plumb, with tops properly graded and aligned.

E. Concrete Placement: No concrete shall be placed unless the Project Inspector is present. Concrete shall be placed around posts in a continuous pour. Each post shall be checked for vertical and top alignment and shall be held in position during placement and finishing operations. No Sonotubes allowed. Fill entire excavated hole with concrete even if it has become over sized due to the rocky soil and hole auger interaction.

1. Vibrate each hole to consolidate concrete and allow it to flow into hole irregularities. The Project Inspector will advise on how much to vibrate.

2. Allow concrete to cure for a minimum of 96 hours before working around the posts.

02831 - 8

3. Allow concrete to cure for a minimum of 7 days (168 hours) before installing rails or chain link fabric.

4. Allow High Strength Grout cure for a minimum of 7 days (168 hours) before installing chain link fabric

F. Rails: There shall be 3 horizontal rails, spaced as shown on the drawings, between each post all attached with specified rail ends

G. Barbed Wire Arms: Install barbed wire arms as per manufactures recommendations and these drawings. Tighten set bolts to prevent arm movement. These specified barbed wire arms shall be installed on all existing posts as well as the new posts.

1. Existing Corner posts: Provide barbed wire arms, meeting the same specifications, to the existing larger diameter corner posts. On the existing corners the posts will have to be cut to proper height to install the new barbed wire arms. This shall be accomplished on all 4 corner posts. Remove grounding wire from barbed wire then reattach to new wire/barbed wire arms without damage to the CAD welded wire.

H. Tension Wire: Shall be stretched taut, independently and prior to fabric. Use a beveled tension brace band on each end of tension wire.

Secure to each post will specified tie wire.

1. Install Tension Wire 2 inches from the bottom of the fabric.

Terminate (tie off) tension wires at each corner post.

2. Secure Tension Wire to Fabric with hog rings using spacing of no more than 8”.

3. Secure Tension Wire to every steel post using the specified tie wire.

I. Installation of Barbed Wire: Pull taut to remove sag. Install in the slots of the extension arms, and secure to a or terminal arm. Wire should be uniformly spaced. Terminate all barbed wire runs at corner swing arms.

J. Tie wire: Use to attach fabric to line posts, top, middle, and bottom rails. Attach fabric to posts and rails at intervals not greater than 12” beginning as close as possible to the ends.

1. Twist wires together so that they are perfectly symmetrical and tightened to maximal pre-tension without weakening of the wire.

Twists that are one wire spiraling around a straight wire shall not be allowed. Any twists not meeting these specifications will be removed and a proper new wire twist installed.

a. When using Round Wire Power Twisted Ties, they shall be #6 and shall be twisted with, three (3) full twists, thereby

02831 - 9 drawing up tightly around the rail or post and the chain-link fabric.

b. Manually fastened round wire ties shall be either #6 or #9 gauge galvanized steel and twisted with three (3) full twists.

K. Spacing between all newly installed posts will be the middle of existing posts. It is not anticipated that the installation of any new corner posts will be required.

L. Grounding of Fence: Chain link fences are currently grounded to the outside grounding system according to Motorola R56 Standards. Reuse the existing clamp on ground connector on the barbed wire. If new ones are required, they shall be the same type and size as the ones on the existing fence.

M. Damage to Existing Facilities: This is a fully operational radio facility. Any damage to existing facilities by the Contractor shall be repaired and/or replaced by the Contractor at the Contractor’s expense. It will be the Project Inspectors decision as to whether damage can be repaired by the contractor or if a complete replacement is required. The Contractor will still be required to pay for the damage.

N. Clean Up: Because metallic scraps can cause radio interference under the right weather conditions the Contractor shall pick up all metal pieces’ – no matter how small. Contractor is required to collect pieces of scrap wire and other metal as the fence is being worked on.

DO NOT cut ends of wire and let them fall on the ground under the guise/pretense of picking them up later. All pieces of waste metal will be picked up continuously as work progresses. Dispose of all metal scraps at an approved sanitary landfill or metal recycle facility.
