Statement of Work (SOW)
Field-Emission Scanning Electron Microscope (FE-SEM) with Energy Dispersive
Spectrometer (EDS) System
The Government has a requirement for a Field-Emission Scanning Electron Microscope (FE-
SEM) with an Energy Dispersive Spectrometer (EDS) system. The U.S. Department of
Homeland Security, Customs and Border Protection (CBP), Laboratories and Scientific
Services (LSS), New York Laboratory intends to purchase and use the FE-SEM/EDS for advance imaging, morphological analysis, elemental analysis, and quantification like measuring micro/nano fibers, pore size of activated carbon/charcoal, as well as semi-quantification of elemental composition by EDS analysis.
The laboratory seeks to purchase an FE-SEM/EDS specifically designed for the analysis of morphological, structural, and elemental analysis and direct measurements of a variety of materials without the requirement of sputter coating. This instrument shall comprise all components necessary for both comprehensive qualitative and quantitative analysis of textiles, microfibers and nanofibers, glass, ceramics, metals, inorganic/stones/minerals, polymers, plastics, food, paper, and wood products. The instrument shall comply with ASTM methods
E2809, E1508-12a, E2090-12, and E3309-21, as well as ISO method 17751-2.
Specific Task
The vendor shall provide all equipment, installation, training, and technical support necessary to perform the specifications in this document. The installed FE-SEM/EDS, hardware, software, and applications shall be new, commercially available, and in commercial production as of the closing date of this announcement. The instrument system and sub-systems will be purchased from a single vendor.
Instrument requirements
The system and included operating/processing, and reporting software, must at a minimum, be capable of the following:
1) The system shall be capable of both FE-SEM, and EDS techniques for quantitative and qualitative routine analysis.
2) The system shall contain an FE-SEM:
a) Variable pressure chamber
b) High Resolution
c) Field Emission Electron Gun
d) At least two detectors
i) Secondary electron detector
ii) Backscatter detector
e) At least 2-axis motorized stage
f) Digital beam control interface
g) Image capture/interior stage navigation camera
h) Computer/Monitor
i) Acceleration Voltage of at minimum: 1 – 20 kV
j) Magnification of a minimum 2,000,000 x
k) Specimen/sample holder
3) The system shall contain an EDS:
a) The EDS must be compatible with the FE-SEM, either by the same manufacturer or a reputable 3rd party manufacturer which is certified to work with the FE-SEM.
b) The EDS shall be capable of analyzing elements in the periodic table from Be to Am.
c) Silicon drift detector of at least 30 mm2
d) Beam control and acquisition
e) Electron microscope interface (compatible/functional interface between the SEM and EDS)
f) Computer/Monitor
4) The system shall have the following additional components if necessary:
a) Air compressor certified for an FE-SEM
b) Air filtration kit to prevent dirt and water entering the FE-SEM compressor
c) Refrigerated recirculating water system (chiller)
d) Dry scroll/ Backing pump
5) The system shall provide software capable of:
a) Standardless quantitative analysis
i) If standards are required for quantitative analysis, the vendor shall provide at a minimum any required certified reference materials or standards necessary for EDS analysis
b) Performing qualitative and quantitative EDS.
c) Ability to generate spectrum reports and quantitative data reports.
6) The instrument shall comply with ASTM methods E2809, E1508-12a, E2090-12, and E3309-21, as well as ISO method 17751-2.
7) Computer requirements:
a) Intel Core I9 or later
b) Windows 10 Pro (64 bit) operating system
c) Solid state 2 TB hard drive, or better
d) 64 GB DDR4 RAM, or better
e) (3) USB 3.1 gen2 type-C; (5) USB 3.1 Gen 1 type-A, (4) USB 2.0 type-A
f) 24” Flat panel monitor, optical mouse, and keyboard
8) Electrical requirements (All components shall be certified):
a) Instrument power connection: 120V or 230V
b) Computer and monitor: 120 V
c) If required:
i) Air compressor power connection: 120V
ii) Recirculating water chiller power connection: 120V
Setup/installation and training
The vendor shall provide installation qualification and operation qualification (IQ/OQ) and any other pertinent certification at the time of installation. Inside delivery and set-up of all purchased equipment, supplies, hardware, and software is required. The vendor shall provide software and firmware upgrades free of charge for a minimum of three years from the date of installation of the instrument. Software and firmware updates shall be applied to the instrument without the need for an internet connection. An electronic copy of the software and all software modules should be provided with the instrument installation. All instrument documentation should be provided in electronic and hard copy formats.
The installation shall include:
Installation All equipment and tools necessary for installation.
Installation service and validation.
Instrument revalidation
When instrument is serviced, or preventive maintenance is performed.
Site survey Pre-installation site survey is required prior to instrument delivery.
Training* An in-house one to three (1-3) day training session by a qualified trainer, directly employed by the vendor, is required for the instrument upon installation. The training session shall provide familiarization to at least three staff members with the software, basic operation, set-up of user accounts, interpretation of data, customized method set-up, other software capabilities, and basic hardware maintenance and troubleshooting.
* The training session will occur at the delivery location. The training session shall be scheduled and coordinated with equipment install and within 30 calendar days of equipment delivery.
Warranty
The vendor shall provide a warranty on the FE-SEM/EDS for a minimum of two years from the date of installation of the FE-SEM/EDS on all hardware and software purchased. The warranty shall include all parts, labor, and travel/per diem expenses. The warranty shall include performance of preventative maintenance for a minimum of two years as recommended by the manufacturer. On-site repair and maintenance by a qualified service engineer will be available within five business days of a service call.
Shipping Address
Delivery shall be coordinated with the CBP-New York Laboratory to ensure that staff member is present to accept the delivery. Delivery of equipment must occur between 9:00 AM and 4:00
