General Information
1.0 Scope of Work
USDA, ERRC Facility BSL-2 Laboratory in the Mechanical Services Building requires Interior Painting
2.0 Background
The Eastern Regional Research Center (ERRC) is one of four Regional Research Centers of the Agricultural Research Service, U.S. Department of Agriculture. The ERRC is home to the nation’s leading scientists and engineers who solve problems facing the U.S. today and tomorrow with fundamental, applied, and developmental research on agricultural commodities.
Most of this research is conducted in the main building within two laboratory wings. The original building was constructed in 1940. Due to continuous upgrades and renovations, ERRC is very modern with respect to laboratory design and system condition.
Contractor Requirements
3.0 Technical Requirements / Tasks
1. This Scope of Work requires painting of walls and ceiling in the Mechanical Services Building (MSB) second floor laboratory. The ceiling area requiring painting is approximately 3000 sf and the wall surface requiring painting is approximately 6100sf. The floor is not part of this scope and must be protected from damage..
2. Existing paint is epoxy.
a. Approximately 600sf of peeling paint must be removed prior to repainting to the edges where well adhered paint meets removed peeling paint
b. Edges shall be spackled and feathered in prior to repainting.
c. Approximately XX linear feet of existing taped joints require repair. The general areas of visible damage are noted on Attachment 2, “Sketch A”, but may not be all inclusive.
d. All repairs to be in accordance with UFGS 09 29 00.
3. The MSB second floor laboratory is a BSL-2 classified biological laboratory.
a. Surfaces must withstand harsh detergents, disinfectants, and decontaminating agents.
b. Semi-gloss, water-based, low-VOC, acrylic paint like Acrylon100 is preferred.
c. Surfaces shall be prepared, primed, and painted in accordance with manufacture’s recommendations.
4. There are surface mounted electrical boxes throughout the Work area that are not to be painted.
5. Surface mounted conduits may be painted
4.0 Deliverables / Schedule
1. Installation and workmanship shall have a warranty for a one (1) year period
2. The Contractor shall notify the COR when work is complete and before invoicing
5.0 Security
1. Contractors and their Subcontractors shall provide a picture ID to Security at the main lobby before visitor badges are issued, unless a site badge or linkpass has been approved
2. Contractors and their subcontractors shall be allowed access to only those areas authorized by the
Contracting Officer’s Representative (COR) or Facility operations and Maintenance Contractor
3. The Contractor shall notify the COR when work is complete and before invoicing
