Statement of Work
Isotope Ratio Mass Spectrometry (IR/MS) Instrument with (1) high Temperature Conversion Elemental Analyzer (TC/EA), (2) a combustion Elemental Analyzer (EA), and (3) a Gas
Chromatography (GC)
SCOPE:
The Department of Homeland Security (DHS), Customs & Border Protection (CBP), Laboratory and Scientific Services Division (LSSD) has a requirement for three (3) Isotope Ratio Mass Spectrometry (IR/MS) instruments. Each IR/MS is to contain the follow three peripherals: (1) a combustion Elemental Analyzer (EA), (2) a high Temperature Conversion Elemental Analyzer (TC/EA), and (3) a Gas Chromatograph (GC). One (1) system will be delivered to the New York (NY) Laboratory, the Savannah (SV) Laboratory, and the Los Angeles (LA) Laboratory.
These commercial off the shelf (COTS) instruments shall include all components as described in this document and at a minimum comply with consensus method ISO 20921, AOAC 998.12, AOAC 984.23, AOAC 992.08, AOAC 981.09, AOAC 982.21, AOAC 2004.01.
The vendor shall provide all equipment, installation, training, and technical support at each delivery location. Each installed, single-unit/full-size instrument system (IR/MS - including peripherals), hardware, software, and database applications shall be new, commercially available, and in commercial production as of the closing date of this announcement. The instrument system and peripherals will be purchased from a single vendor.
Instrument minimum requirements:
1) IR/MS instruments:
a) The system must be capable of high precision measurement of 2H/1H from H2 and of 18O/16O produced from both the GC and TC/EA.
b) The TC/EA peripheral must be capable of high throughput, high precision measurements of δO and δD from the same sample during a single analysis from the TC/EA for solid materials so that it can be used in Isoscape (isotope landscape database) as required. The importance of this capability cannot be overstressed, and it must be supported by appropriate data from referenced laboratories.
c) The EA peripheral must be capable of high throughput, high precision measurements of δC, δN, and δS from the same sample during a single analysis from the EA for solid materials so that it can be used in Isoscape as required. The importance of this capability cannot be overstressed, and it must be supported by appropriate data from referenced laboratories.
d) To ensure rapid commissioning, it is required that the IR/MS arrive with all beams aligned and magnet pre-installed.
e) The IR/MS software should include a comprehensive set of automated diagnostics, equivalent in scope to the testing protocol of the instrument in the factory.
f) The system should be of a bench-bottom design, so that sampling preparation can be carried out atop the IR/MS to reduce the required footprint.
g) All rotary pumps should be inside the mass spectrometer, so as not to take up additional floor or bench space, and to reduce the noise level.
h) The same filament is to be used for all gas species.
i) Low noise design, where the noise output of the entire system with pumps must be specified.
j) High definition collector with two Faraday cups.
2) GC Interface (for CNOH analysis) with oxidation and pyrolysis furnaces for conversion of C to CO2, N to N2, H to H2, and O to CO; the interface design must be completely consistent with principles of capillary GC, including no requirement for makeup gas, zero dead volume. Handling of Liquid N2 in the interface must be automated and in compliance with safety regulations.
3) Continuous Flow Interface that will control operation of all three automated peripheral devices (GC, TC/EA, and EA)
4) Two separate continuous flow elemental analyzers, one for combustion and one for high temperature C-reduction. These analytical capabilities (CNS and OH) are to be separated into different elemental analyzers to increase flexibility and to protect lab throughput.
5) High temperature quantitative C-reduction TC/EA with Helium (He) flushed autosampler, for isotopic and elemental analysis of O and H in solid materials, and water.
6) Combustion elemental analyzer with He flushed zero blank autosampler for isotopic and elemental analysis of solid materials for CNS.
7) The solids autosamplers must be of “zero blank-zero exchange” design requiring that they be He flushed to eliminate any possible memory or exchange with air or moisture in the air.
8) Dual inlet capabilities, either with the instrument or field upgradeable including micro-volume and internal multiport.
9) Micro-Analytical Balance, capable of reporting to six (6) decimal places.
a) Micro-Analytical Balance must be initially installed and calibrated by a certified technician.
10) 10-k VA single phase isolation transformer and power conditioner.
11) Freight and insurance FOB Destination preferred.
Setup/installation and training:
The vendor shall provide installation qualification and operation qualification (IQ/OQ) and any other pertinent certification at the time of installations. Inside deliveries and set-ups of all purchased equipment, supplies, hardware, and software is required. The vendor shall provide software and firmware upgrades free of charge for a minimum of three years from the date of installation of both instruments. Software and firmware updates shall be applied to the instruments without the need for an internet connection. An electronic copy of the software and all software modules should be provided with the instrument installations. All instrument documentations should be provided in electronic and hard copy formats.
The installation shall include:
Installation All equipment and tools necessary for installation.
Installation service and validation.
On-site calibration (where applicable)
Instrument revalidation When instrument is service or preventive maintenance is perform.
Site survey Pre-installation site survey is required prior to instrument delivery.
In-house, minimum of two to three (2-3) day training sessions by a qualified trainer directly employed by the vendor, is required for each instrument upon installation (at each of the three locations). The training sessions shall provide familiarization, to at least three (3) staff members per laboratory, with the software, basic operation, set-up of user accounts, interpretation of data, customized method set-up, other software capabilities, and basic hardware maintenance and troubleshooting. Travel/per diem fees for installation/training specialist shall be included and not quoted/invoiced as separate line items. These training sessions shall be scheduled and complete within 30 calendar days after equipment installation is complete.
Warranty and updates:
The vendor shall provide a warranty on the instrument for a minimum of three years from the date of installation of the instrument on all hardware and software purchased for both systems and peripherals (IR/MS, TC/EA, EA, GC). The warranty shall include all parts, labor, and travel/per diem expenses. The warranty shall include performance of preventative maintenance for a minimum of three years as recommended by the manufacturer. On-site repair and maintenance by a qualified service engineer will be available within five (5) business days of a service call.
Delivery Locations:
Delivery shall be coordinated (individually) with each laboratory location and must occur between 9:00 AM and 4:00 PM Local Time to ensure staff are available at each location to assist. Delivery must take place at street level, including lift-gate delivery service, as no elevated loading dock is available.
