STATEMENT OF WORK
PARK CENTER WELL WATER
QUALITY AND QUANTITY DATA
COLLECTION PLATFORM
Bureau of Land Management Royal Gorge Field Office Cañon City, CO
E.2
I. INTRODUCTION
The Park Center Well provides domestic water to over 4,000 people in the northern portion of Cañon City, CO. BLM’s water rights associated with the well requires a portion of the water from the well be discharged into Fourmile Creek. In order to comply with the U.S. Clean Water Act, BLM has obtained a NPDES permit from EPA in order to discharge into the creek. The permit requires monitoring of water quantity and quality from the well into the creek. In 2019, the BLM had equipment installed to record pH, temperature and flows in real time through a telemetered system to comply with permit requirements. This contract would maintain the site and related systems.
II. OBJECTIVE
To run the Park Center Well site, the BLM must release water when certain conditions are met downstream. These conditions are difficult to time and often require quick action to make implement within a narrow timeframe. This contract would keep the site in a condition where releases could be made with minimal start up time.
III. SCOPE
The contractor shall maintain the monitoring station in a condition where it is ready to operate.
This would include mobilizing the site at the beginning of the expected release season, monthly site visits to ensure equipment is functioning and calibrated, demobilization at the end of the season, and any unscheduled visits if necessary. This includes any integrations with the Upper Arkansas Water Conservancies (UAWCD) monitoring system for data acquisition through the GOES telemetry.
IV. GOVERNMENT FURNISHED MATERIALS AND INFORMATION
The BLM will provide:
• Access to the site and equipment.
• BLM will furnish replacements for failed systems (telemetry, datalogger, battery, solar panel, etc.) at the site within the enclosures or outfall.
• Spare sensors (flow, temperature, and pH) will be available to reduce downtime in the event of equipment failure.
• Coordination of any water releases required to perform the work.
V. TASKS TO BE PERFORMED BY THE CONTRACTOR
Task 1 Site mobilization/Demobilization:
For mobilization, the contractor will start up the station at the beginning of the expected release timeframe, usually around March 15th. This includes deploying the sensors, calibration, programming, and insuring communications with the Upper Arkansas Water Conservancies website.
E.3
For demobilization, the contractor will remove the sensors from the stilling well to protect against freezing and store according to the manufacturer’s directions. If indoor, offsite storage is required, BLM will store them at their facilities. This would typically occur around December 1st.
Task 2 Manual measurements and maintenance, monthly:
Monthly, approximately every 30 days, the contractor will visit the site to ensure everything is running properly or ready to run. This includes calibration of all sensors, reviewing that everything at the site is functioning properly and performing any routine maintenance needed on the equipment. BLM or Park Center Water District would be responsible for maintaining the site itself. These visits would occur April-November for a total of 8 visits/year.
Task 3
Manual measurements and maintenance, unscheduled:
This task would require the same effort as the monthly measurements and maintenance, except it would be performed outside a regularly scheduled visit. This could occur due to equipment failure, unexpected release needs outside the March 15-December 1st time frame, or other situations where a site visit is needed.
VI. DELIVERABLES
The deliverables will be site visits and the system being operational.
VIII. CONTRACTING OFFICER’S REPRESENTATIVE (COR)
The Contracting Officer’s Representative (COR) will be assigned.
