Statement of Work for Direct Current Electric Torque Tools and Manipulator Devices
1.0 SCOPE: This specification establishes the requirement for two count Direct Current (DC) Electric Torque Tools and respective manipulator device which shall be provided to Anniston Army Depot, Anniston, Alabama. The DC Electric Torque Tools shall be designed, fabricated, and installed by the contractor with all functions, capabilities and equipment as described herein. The contractor shall provide all resources necessary to design, manufacture, deliver, install, calibrate, demonstrate functional operation, and provide operator and maintenance training for the DC Electric Torque Tools.
2.0 RESPONSIBILITIES:
2.1 CONTRACTOR: The contractor shall be responsible to deliver multi-spindle DC Electric Tools to support two Abrams Suspension assembly bays as described below.
3.0 REQUIREMENTS:
3.1 PERFORMANCE REQUIREMENTS:
3.1.1 The contractor shall provide DC Electric Torque Tools to assemble and disassemble fasteners on the Abrams suspension. The contractor shall provide multi-spindle tools for two assembly bays. Each assembly bay shall be equipped with one single spindle machine head, one four spindle machine head and one five spindle machine head. Each system will include a battery powered cart, balancer, anti-torque mechanism, all necessary cables/hoses and the DC Electric Torque Tools. Spindle heads shall be a quick change accessory design to mount the single spindle head, four spindle head and five spindle head tools on one cart.
3.1.2 The single spindle DC Electric Torque Tools for the assembly bay shall be of sufficient capacity to drive and torque bolts and nuts to 320-350 Pound Feet (Lb-Ft).
3.1.3 The four spindle DC Electric Torque Tools for the assembly bay shall be of sufficient capacity to drive and torque bolts and nuts to 750 Pound Feet (Lb-Ft).
3.1.4 The five spindle DC Electric Torque Tools for the assembly bay shall be of sufficient capacity to drive and torque bolts and nuts to 320-350 Pound Feet (Lb-Ft).
3.1.5 The contractor shall provide a method of verifying the bolts have been tightened to the appropriate torque in the assembly bay.
3.1.6 The torque device(s) shall provide access to both sides of the vehicle.
3.1.7 The DC Torque tools shall be Transducerized Servo Controlled DC Electric tools.
3.1.8 The DC Torque tools shall be supplied as a system. Cables, handles, and outputs shall be interchangeable. One controller shall be capable of controlling all tools. The intent is to maximize flexibility and minimize the logistical requirements for repair parts.
3.1.9 The DC Electric Torque Tools shall allow error proofing and documentation of the error proofing.
3.1.10 The controller platform shall accommodate at minimum five tool spindles.
3.1.11 The DC Electric Torque Tools shall be Windows 10 compatible and allow computer tracking of torques. Controllers shall be Ethernet and Ethernet IP ready on a single physical port and IP address. The system shall allow the capability to monitor and track the torques by vehicle from an office computer. Additionally, the tools shall allow a Quality Control official to modify parameters from the office computer. The tool shall allow for manual and bar code inputs at the workstation to input the vehicle information.
3.1.12 The DC Electric Torque Tools must have an anti-torque device and balancers incorporated into the equipment. These shall be mounted on the battery powered electric carts similar in function to electric walk behind pallet jacks currently used on ANAD. The carts shall at minimum be self-contained with air and electric reels with fifty feet each of hose and electric cord mounted on it for storage that connects it to the building. Each multi-spindle DC Tool will be on its own electric cart.
3.1.13 If a balancer arm is used it shall fold to the degree possible as to present the smallest floor space footprint while the unit is not being used. The battery powered carts shall also be selected to present a small floor space footprint not to exceed four feet x eight feet.
3.1.14 All component test program software shall be open source, meaning the Government shall have the capability and right to make future changes to the component test software as needed. The computer hardware shall be open architecture, consisting of standard computer hardware that can be replaced by commercially available parts.
3.1.15 The contractor shall provide two count manipulator positioning systems to assemble and disassemble road wheel arm assemblies on the Abrams suspension. Each assembly bay shall be equipped with a system including a battery powered cart, balancer, all necessary cables/hoses and the positioning control. The positioning control shall be configured as to allow operators to fully function using one operator hand.
3.1.16 The systems will be exposed to an industrial overhaul environment. The systems shall be painted or otherwise coated to protect the equipment from the effects of corrosion, petroleum products and dust/dirt.
3.1.17 The systems shall be able to be utilized in the adjacent bay of the shop not more than 250 feet away.
3.2 SYSTEM of UNITS: The equipment shall display all units of measure in the U.S. Customary System of Units. Systems shall have the capability of converting to the metric system.
3.3 EQUIPMENT LOCATION: The equipment shall be portable, and self-contained. The location will be in two count Abrams suspension assembly bay in building 400.
3.4 ELECTRICAL POWER REQUIREMENTS: DC Electric Torque Tools shall be designed to operate on voltages common to the building. The building is equipped with 460/480 VAC, 3 phase, 60 Hertz electrical power and 110-volt single phase 60 Hertz electrical power. The DC Electric Torque Tools shall connect to the building using standard outlets appropriate for the voltage. The electrical system shall conform to National Fire Protection Association (NFPA) 79.
3.4.1 Electrical Noise: The electrical power at ANAD is subject to noise. If the DC Electric tools require clean power for proper operation, a properly sized power conditioning unit shall be included with the DC Electric tools. If the DC Electric tools are subject to interference from adjacent machinery such as overhead cranes and welding machines within twenty feet, the DC Electric tools shall include the proper shielding to prevent malfunctions.
3.5 SAFETY and HEALTH REQUIREMENTS: The DC Electric Torque Tools shall be in compliance with OSHA 29 CFR 1910. The DC Electric Torque Tools shall include warning lights/indicators to alert the operator of unsafe operating conditions. The DC Electric Torque Tools shall include a manual emergency shutdown switch and shall have the ability to automatically shut down when under automatic control.
3.5.1 Noise Level: Noise emitted by the DC Electric Torque Tools shall be no greater than 80 decibels as measured per ANSI S12.23-1989. The 80-decibel limit is absolute. Operators shall be able to use this equipment without the need for hearing protection.
3.5.2 Ergonomics. The equipment shall be ergonomically designed to prevent the occurrence of repetitive stress injuries.
3.6 Maintainability: The DC Electric Torque Tools shall be constructed using commercial off-the-shelf components to the maximum extent possible to ensure the prompt availability of repair/replacement parts. The contractor shall provide information on the normal maintenance actions required for the DC Electric Torque Tools including type of maintenance, required interval, mean time to perform maintenance, number and skill of people required to perform the maintenance actions.
3.6.1 Spare Parts Kit: A spare parts kit shall be included with delivery of the DC Electric Torque Tools. The kit shall include all contractor recommended spare parts for the DC Electric Torque Tools.
3.7 Nameplate: A nameplate shall be attached to the DC Electric Torque Tools and shall contain, as a minimum, the following information:
a. Nomenclature
b. Manufacture’s name
c. Serial number
d. Model designation
e. Power input (volts, total amperes, phase and frequency)
f. Short-circuit/over current rating
g. Contract number or purchase order number
h. Date of manufacture
3.8 Lubrication Plate or Chart: A lubrication plate or chart shall be attached to the DC Electric Torque Tools. The information provided on the plate or chart shall include:

| b. Servicing interval |
| c. Type of lubricant(s) with SAE number or lubricant identifier. |
3.9 Environmental Compliance: The DC Electric Torque Tools provided under this contract shall meet all applicable Environmental Protection Agency (EPA) restrictions in effect on the date of the contract. These regulations apply to the emission of materials hazardous to the environment or the user’s health and shall be adhered to during the manufacture, service, transportation, storage and operation of the DC Electric Torque Tools.
4.0 Installation and Delivery:
4.1 Delivery: The contractor shall be responsible for delivering the DC Electric Torque Tools to Building 400 at Anniston Army Depot.
4.1.1 Shipping, Handling and Storage: The contractor shall be responsible for all shipping, storage, and handling of the DC Electric Torque Tools and all materials. The Government shall not be responsible for furnishing any labor, equipment, or warehouse space for the loading, unloading, transport or storing of any materials.
4.2 Installation: The contractor shall be responsible for installing the DC Electric Torque Tools to include all labor, materials, tools and equipment required. The contractor shall field verify all dimensions and locations of utilities at the installation site and report any discrepancies to the Contracting Officer before proceeding with installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the contractor. Unless otherwise approved by the Contracting Officer, installation shall be done during normal depot working hours. The area near where the DC Electric Torque Tools are to be installed is in operation. The contractor shall not interfere with ongoing Government operations and production unless authorized by the Contracting Officer. Delivery/ installation shall be completed and the DC Electric Torque Tools operational and accepted within 90 calendar days after award of contract.
4.2.1 Instructions for Installation: Within ninety calendar days after date of contract award, the contractor shall provide the Contracting Officer all information necessary for installation of the DC Electric Torque Tools. The contractor shall provide four copies of instructions for installation as specified on DD Form 1423. The Government will use these instructions to review utility and space requirement of the proposed DC Electric Torque Tools. The installation documentation shall include, but not be limited to the following:
a. Equipment plan drawing of the DC Electric Torque Tools and major components.
b. Maximum overall length, width, and height dimensions.
c. All utility requirements including electrical, air, water, steam, drains, etc. including amps, CFM, etc.
4.2.2 Site Visit: A post award site visit is recommended to review current production processes at Anniston Army Depot (ANAD). The contractor is responsible for verifying all dimensions and locations of utilities at the installation site and reporting any discrepancies to the Contracting Officer before proceeding with installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the contractor and will not be an acceptable reason for work delay.
4.2.3 Electrical: All electrical work shall comply with American National Standards Institute (ANSI) Publication C2 – National Electric safety Code and with National Fire Prevention Association (NFPA) Publication No. 70 – National Electric Code.
4.2.4 Plumbing: All plumbing work shall comply with National Association of Plumbing-Heating-Cooling Contractors/American Society of Plumbing Engineers (NAPHCC/ASPE Publication – National Standard Plumbing Code.
4.2.5 Utilities: The Government will provide utilities at the column walls of the maintenance bays.
4.2.5.1 Electrical: The Government will run electrical lines and furnish the main disconnect.
4.2.5.2 Plumbing: The Government will run pipe to the column end of the work bays. Nominal plant pressures supplied to the site will be approximately as follows:
Air 90 PSI (site verify) Water 55 PSI (site verify) Steam 100 PSI (site verify)
4.2.6 Site Cleanup: The contractor shall remove all debris, scrap material, trash, etc. from the job site daily. All trash shall be placed in Government provided roll-off boxes or drums. Anniston Army Depot will be responsible for disposal. No equipment will be provided by the Government to perform any of the work performed by the contractor.
5.0 Acceptance:
5.1 Conformance: The DC Electric Torque Tools shall meet the requirements of this specification and conform to the manufacturer’s own drawings, specifications, standards and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the DC Electric tools to determine compliance with the requirements of this specification.
5.2 Calibration: The contractor shall verify DC Electric Torque Tools calibration using the calibration procedure and test equipment provided with the DC Electric Torque Tools. The contractor shall provide all resources, equipment, and instruments required to perform DC Electric Torque Tools calibration. All equipment and instrumentation used to calibrate the DC Electric Torque Tools shall be traceable to the National Institute of Standards Technology. DC Electric Torque Tools calibration shall be witnessed and verified by ANAD calibration and engineering personnel. Training for ANAD calibration personnel shall be provided during calibration.
5.2.1 Certificate of Calibration: Upon completion of DC Electric Torque Tools calibration, the contractor shall provide a certificate of calibration stating the date of calibration, recommended date for next scheduled calibration, and NIST traceability information for the calibration equipment/instruments used. The certification shall also include the nomenclature, part/model number, and serial number of the DC Electric Torque Tools, and shall be signed by the contractor.
5.3 Performance Test: Upon completion of DC Electric Torque Tools installation and calibration, the contractor shall demonstrate the DC Electric Torque Tools ability to meet the requirements of the specifications. During these tests, the contractor shall demonstrate proper operation of all DC Electric Torque Tools controls, functions and features. The Government will provide the components to be tested in the work bays at ANAD. All tests must be witnessed by the ANAD Contracting Officer or Contracting Officer’s Representative. Should a malfunction or failure occur during ay test, the contractor will correct the problem and repeat the entire test from the beginning.
5.4 Acceptance: The Government will accept the DC Electric Torque Tools only after the contractor successfully completes the specification requirements and provides all training and documentation required herein. Final acceptance will be at Anniston Army Depot. Upon acceptance of all items described above, the contractor shall submit a completed DD Form 250 for signature by the government representative, as final acceptance of the equipment required by this specification.
6.0 Documentation: The contractor shall provide documentation with the DC Electric Torque Tools. The contractor shall provide three printed copies and three electronic copies of all documentation. The electronic documentation shall be provided on compact discs (CD’s). Electronic copies of the documentation shall be in Microsoft Office format (Word, Excel), Adobe Portable Document Format PDF, AutoCad (.dwg) or Microstation (.dgn) format. All documentation the contractor deems to be proprietary in nature shall be clearly marked. The Government shall have the right to print additional hard copies of all documentation from the CD’s as needed.
6.1 Content: The documentation shall include the following as a minimum: Operator’s manuals, maintenance manuals, calibration specifications/procedures, spare parts lists, catalogs and programming/software manuals. All documentation shall be furnished in the English language only. The documentation shall meet the requirements of the following paragraphs.
6.1.1 Operator’s Manual: Operator’s manual shall include detailed information and instruction covering all DC Electric Torque Tools controls and operation.
6.1.2 Maintenance Manual: Maintenance manuals shall include electrical, hydraulic, pneumatic, and ventilation system schematics and drawings, as applicable, detailed lockout/tag out procedures, detailed parts lists for all DC Electric Torque Tools components and detailed procedures for all required preventive maintenance activities, lubrication schedule, and any other maintenance procedures normally provided by the manufacturer. Schematics shall show and identify all parts down to and including components on printed circuit boards.
6.1.3 Calibration Procedure: The calibration procedure/manual shall be arranged as follows:
a. Section I: Identification and Description. This section shall identify the DC Electric Torque Tools to be calibrated by nomenclature, manufacture, and model number. It shall also include a table listing the DC Electric Torque Tools characteristics to be verified, performance specifications, and test method for verifying each performance specification.
b. Section II: Equipment Requirements. This section shall include a list of the calibration equipment and accessories required in the calibration process in tabular format. The list shall include the generic name, minimum use specifications (required range and accuracy), and one or more recommended equipment items that meet the minimum use specifications.
c. Section III: Preliminary Operations. This section shall include the DC Electric Torque Tools, accessory, and calibration equipment connections, warm-up instructions, setup instructions, and/or other operations that are preliminary to the complete calibration process.
d. Section IV: Calibration Process. This section shall describe the details (text, fixtures, illustrations, and tables) essential to the calibration of the DC Electric Torque Tools. These details shall include step-by-step procedures for the entire calibration process.
e. Calibration Checklist/Performance Table. This table shall list all DC Electric Torque Tools characteristics to be verified a place to record measured values, and the upper and lower tolerance limits. Each characteristic shall be verified at enough points over the range of use to verify required accuracy over the entire range of use.
f. Appendices. Include as needed.
6.1.4 Spare Parts List: The spare parts list shall include the manufacture’s recommended spare parts the Government should maintain for the DC Electric Torque Tools being furnished. The listing shall be complete with part numbers and descriptions, recommended quantities, prices, and normal delivery time for the items.
6.1.5 Catalogs: Catalogs shall fully describe all special tooling, fixtures and attachments available for the DC Electric Torque Tools being furnished.
6.1.6 Software Manuals: Three count hardcopy and three count digital copies of all software maintenance and support manuals shall be provided with the equipment.
7.0 Training: The contractor shall provide training to the following type of Anniston Army Depot personnel of at least 8 hours duration:
a. Two Engineers/ Engineering Technicians
b. Ten Operators
c. Two Maintenance Technicians
d. Two Calibration Technicians
e. Two Quality Control Specialists
f. Two Information Technologies Technicians
7.1 Training shall be provided for programming, operation, calibration, and maintenance of the DC Electric Torque Tools. Training shall be conducted at the Anniston Army Depot during normal depot working hours. All training costs shall be included in the total bid price.
7.2 The training courses shall be documented by training handouts for future training. Anniston Army Depot shall be allowed to video tape the training to satisfy future training requirements. Three count hard copies and electronic copies of the training documents shall be supplied in a PDF format.
8.0 Warranty: The DC Electric tools shall be covered by a warranty. The Contractor shall offer the Government at least the same warranty terms, including extended warranties offered to the general public in customary commercial practice and shall begin the day following Government acceptance of the DC Electric Torque Tools. The warranty, as a minimum, shall include all parts, labor, freight associated with coverage, travel expenses, per diem lodging, and all other cost associated with repair of equipment required to complete repairs of any defects in DC Electric Torque Tools material, parts or workmanship. The Contractor shall be responsible for a one-year warranty offer all equipment, materials, and services delivered in accordance with this contract except that the warranty period for all cables shall be at minimum three years or longer and the warranty for all mechanical tool components shall be lifetime for manufacturing defects. All defective parts or part requiring repair shall be replaced at no additional cost to the government for the duration of the three-year warranty period. The contractor shall respond to requests for warranty service within 48 hours after requests. The warranty shall be written in the Anniston Army Depot’s name.
9.0 Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer (KO), who will provide changes in writing.
REQUEST FOR TECHNICAL LITERATURE
a. The bidder shall provide, with its bid, technical literature that has previously been used to market the proposed DC Electric tools. The literature will be used to technically evaluate the bid and shall describe how the DC Electric tools meet requirements of the specification.
The following paragraphs shall be specifically addressed: 3.1.1; 3.1.2; 3.1.3; 3.1.4; 3.1.5; 3.1.6; 3.1.7; 3.1.8; 3.1.9; 3.1.10; 3.1.11; 3.1.12; 3.1.13; 3.1.14 and 4.2
b. The features, which must be addressed in the descriptive literature, are necessary to consider the bid responsive. If the bidder’s preprinted literature does not show all these features, the bidder must attach a letter of supplemental information to the literature describing in detail those required features.
c. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid.
d. Descriptive literature furnished under this solicitation that contains statements similar to ‘specifications are subject to change without notice’, ‘bid is subject to the following conditions’, or ‘prices are subject to change without notice’’ shall not be considered for an award. The government has no assurance the products offered will conform to the specification; therefore, the bid is not considered a firm bid and will not be considered for an award.
e. Bidders who furnish a product catalog to satisfy this requirement must indicate which item is the subject of the bid by citing (highlighting, marking, etc.) model numbers and page numbers from the catalog in Section B of the solicitation along with the bid price. Bids that fail to clearly establish what item or items are bid will be considered as non-responsive.
