SECTION 01100 SUMMARY OF WORK

PART 1: GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Work covered by the Contract Documents.

2. Specifications formats and conversions

B. Overview of Work:

1. File Notice of Intention to Drill and obtain Authorization to Drill at the Cox

Compound located in the Dripping Springs Natural Area. Bureau of Land Management will acquire permit to relocate well from the New Mexico Office of the State Engineer.

2. Obtain any other permits in accordance with all federal, state and local laws and regulations.

3. Furnish all labor, equipment; supplies; and materials to drill, install casing, well screen, sanitary seal, submersible pump, sample tap, and all other necessary components for a functioning water supply well at the specified location in accordance with the latest version of the State of New Mexico Office of the State Engineer (NMOSE), New Mexico Environmental Department, Statutes and Rules Governing Minimum Well Construction Standards and the Licenses of Well Drillers.

4. Provide drawing of well profile and submersible pump installation.

5. Trench and wire pump from existing power box.

6. Install connection for auxiliary power source.

7. Perform all required pumping tests.

8. Perform all water quality tests in accordance with Specifications Section 01458

(Testing Laboratory Services).

9. Install a water spigot at well for water testing. Construct a hot box with power to prevent spigot from freezing.

10. Install new 1-1/4-inch dia. Schedule 80 HDPE pipe from new well and connect to existing shutoff valve, pressure gauge, flow meter, filtration system and pressure tank in well house.

11. Abandon and plug existing well, after new well is accepted and supplying water to system, following NMED and NMOSE regulations.

C. Base Work:

1. Obtaining all necessary permits and authorization.

2. Drill up to 150 feet depth; however, the Government Hydrogeologist shall advise the Contracting Officer promptly that drilling need to continue but only up to the maximum depth in accordance with Specifications Section 01100, Subpart 1.5 (Variation in Quantities) and only as approved by the Contracting Officer. Construct a fully equipped potable water well with a submersible pump at the well head site with a targeted production rate from 10-15 gallons per minute (or higher, if encountered).

3. Expect to drill up to a depth of 225 feet at the same unit cost as in the Base Work to satisfy the well performance requirements. Refer to Specifications

4. If the Contractor encounters water, develop well with methods approved by NMOSE. Trench and run power to and install a submersible pump of correct sizing. Trench and install butt fused HDPE pipe to connect well to existing pressure tank.

D. Casing Material: Refer to Specifications Section 02525 (Water Supply Wells).

E. Connect well to existing pressure tank and electric panel in well house.

F. Abandon and plug existing well.

G. Basis for Evaluation of Proposals: The bidders shall submit all submittals under these specifications for the Base Work, which the Government will subjectively evaluate based on the following:

1. Technical approach.

2. Qualifications of key personnel especially the ones performing and overseeing the Work.

3. Past performance.

4. Price.

1.2 DEFINITIONS

A. Contracting Officer (CO) is the only official who can obligate the Government and is the only contact for any changes to the contract especially concerning contract time and money.

B. Contracting Officer’s Representative (COR) acts as the CO’s field representative who cannot obligate the Government. The CO delegates specific responsibilities to the COR in writing as the CO deems necessary.

C. Project Inspector (PI) is the CO’s field assistant who is physically present on the project site up to daily to conduct surveillance on the Contractor’s progress and passes on surveillance information to the COR. The CO delegates other specific responsibilities to the PI in writing as the CO deems necessary.

1.4 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.

These specifications incorporate materials, applications, and tests by reference, with the same force and effect as the ones given in full text.

B. Conflict within Specifications:

1. If a conflict occurs between Reference Documents and the Project

Specifications, the Project Specifications shall govern.

2. If a conflict occurs within the Project Specifications, the more stringent shall govern.

3. Overall, the most stringent shall govern.

1.5 VARIATION IN QUANTITIES

A. The maximum well depth shall be one and one-half (1.5) times the estimated drilling depth for the well such that the Government may require the Contractor to continue operation for well construction at Base Work unit prices.

1.6 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the Work from damage while in transit to the site. Deliver products in original, unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide appropriate temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products in such a manner that protects them from damage.

1.7 PROJECT AND SITE CONDITIONS

A. Location: Worksite is generally located at longitude N32.329 decimal degrees, W106.589 decimal degrees referenced to North American Datum 1983 (NAD83). In the Public Land Survey System (PLSS) in New Mexico, Replacement

Township 23S, Range 03E, Section 12, Aliquot Part NENW.

B. Access to the Worksite: In general, make use of existing roadways. Refer to Specifications Section 01500 (Temporary Facilities & Controls) for specific instructions.

C. Schedule construction work between the hours of 7 a.m. and 5 p.m. Monday through Friday, except Federal Holidays (Government nonworking days). As necessary, request permission to work an alternate schedule or hours outside those designated from the Contracting Officer.

D. Environmental Considerations: If fuel or oil spills occur during the Contract, excavate to a depth of 12 inches beyond contaminated material and removed from the work location. Strictly observe prescribed measures to prevent water pollution to nearby water resources.

E. Natural Resource Protection: If the Contractor stays within the defined work area, most if not all of the following issues should not happen; nevertheless, adhere to the following:

1. Protect grounds and vegetation outside the work area from damage.

F. Cultural Resource Protection:

1. If the Contractor discovers any archaeological or historical artifacts, human remains, funerary objects, sacred objects or objects of cultural patrimony as defined in the

Native American Graves Protection and Repatriation Act (PL 101-601; Stat. 3048;

25USC 3001) in connection with operations under this authorization, the Contractor shall stop operations in the immediate area of the discovery, shall protect the remains and objects, and shall immediately notify the Contracting Officer of the discovery.

The Contractor shall continue to protect the immediate area of the discovery until notified in writing by the Contracting Officer that operations may resume.

2. The Contractor shall allow access to the archeologist for visual inspections of the project site during progress of the Work.

G. Sequencing and Scheduling

1. Requirements: Operations necessary to complete the work, including coordination with others relative to the Contractor's requirements are the Contractor's responsibility.

2. Schedule Work in such a manner as to avoid delays in construction and permit proper installation of work.

PART 2: PRODUCTS

There are no applicable requirements.

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference: The CO will schedule prior to the start of the work and will notify the Contractor in advance of the meeting time, date, and place.

The purpose will be to review required work, project drawings specifications, construction schedules, payroll, and payments, and administrative provisions of the Contract.

1. Be prepared to summarize and explain procedures planned for the Work and present the submittals requested in the specifications.

B. Progress Meetings: Either the Contracting Officer or the Contractor can request a progress meeting. The request shall state who should attend and include an agenda.

C. Final Inspection: Final Inspection will happen at the well site. Notify the Contracting

Officer in writing at least five Government working days before the completion date at each site, so that the Government can schedule final inspection.

3.2 PREPARATION

A. Work Layout and Limits: The Contractor shall submit its work layout for approval, and, after approval, shall not disturb any more land than the approved limits.

3.3 DISPOSAL OF DEBRIS

A. Requirements: Items or debris that the Government has not designated as salvage shall become the property of the Contractor. Dispose of any materials off the Worksite in a legal manner and payment for any fees required is the responsibility of the Contractor.

Submittal Procedures

SECTION 01330 SUBMITTAL PROCEDURE

A. Requirements for submittals involve but are not limited to Work schedules, Work areas, repair method, concrete, and earthwork. Any variation from the latest submittal requires an update to be included in the original bid. The Government can only anticipate some submittals, so the Government reserves the right to request submittals on any item under the Specifications to verify adherence to the Specifications as the Government deems necessary.

1.2 QUALITY ASSURANCE

A. Approval: Written approval of the submittals is an indication that the Government has reviewed the Contractor’s submittals such that there are no objections except as noted.

Installation of materials based on written approval of the submittals, however, shall not relieve the Contractor of the responsibility for incorporating materials, which conforms to the requirements of the written and drawing specifications. Written approval of any deviations or omissions shall apply only to those deviations or omissions from the requirements of the written and drawing specifications of which the Contractor brought to the Contracting Officer’s attention in writing.

B. Submittal Review Time:

1. Total review time is generally 10 Government working days unless otherwise stated but submit submittals 20 calendar days before scheduling start time of Work.

Receipt of a submittal is the date and time stamp from BLM’s mailroom, and completed review time is the postmark from the U.S. Post Office or other commercial service. Hand delivery is possible followed with a written receipt, but arrangement must be made for official acceptance. Furthermore, the CO’s or COR’s timestamp will mark the beginning of the official review time.

2. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until the Contracting Officer receives all related submittals.

3. Deliver submittals to 1800 Marquess St., Las Cruces, New Mexico 88005.

4. Internet mail submissions may be acceptable only if the Contractor can successfully deliver electronically submittals to the Contracting Officer’s Government email account (addressee) because of current Government file-size limitations and only if the addressee has access to internet mail at any time of submission. Thus, the Government will acknowledge receipt of submittals via internet mail responses that will define the start times for review.

PART 2: PRODUCTS

There are no applicable requirements.

3.1 WORK SCHEDULE

A. Requirements: Submit the best available schedule at the Pre-Work Conference. When requested, the Contractor shall update schedules within three working days. As a minimum, show the estimated start and finish dates in the schedule.

3.2 OTHER SUBMITTALS

A. Requirements:

1. The Contractor shall deliver all submittals to the Contracting Officer. When approvals are required, do not start subsequent Work, until the Government gives approval.

SECTION 01331 CERTIFICATION

A. Section Includes: The requirements for Certificates of Conformance.

B. Requirements:

1. Allow 15 government working days for review.

2. Review is in accordance with this Section and Specifications Section 01330 (Submittal

Procedures).

3. Deliver the Certificates of Conformance to the Contracting Officer.

A. Authorization: Prior to sampling and testing, the Contracting Officer may permit use of a material when accompanied by Certificates of Conformance. Material used based on a

Certificate of Conformance may be sampled and tested. Installation of material based on a Certificate of Conformance shall not relieve the Contractor of responsibility for incorporating material that conforms to the requirements of the written and drawing specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

PART 2: PRODUCTS

There are no applicable requirements.

3.1 PREPARATION

A. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:

1. The certificate shall state that the named product conforms to the Contract requirements.

2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.

3. The certificate shall provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. The certificate shall set forth the means of identification that will permit field determination of the product delivered as being the product covered by the certification.

Testing Laboratory Services 01458-1

SECTION 01458 TESTING LABORATORY SERVICES

A. Section Includes: Engage a qualified, independent testing laboratory to conduct water-quality testing.

1.2 SUBMITTALS

A. Test Reports: Provide 5 copies of test reports to the Contracting Officer and one copy in an acceptable electronic format upon approval by the Contracting Officer. Reports shall include testing facility name, address, telephone number, and names of full-time responsible officers.

1.3 QUALITY ASSURANCE

A. Approval of Laboratory:

1. Verify that the qualified, independent testing laboratory has certifications by the

State of New Mexico to perform water quality testing for potable water.

2. The Contractor may use separate laboratories for the two types of analyses.

3. The Contractor cannot use its testing laboratory or laboratories until the

Contracting Officer has approved the submittal showing evidence of certifications.

B. Responsibilities of Laboratory is to:

1. Test samples submitted by the Contractor.

2. Ascertain whether water samples meet quality standards for potable water under the State of New Mexico.

3. Analyze the samples provided by the contractor for all National

Primary Drinking Water Standards and National Secondary

Drinking Water Standards.

4. Test for unregulated contaminants: Molybdenum, Strontium, Vanadium, Chlorate, Chromium (total) and Chromium-6.

5. Results shall be provided to CO within 7 days from testing.

1.4 SEQUENCING AND SCHEDULING

A. Establishing Testing Schedule:

1. By advance discussion with the testing laboratory, determine the required time for the laboratory to perform its analyses and to issue its findings.

2. Provide and indicate the required time on the construction schedule, which the Contractor shall submit in accordance with Specifications Section 01330

(Submittal Procedures).

3. Any deviation from the construction schedule shall require that the Contractor update its construction schedule for submission in accordance with

Specifications Section 01330 (Submittal Procedures).

Testing Laboratory Services 01458-2

A. Reports: Reports shall include:

1. Date issued.

2. Project title and number.

3. Name of laboratory and names of individuals performing analyses, and, for each parameter analyzed:

a. Type of analysis.

b. Date of analysis.

c. Results of analysis, and a comparison of results with potable water standards, as established by the State of New Mexico.

3.1 FIELD QUALITY CONTROL

A. Refer to Specifications Section 02525 (Water Supply Wells).

B. Take and handle samples in such a manner as to preserve their integrity and to prevent contamination. Always keep containers sterile and uncontaminated.

Temporary Facilities and Controls

SECTION 01500 TEMPORARY FACILITIES AND CONTROLS

A. Section Includes: Requirements for temporary utilities for construction, vehicular access, temporary barriers and controls.

1.2 DEFINITION

A. Landscape Preservation: The term "injury" includes, without limitation, bruising, scarring, tearing, and breaking of roots, trunks, or branches. Also, refer to Specifications Section 01100 (Summary of Work), Part 1.7 (Project Site and Site Conditions).

1.3 QUALITY ASSURANCE

A. Regulations: Comply with applicable local regulations for haul routes over public highways, roads, or bridges. Comply with industry standards and applicable laws and regulations of authorities having jurisdiction including, but not limited to the following:

1. Building code requirements.

2. Health and safety regulations.

3. Utility company regulations.

4. Police, fire department, and rescue squad rules.

5. Environmental protection regulations.

6. Prevention and control of air pollution.

7. Prevention and control of water pollution.

1.4 EXPLOSIVES

A. Explosives: BLM prohibits the use of explosives for this project.

1.5 PROJECT CONDITIONS

A. Access Routes: Use only established roadways, areas, and haul routes, or temporary roadways, areas, or haul routes when the Contracting Officer authorizes their use on a case-by-case basis.

2.1 UTILITIES

A. The Contractor shall arrange with the BLM for use of any utilities.

B. Contractor may use Government utilities only as required for executing the work of

1500-2 this contract; however, the Government neither makes any guarantee as to their reliability nor promises their applicability to the Work.

C. Available Utilities at BLM Cox Compound:

1. Standard residential electric power.

2. Standard residential telephone service.

3. Potable water.

2.2 TOILET UNITS & HYGIENE

A. Public restrooms are available.

3.1 HAUL ROUTE, ROADWAYS & STORAGE/STAGING AREAS

A. Examination: Investigate the condition of available public road for clearances, restrictions, bridge-load limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.

B. Storage/Staging Areas: The Contractor may construct a temporary area for trailers, equipment, and materials at each site, located subject to approval from the Contracting Officer. There is no requirement for fencing of materials or equipment at this site;

however, the Contractor shall be responsible for cleanliness and orderliness of the area used and for the security of any material or equipment stored in this area.

3.2 LANDSCAPE PRESERVATION

A. Preservation: If the Contractor stays within the defined work area, most if not all of the following issues should not happen. Nevertheless, preserve and protect the natural landscape and existing vegetation, not required or otherwise authorized for removal.

Conduct operations to prevent unnecessary destruction, scarring, or defacing of the natural surroundings nearby Work. Move crews and equipment within the rights-of-way and over routes provided for access to the work in a manner to prevent damage.

B. Anchorage: Use anchorage as recognized by industry standards.

C. Refer to Specifications Section 01100 (Summary of Work), Part 1.7 (Project Site Conditions).

3.3 MAINTENANCE & REMOVAL

A. Maintenance: Maintain temporary structures, facilities, and controls if needed for safe and proper completion of the work and as directed by the Contracting Officer.

B. Removal: Remove temporary structures, facilities, and controls as rapidly as progress of the work will permit and as approved by the Contracting Officer.

3.4 WASTE

A. Collection and Disposal of Waste: Collect waste from construction area daily.

Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly. Dispose of material lawfully.

3.5 CLEANUP

A. Requirements: Remove construction debris, waste materials, packaging material and the like from the worksite daily.

Basic Electrical

SECTION 01601- BASIC ELECTRICAL

A. Section Includes: Overall requirements for electrical work. The electrical work shall be complete in every detail, unless specified otherwise, and shall include miscellaneous items of material and the labor necessary to complete the work described.

A. Manufacturer Qualifications: A company regularly engaged in the manufacture of equipment of the type, size, and ratings required, and who issues a complete catalog of data on such products.

B. Contractor Qualifications: A specialist with successful installation experience on projects with similar electrical installation requirements.

C. Installer Qualifications: A journeyman electrician, apprentice, or helper as appropriate to the complexity of the work involved. Work accomplished by an apprentice or helper shall be done under the supervision of a journeyman.

D. Labeling Requirements: Each major component of equipment shall have a label or nameplate attached indicating the manufacturer, model or catalog number, and UL electrical rating.

1.3 DELIVERY, STORAGE, AND HANDLING

A. Damage: Material whose factory finish has been damaged shall be refinished to match original factory finish or replaced as necessary.

(There are no applicable requirements.)

3.1 INSTALLATION

A. Interface with Other Work: Labor, material, equipment and services that are necessary to construct the complete electrical systems shall be scheduled so as to not obstruct or delay other work necessary on the jobsite. The Contractor shall be responsible for adjustments in the wiring and equipment locations due to structural obstructions or conflicts with work specified elsewhere.

B. Governing Standards: Do electrical work according to the National Electrical Code (NFPA

70), National Electrical Safety Code (ANSI C2), and the NECA Standard of Installation or local standards, whichever is more stringent.

C. Manufacturer's Instructions: Material and equipment shall be installed according to the manufacturer's instructions. When the manufacturer's instructions conflict with these specifications, furnish a copy of the manufacturer's instructions to the Contracting Officer prior to installation and defer installation until the Contracting Officer issues written instructions on which method shall be followed.

D. Removing Existing Wiring: Unless otherwise indicated, remove all devices and conductors back to nearest outlet box, device or panel board, which is indicated to remain in use. In exposed work, remove conduits, boxes and supporting material. In concealed work, leave conduits and boxes in place. Install blank covers on empty boxes left in place.

3.2 FIELD QUALITY CONTROL

A. Testing: The Contractor will perform the required testing, recording, and distributing of the results. The Contractor shall furnish necessary equipment, labor, and materials to conduct the testing. Testing shall be conducted in the presence of the Contracting Officer who shall be given 48 hours’ notice before any testing is to be made.

B. Operational Test: When electrical and mechanical installations are complete, the

Contractor shall energize electrically connected equipment and demonstrate that the electrical systems function according to design. Prior to performing this test, the

Contractor shall verify that mechanical and electrical systems are in condition to be energized without damage to the building and equipment, or injury to personnel. The

Contractor shall perform this test prior to final inspection and during final inspection.

Malfunctioning units shall be corrected and retested by the Contractor to demonstrate compliance with the specification.

Excavation and Fill

SECTION 02315- EXCAVATION AND FILL

1: GENERAL

A. Section Includes: Trenching, backfilling, and compacting for the installation of

400 feet of 1-1/4-inch conduit for electric line and 400 feet of 1-1/4-inch HDPE water line from new well to existing well house.

A. Unclassified Excavation: Any material that is not acceptable backfill material and does not meet the criteria of Rock Excavation. Unclassified Excavation materials may include rock, soil materials and obstructions. No changes in the Contract Sum or Contract Time will be authorized for Rock Excavation or removal of obstructions.

B. Rock Excavation: Removal of material is rock excavation when it consists of igneous, metamorphic, and sedimentary rock material that meets one (1) of the following field test criteria listed below:

1. Material that cannot be broken down with one pass with a single tooth ripper mounted on a crawler-type tractor in low gear with a minimum net flywheel power rating of 250 hp.

2. Material with a volume greater than 1 cubic yard that cannot readily be removed nor ripped using excavating equipment.

3. No changes in the Contract Sum or Contract Time will be authorized for Rock

Excavation or field testing for Rock Excavation.

C. Select Backfill Material: Is composed of stone, crushed stone, crushed or screen gravel, caliche, sand or a combination of these materials. Select Backfill shall be used as bedding course for the water pipelines if native material is unsuitable.

Material must be free of organic matter, silt, clay balls, lumps, stones and any other deleterious materials.

D. Topsoil: Surface soil approximately 6 inches in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 1 inch in diameter.

E. There will be no compensation for excavation or fill unless the requirements for

Unclassified Excavation or Select Backfill Material are met. Excavation and fill are incidental to the associated bid item being installed as part of the excavation or fill and it is intended that excavated material will generally be acceptable for bedding and backfill unless otherwise noted in plans or specifications.

1.3 PROJECT/SITE CONDITIONS

A. Excess Material: Usable excess material excavated shall be used for backfilling.

2.1 MATERIALS

A. General: See definitions.

B. Fill Material: Shall be obtained from the unclassified or common excavation areas.

Material from excavation shall be used unless it contains ice or frozen earth, debris, high moisture content, or is specified in other sections to be replaced.

Materials removed in clearing and grubbing shall not be used for backfilling or embankment.

C. Select Backfill (Bedding) Material: If native material is unsuitable for bedding, the

Contractor shall provide Select Backfill Material that is fine-grained granular material such as fine, poorly graded (uniform) sand in a fashion to avoid the development of any voids around the water line placed.

The following gradation ranges are acceptable for pipe bedding material:

Material used for Select Backfill shall be non-plastic and shall extend 4 inches from the pipe in each direction.

A. Dewatering: The Contractor shall prevent water and ground water from entering excavations, and from ponding on prepared backfill material.

B. Temporary Construction Fencing: Open trenches shall not be allowed to stay opened overnight. For Safety, the Contractor shall place Temporary Construction Fencing around open trenches during non-working hours. Temporary Construction Fencing

Materials and Installation shall be considered Incidental to the project and no measurement or compensation will be made to Contractor.

3.2 INSTALLATION

A. Explosives: The use of explosives is prohibited.

B. Utilities: Before starting excavation, establish the location and extent of underground utilities in the work area. Protect active utility services uncovered by excavation. Notify the Contracting Officer immediately if utilities are damaged.

Damage to utilities shall be repaired or replaced at the Contractor's expense.

C. Excavation: All trenches shall be dug and maintained as per the requirements of the latest OSHA Trench Safety Standard and Specifications.

1. The Contractor shall utilize proper equipment and methods as necessary to properly locate the trench or excavation along the lines required by the

Contract and dug to the proper depth specified in the contract.

2. The Contractor shall perform all excavations to the specified depth and width stated in the project documents. (minimum 3’ cover over top of pipe is required at all locations). Any excavation beyond the depth required to obtain minimum cover shall be filled with suitable compacted material at the Contractors expense.

3. During excavation, material suitable for backfilling must be stockpiled in an orderly manner, so that the toe of the slope of the material is two (2) feet from the edge of the trench. Materials unsuitable for backfilling shall be wasted in a suitable location as directed by the Contracting Officer or

Contracting Officers Representative.

4. When applicable along roads, material excavated from the trench shall be;

when practical, placed along the side of the road.

5. Trench bottoms and sides shall be smooth, uniform and free of protrusions such as roots, limbs, rocks, miscellaneous vegetation, abandoned utility lines or other matter that may present a hazard to either the pipe or personnel.

D. Unclassified Excavation Backfill: Material excavated shall be used as backfill over the Select Backfill.

E. Surface shall be restored to the general condition that existed before disturbance by Contractor. All associated labor and materials to accomplish restoration shall be incidental to the project.

Water Distribution

SECTION 02514 - WATER DISTRIBUTION GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section includes water-distribution piping and related components outside the building for water service.

B. Utility-furnished products include water meters that will be furnished to the site, ready for installation.

1.3 DEFINITIONS

A. HDPE: High Density Polyethylene

1.4 ACTION SUBMITTALS

A. Product Data: All sizes and materials of pipe, field hydrants, valves, fittings. All piping, hydrants, valves, and other appurtenances must be NSF 61 certified. Statements regarding NSF- 61 compliance will not meet the certification requirement, the product must be NSF 61 certified or NSF 61 listed. All piping, hydrants, valves, and other appurtenances must be rated to minimum pressure of 200 psi.

B. Shop Drawings: Detail well components and indicate dimensions, locations, layout, and method of field assembly.

1.5 INFORMATIONAL SUBMITTALS

A. Coordination Drawings: For piping and specialties including relation to other services in same area, drawn to scale. Show piping and specialty sizes and valves, meter and specialty locations, and elevations.

B. Field quality-control test reports.

1.6 CLOSEOUT SUBMITTALS

A. Operation and Maintenance Data: For water valves, pre-treatment components, reverse osmosis components and specialties to include in emergency, operation, and maintenance manuals.

1.7 QUALITY ASSURANCE

A. Regulatory Requirements:

1. Comply with standards of authorities having jurisdiction for potable-water-service piping, including materials, installation, testing, and disinfection. All water system components must be

NSF-61 certified.

B. Piping materials, treatment components and other appurtenances shall bear label, stamp, or other markings of specified testing agency.

1.8 DELIVERY, STORAGE, AND HANDLING

A. Preparation for Transport: Prepare valves according to the following:

1. Ensure that valves are dry and internally protected against rust and corrosion.

2. Protect valves against damage to threaded ends and flange faces.

3. Set valves in best position for handling. Set valves closed to prevent rattling.

B. During Storage: Use precautions for valves according to the following:

1. Do not remove end protectors unless necessary for inspection; then reinstall for storage.

2. Protect from weather. Store indoors and maintain temperature higher than ambient dew- point temperature. Support off the ground or pavement in watertight enclosures when outdoor storage is necessary.

C. Handling: Use sling to handle valves if size requires handling by crane or lift. Rig valves to avoid damage to exposed parts. Do not use handwheels or stems as lifting or rigging points.

D. Deliver piping with factory-applied end caps. Maintain end caps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.

E. Protect stored piping from moisture and dirt. Elevate above grade. Do not exceed structural capacity of floor when storing inside.

F. Protect flanges, fittings, and specialties from moisture and dirt.

G. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

1.9 PROJECT CONDITIONS

A. Interruption of Existing Water-Distribution Service: There is existing water service and electric service to the site. Do not interrupt service to facilities occupied by Owner or others unless permitted under the

2514-3 following conditions and then only after arranging to provide temporary water-distribution service according to requirements indicated:

1. New system will be fully functional before changing over from existing.

2. Notify Contracting Officers Representative no fewer than two days in advance of proposed interruption of service.

3. Do not proceed with interruption of water-distribution service without Contracting Officers

Representative's written permission.

PART 2 - PRODUCTS

2.1 PIPE AND FITTINGS

A. HDPE- DR 11, NSF 61 certified, minimum pressure rating of 200 psi.

2.2

JOINING MATERIALS

A. Type and material must be compliant with same standards as associated piping materials and as recommended by piping system manufacturer, unless otherwise indicated.

Pipe and fittings shall be butt fused.

2.3

PIPING SPECIALTIES

A. Fittings: Shall meet all requirements of associated piping.

2.4

VALVES

A. Valves shall be ball valve type and meet all requirements of associated piping.

2.5 VALVE BOXES

A. Valve boxes shall be cast top, lockable.

2.6 COPPER TRACING WIRE

A. Copper Tracing Wire is to be installed with all water pipelines and water service pipelines. The tracing wire shall be taped, using electrical tape, on top of the pipe at ten (10) foot centers, for the total length of the pipe. Tracing wire shall come up at each Valve Box or appurtenance.

1. The tracing wire shall be 12 AWG (average wire gauge), solid core, and copper wire (solid core meaning one (1) single continuous strand of copper wire).

2. In addition, the wire insulating coating (jacket) shall be blue in color and shall have

45 mils of polyethylene insulation thickness and high molecular weight.

3. The tracing wire shall be HMW – PE and rated for UL 600V construction. The wire shall be suitable for wet or dry application.

B. Warning Tape: The tape shall be three (3) inches wide. Tape material shall be formulated from

100 percent virgin polyolefin resins. Resins shall be pigmential for chemical stability and resistance to sulfide staining (color fastness). Furnishing and installing warning tape shall be incidental to water line bid item to which it corresponds.

1. Tape shall be constructed by the mechanical (non-adhesive) lamination of two plies of three layer blown film in such a manner as to produce a bi-axially oriented structure.

The tape shall be able to provide a 700 percent elongation prior to rupture as per

ASTM-D882.

2. The tape shall meet or exceed the standards provided in the Materials specification List, included in these Standards.

3. The warning tape shall be manufactured with a permanent APWA water line Blue pigment at a maximum of every thirty (30) inches along its length, be imprinted with a continuous warning message as follows:

3.1 HDPE pipe and fittings:

A. The Contractor shall use “Heat Fusion” when joining pipe ends together.

B. All fittings shall be PE and connectable by heat fusion. Fittings shall be rated for the same PSI as the associated pipe and be for Potable Water use. Saddles will not be allowed in lieu of fitting

C. Employee in responsible charge of the PE pipe fusion shall be present at all fusions and shall have a minimum of three (3) years documented experience

3.2 Warning Tape

A. During the backfilling process, all water pipelines shall have a continuous warning tape placed immediately above them and throughout their length at a depth of twelve (12) inches below the final grade.

1. At tees, tape ends, etc., the warning tape shall be tied together (spliced) with knot to create a continuous warning tape throughout the length of the pipeline and associated branch lines, appurtenances, etc.

3.3 Copper Tracing Wire

A. Shall be installed with all water pipelines. The tracing wire shall be taped, using electrical tape, on top of the pipe at ten (10) foot centers, for the total length of the pipe.

3.4 Disinfecting Testing Requirements

A. Disinfecting Testing: The Contractor shall refer to the American Water Works Association

C651 “Disinfecting Water Mains” The Contractor shall be responsible for adding chlorine into the line and for sampling and testing the water as specified in AWWA C651.

3.5 Pressure Testing Requirements

A. The Contractor may perform simultaneous pressure and leakage tests or perform separate pressure and leakage tests on the installed system at test durations and pressures specified.

1. The Pressure Test shall be one hour, continuous. The pressure shall be 150 psi at the highest elevation of the water main.

2. The Leakage Test shall be maintained for a period of two continuous hours. A minimum leakage test pressure of 150 psi at the highest elevation of the water line shall be maintained.

3. The Simultaneous Pressure and Leakage Test shall be of two (2) hour duration, filling the water main and service lines with potable water to a pressure of 150 psi at the highest elevation of the water main and maintaining that pressure for 2 hours. If pressure is maintained for 2 hours without any additional water or assistance from Contractor, the test will be considered passed.

4. The Contractor shall also perform testing on the Tracing Wire. Tracing wire must be able to conduct a continuous signal before pipe is accepted.

B. All defective elements shall be repaired or removed and replaced and the test repeated until the allowable testing requirements have been met.

NOTES:

• Under no circumstances shall the total time under test exceed 8 hours at 1.5 times the system pressure rating. If the test is not complete within this time limit (due to leakage, equipment failure, etc.), the test section shall be permitted to “relax “for 8 hours prior to the next test sequence.

Air testing is not allowed.

All defective elements shall be repaired or removed and replaced and the test repeated until the allowable leakage requirements have been met.

C. Excavation and backfill of pipe is incidental to the associated bid item.

Water Supply Wells

SECTION 02525 WATER SUPPLY WELLS

A. Section Includes: Requirements for construction of water well, including filing of appropriate forms with New Mexico Office of the State Engineer (NMOSE) and New Mexico Environmental Department (NMED), record keeping, installing casing, well screen, temporary potable water well pump of the correct sizing; water quality testing, and disinfection. Note that pump refers to submersible pump with motor.

B. Furnish all required materials, labor, and equipment to construct the well in accordance with the Specifications.

C. The Project Specifications: Refer to Specifications Section 01100 (Summary of Work), Subsections 1.1.A and 1.4.

A. Listed and Labeled: The terms "listed" and "labeled" as defined in the National Electrical Code, Article 100.

1.3 SUBMITTALS

A. General: Submittals shall be according to Specifications Section 01330 (Submittal

Procedures).

B. Notice of Intent: Contractor shall prepare and submit NMOSE Form WR-01, Application For Permit To Use Underground Waters in Accordance With Sections 72- 12-1.1, 72-12-1. 2, or 72-12-1.3 New Mexico Statutes Notice of Intent to Drill, Deepen, Replace, or Modify a Well, for the well, in accordance with NMOSE regulations and guidelines. On each form it shall be indicated that the intent is to replace an existing well. The Contractor shall submit the forms to NMOSE after approval by the Contracting Officer.

C. Drilling Program: Within 10 calendar days after the date of receipt of notice to proceed, submit a complete and practicable drilling program. The program shall provide for orderly performance of the work and be in such form and detail as to show the following for each of the wells to be drilled:

1. Sequence of drilling operation.

2. Drilling method, including make and model of drill rig, and type of rig.

3. The days of the week and month that work is to be performed.

4. The number and length of each shift per day. The length of a shift may be extended in the field as required to avoid interrupting a drilling and testing operation.

5. Plan for disposal of waste.

6. Development method to be used, including the size “and/or” rating of the

02525-2 proposed equipment.

7. Pumping and monitoring equipment proposed.

D. Daily Record: A copy of the daily record as specified under Specifications Section 02525 (Water Supply Wells), Subsection 1.4 (Quality Assurance) shall be submitted to the Contracting Officer upon completion of work each day. The form of the daily report shall be approved by the Contracting Officer prior to the start of work.

Information recorded by the daily report shall include, but is not limited to:

1. Time of startup and shutdown.

2. Time of any standby periods with explanation of reasons, therefore.

3. Type of work (drilling, development, test pumping, standby, etc.).

4. Number of personnel and equipment on job.

5. Depths referenced from “drilling datum” of:

a. Top and bottom of each stratum penetrated.

b. Depths from which samples are taken.

c. Static water level—measured beginning of each shift and at observed changes in water level.

d. Well screens and accessories installed in the well.

6. Type of material encountered.

7. Well casing, length, size and grade of each piece assembled and cumulative total length of casing assembly.

8. Any drilling difficulties, and adjustments or corrections to the work.

9. Weather conditions.

10. Amount of water disposed of on site and any difficulties related to disposal.

11. Any problems that might result in a change of conditions or contract negotiations.

E. Driller’s Logs: At the completion of the work, within 10 days the Contractor shall prepare and submit a NMOSE WR-20 Form (Well Record and Drilling Log). The log shall summarize the following information, as required by or in addition to other information required on these forms:

1. Size of drill hole and method of drilling.

a. Refer to Specifications Section 02525 (Water Supply Wells), Subsection 1.3.E.5.

b. Well screens and accessories installed in the well.

2. Identify the material in each stratum. Use the USGS

Classification.

3. Well casing-material, length, diameter, thickness, weight per foot of length and grade of each piece assembled and cumulative total length of casing assembly.

Include the depth below grade that casing was installed and any changes in size of casing.

4. Screen: Material, construction, length, diameter and opening size.

5. Well completion date.

6. Upon completion of the well, the log shall be prepared and signed by the

Contractor and submitted to the Contracting Officer for approval.

F. Samples: Take samples, approximately 16 ounces, of substrata formation at 10-foot intervals and at all pronounced changes in formation throughout entire depth of the

02525-3 well. Carefully preserve samples on-site in suitable containers properly labeled for identification (plainly marked to show the well description and the depth below the ground surface at which the sample was taken).

G. Well Test Reports: Submit the test reports required for test well, and submit three field test reports for the following:

1. Pump test.

2. Water quality analysis.

3. Plumbness and alignment test.

1.4 QUALITY ASSURANCE

A. Regulatory Requirements: Each system, including equipment, materials, installation and workmanship shall be in accordance with the Standards and Regulations of the State of New Mexico, as administered by NMOSE, and the following:

1. ASME B31.9 "Building Services Piping" for piping materials and installation.

2. "Hydraulic Institute Standards for Centrifugal, Rotary and Reciprocating

Pumps" for pump design, manufacture, and installation.

3. UL 778 "Standard for Motor Operated Water Pumps" for construction requirements. Include UL listing and labeling.

4. NEMA MG 1 "Standard for Motors and Generators" for electric motors.

Include NEMA listing and labeling.

5. NFPA 70 "National Electrical Code" for electrical components and…
