Marine Forces, Special Operations Command Team Readiness Exercise II Subject Matter Expert Support Statement of Work 3 – 13 December 2020

1. OVERVIEW:

This Statement of Work (SOW) covers the need for a reliable and flexible Contractor to provide Training Readiness Exercise II (TRX II) support to include: Signals Intelligence (SIGINT), SOF communications, and SOF logistics support for the training, education, and evaluation of Marine Raider Support Team Marines. Specific area of focus being their ability to provide fused, multi-disciplinary intelligence, communications, and logistics support. It requires SIGINT role players and SOF support subject matter experts (SMEs) across all warfighting functions. The preparation for multi-discipline intelligence operations and fused integration between HUMINT, SIGINT, all-source analysis and Geospatial Intelligence (GEOINT) is essential for preparing Marine Raider Support Teams (MRSTs) for future employment in support of deployment operations. Specific training is critical to prepare Marines of MRSTs to deploy and execute intelligence, communications, and logistic operations in support of special operations missions.

2. BACKGROUND:

MARSOC trains and prepares MRSTs for deployments with Marine special operation companies (MSOCs) and teams (MSOTs) across the full spectrum of special operating environments – hostile, denied, and politically sensitive. During this force generation cycle, the MRSTs participate in multiple team level exercises during the unit training phase (UTP). The MRST must be collectively proficient in all individual and collective tasks as identified within the supporting documents. These teams are expected to have completed exercises which rehearse the MRST’s ability to operate and trouble-shoot all communications equipment and intelligence systems, and provide opportunities to develop internal tactics, techniques, and procedures (TTPs). MRSTs are required to participate in a culminating TRX II, which provides the Commander an opportunity to assess the MRST’s ability to provide fused, multi-disciplinary intelligence, communications, and logistics support to an MSOC and/or Special Operations Task Force (SOTF) and their special operations.

3. APPLICABLE DOCUMENTS:

3.1 Availability of DOD Documents: Unless otherwise indicated, copies of specifications, standards and handbooks listed below are available upon contract award.

4. SCOPE OF WORK:

4.1 MARSOC requires exercise execution support during the designated period of performance (3 – 13 December 2020).

4.1.1 The Contractor is to support established training objectives for the MRST as directed by the Government.

4.1.2 The Contractor shall provide Subject Matter Experts (SMEs) to provide a dynamic exercise for training. The exercise will be designed to train and provide a venue to evaluate the MRSTs functions through reinforcement of their individual and collective skill sets in an operational environment similar to the one they will experience while forward deployed. The exercise will be a multi-state, semi-permissive to denied area, scenario based collection environment to exercise and evaluate intelligence, operational, and logistical fusion based on a semi-permissive to denied outside declared theatre of active armed conflict (ODTAAC) and declared theatre of active armed conflict (DTAAC) area of operations. The exercise will take place 3 to 13 December 2020 in and around Onslow County, Pender, New Hanover, Duplin, Jones, Lenoir, Craven, Carteret, North Carolina.

4.1.3 The TRX II execution (3 – 13 December 2020) will be broken down into four (4) phases

4.1.3.1 Phase 1: Planning and Preparation (3 Decmber 2020)

4.1.3.1.1 The Contractor shall ensure that all contracted facilities are ready for introduction to the EXFOR NLT 3 December 2020.

4.1.3.2 Phase 2: Reception, Staging, Onward Movement, and Integration (RSO&I) (4 December 2020)

4.1.3.2.1 The Contractor shall provide SOF SIGINT SMEs and a SOF logistics SME for planning assistance prior to movement to Phase 3.

4.1.3.3 Phase 3: Steady State Actions (5-12 December 2020)

4.1.3.3.1 The Contractor shall provide SOF SIGINT SMEs and a SOF logistics SME for assisting in execution.

4.1.3.3.2 The Contractor shall execute the provided SIGINT, HUMINT, and all source analysis reporting that the unit-provided scripting entails.

4.1.3.3.3 The Contracted provided role players will execute the daily training vignettes based off the MSEL as directed by the Goverment.

4.1.3.3.4 The Contractor will execute the pattern of life of the role players as directed by the Government.

4.1.3.4 Phase 4: Consolidation and Retrograde (13 December 2020)

4.1.3.4.1 The Contractor will provide an ECG After Action Report (AAR).

4.1.4 Master Period of Performance List

4.1.4.1 Contractor shall provide contracted proposed primary and secondary locations to Government for approval no later than 30 days from the start of the TRX exercise.

4.1.4.2 3-13 December 2020: Contractor shall ensure that at least (1) exercise coordinator is present at the ECG headquarters location to manage contracted personnel with changes to the exercise environment and vignette execution as directed by the government approved scenario, and support exercise requirements as directed by the Government in accordance with this statement of work.

4.1.4.3 The Contractor shall participate in future planning conferences, date and time to be determined, aboard Camp Lejeune, NC when required by Government to discuss exercise development and the vignettes the contractor will be required to support and facilitate.

5. Intelligence Requirements:

5.1 Intelligence Execution Training Requirements:

5.1.1 The Contractor shall provide for at least twelve hours of signals activity per day from 5-12 December 2020.

5.1.2 The Contractor will provide (3) individuals to act as the primary target set for intelligence collection. These individuals will be (3) HUMINT role-players present to execute the Master Scenario Event List (MSEL) from 3 Dec – 12 Dec 2020. The aforementioned role players must be capable of supporting the scenario as sources as well as mentors and must possess active Secret clearances. The aforementioned role players must capable of acting as two separate personalities on alternating days. The HUMINT role players should have a minimum of 5 years of tactical military HUMINT experience or (3) years of USSOCOM exercise support experience and be familiar with MARSOC or other SOF HUMINT operations. Resume or Baseball card required.

5.1.3 The Contractor shall provide communications over diverse real-world non-simulated means. Provide a realistic and tailored radio frequency (RF) environment identified by the ECG and utilizing authentic devices encountered in the desired area of operations.

5.1.4 The Contractor shall provide a full spectrum live signals environment with associated equipment and airtime for SIGINT training and operations to include communications networks commonly used in MARSOC’s Regional Area of Interest. Coordination with MARSOC will be necessary to identify relevant networks of the region. Be prepared to provide multiple nodes so that the signals environment accurately replicates High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), wifi (802.11) with hotspot capable device with necessary data capabilities, Personal communication devices with associated minutes, and both analog and digital technologies across a standalone IP capable communications system supporting up to 5 separate locations with associated radios.

5.1.5 Provide (1) SIGINT SME from 3 Dec – 13 Dec 2020 who possess active TS//SCI clearances and are capable of assisting (4) different cases/collectors. SIGINT SMEs shall be familiar with MARSOC SIGINT operations, minimum of 10 years of Special Operations SIGINT experience and have previously supported MARSOC TRX II or CCE/URX type exercises. SIGINT SMEs shall possess recent experience as tactical SIGINT SME or manager with prior MOS of 2691, 2602, 35Z, or relevant MOS. Resume or Baseball card required.

5.1.6 The Contractor will provide (4) individuals to act as the primary target set for intelligence collection. These individuals will be (4) SIGINT role-players present to execute the Master Scenario Event List (MSEL) from 3 Dec – 12 Dec 2020. The aforementioned role players must be capable of supporting the scenario as sources and must possess active Secret clearances. The SIGINT role players should have a minimum of 5 years of tactical military SIGINT experience or (3) years of USSOCOM exercise support experience and be familiar with MARSOC or other SOF SI operations. The role players must bring the required communications/electronics equipment and understanding of how to operate equipment. Primary targets will use Mode 0-3, with frequent use of public and private 802.11 protocol, conduct dedicated pattern of life based off of government provided script and data. Resume or Baseball card required.

5.1.7 The Contractor shall provide a simulated logical network behind 802.11 nodes.

5.1.8 The Contractor shall execute the exercise storylines, vignettes as directed by the Government MSEL.

5.1.9 The Contractor shall follow the government provided scenario to support Precision Geo-location and various forms of collection to include SIGINT de-confliction using techniques that accurately reflect MARSOC’s current TTPs. Prior coordination with MARSOC required.

5.1.10 The Contractor shall utilize the government provided scripted scenario so it incorporates interaction with other intelligence disciplines (CI/HUMINT, SR, EAC, GEOINT, and SIGINT).

5.1.11 The Contractor supports ECG implementation of the unit-provided to allow analysis ISO non-kinetic and kinetic targeting, pattern of life (IMINT and SIGINT), and collection ISO the intelligence teams collection plan.

5.1.12 The Contractor shall follow the Government’s intelligence training vignettes in the unit-provided scenario/scripting to adhere to a MSEL that is approved by the Government.

5.1.13 The Contractor shall be in contact with the T-CELL via phone or computer for validation of events.

5.1.14 The Contractor shall provide after action comments to the ECG so that the ECG staff can adjust and drive the exercise to ensure that all training goals and objectives are achieved or enhanced.

5.2 Personnel Requirements:

5.2.1 Provide (1) SIGINT SME from 3 Dec – 13 Dec 2020 who possess active TS//SCI clearances and are capable of assisting (4) different cases/collectors. SIGINT SMEs shall be familiar with MARSOC SIGINT operations, minimum of 10 years of military SIGINT experience and have previously supported MARSOC TRX II or CCE/URX type exercises. SIGINT SMEs must have tactical training in 802.11 protocol. SIGINT SMEs shall possess recent experience as tactical SIGINT SME or manager with prior MOS of 2691, 2602, 35Z, or relevant MOS. Resume or Baseball card required.

5.2.2 SIGINT role players: The Contractor will provide (4) individuals to act as the primary target set for intelligence collection. These individuals will be (4) SIGINT role-players present to execute the Master Scenario Event List (MSEL) from 3 Dec – 13 Dec 2020. The aforementioned role players must be capable of supporting the scenario as sources and must possess active Secret clearances. The SIGINT role players should have a minimum of 5 years of tactical military SIGINT experience or (3) years of USSOCOM exercise support experience and be familiar with MARSOC or other SOF SI operations. The role players must bring the required communications/electronics equipment and understanding of how to operate equipment. Primary targets will use Mode 0-3, with frequent use of public and private 802.11 protocol, conduct dedicated pattern of life based off of government provided script and data.

5.2.3 The Contractor will provide (3) individuals to act as the primary target set for intelligence collection. These individuals will be (3) HUMINT role-players present to execute the Master Scenario Event List (MSEL) from 3 Dec – 13 Dec 2020. The aforementioned role players must be capable of supporting the scenario as sources and must possess active Secret clearances. The aforementioned role players must capable of acting as two separate personalities on alternating days. The HUMINT role players should have a minimum of 5 years of tactical military HUMINT experience or (3) years of USSOCOM exercise support experience and be familiar with MARSOC or other SOF HUMINT operations. Resume or Baseball card required.

5.3 Deliverables: the following deliverables are required throughout the training exercise-

5.3.1 The Contractor shall provide all platforms required to conduct SIGINT/HUMINT-activity, to include:

5.3.1.1 (8) non-attributable Personal Communications Devices with necessary data/minutes cards. Exact determination of types to be assigned by scenario design.

5.3.1.2 (5) SIM Cards to support training objective requirements for audience. Exact determination will be assigned by scenario design.

5.3.1.3 (2) wifi (802.11) hotspot capable routers with associated data.

5.3.1.4 (2) tablet or laptops capable of internet access.

5.3.1.5 Multiple nodes so that the signals environment accurately replicates High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and wifi (802.11). This must support analog and digital technologies across a standalone IP capable communications system supporting up to 5 separate locations, as well as digital and analog radios, to create the required Signals Intelligence environment for scenario execution. Additionally, the Contractor shall provide all other required equipment and materials to support development and production of products for scenario execution.

5.4 Period of Performance:

5.4.1 SIGINT SME from 3-13 December 2020.

5.4.2 (4) SIGINT and HUMINT role players from 4-12 December 2020.

5.5 Contract Provided Equipment and Materials:

5.5.1 The Contractor shall provide all platforms required to conduct SIGINT-activity, to include: non-attributable handsets as well as digital and analog radios, to create the required Signals Intelligence environment for scenario execution. Additionally, the Contractor shall provide all other required equipment and materials to support development and production of products for scenario execution.

6. Logistic Training Requirements:

6.1 Personnel Requirements:

6.1.1 Provide (1) logistics SME from 3 -13 December 2020 who possesses an active secret clearance, or higher, who can act as a trainer/evaluator for the LST and assist in scenario scripting that can provide real world logistics training encompassing the functions of logistics support in a semi-permissive environment, the employment of military units, and leverage inter-and intra-theater injects. The LOG SME must have a strong knowledge background in providing logistics support to U.S. Special Operations Forces, coalition forces, and indigenous forces throughout politically sensitive access-denied environments. The LOG SME should also have background knowledge and a working understanding of contracting and the contracting process. The LOG SME shall have a minimum of 10 years of active duty military logistics experience supporting SOF. Resume required.

6.2 Deliverables:

6.2.1 The Contractor shall have the Log SME submit daily evaluation reports to the Government detailing the day’s activities.

6.2.2 The Contractor shall include the resume of the SME to the Government for approval with the RFQ.

6.3 Period of Performance:

6.3.1 Log SME from 3 – 13 December 2020 The Log SME must be present for the ECG ADVON meeting on 3 December 2020 to review the training scheme of maneuver and provide input.

6.4 Contractor Provided Equipment and Materials:

6.4.1 The Contractor shall provide (3) non-working, small generators (less than 10kW, greater than 2kW) of the same or similar type, model, series for use in an event where the LST is required to conduct repairs on civilian generators. The Contractor shall provide (3) non-working, small generators (less than 10kW) of the same type, model, series for this scenario. The scenario will require the LST to successfully repair at least (2) of the generators and demonstrate successful repair. The LST can utilize operational funds to purchase repair parts, as necessary.

7. Quality Assurance

7.1 Quality Control. The Contractor shall establish and maintain a plan to ensure the requirements of the contract are provided as specified. The plan shall give the Contractor an effective means of identifying and correcting potential and actual non-conformance or lack of performance across the entire scope of the SOW.

7.2 Safety and Security. The Contractor and its employees shall be responsible for ensuring all safety requirements are adhered to and shall not, at any time during the period of performance set forth in this SOW, place U.S. Government personnel and/or property in any danger.

7.3 The Contractor shall comply with all local Government published safety requirements and regulations.

7.4 The Contractor shall ensure the facilities and all training areas are maintained to provide a safe operating environment for U.S. Government personnel. This includes facility/house, which will be in accordance with local fire and structural code for safe occupation.

7.5 Government Surveillance

7.5.1 The Government will conduct surveillance of TRX II to ensure all requirements are being met. The below Performance Requirements Summary applies:

8. Security Requirements: Security will be in accordance with the DD254. Contractor individual(s) supporting activities on-site will be cleared at the Secret and TS/SCI level at the start of the contract.

8.1 MARSOC Security Requirements: Contractor and subcontractor employees must comply with installation rules and regulations. The contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions, and shall flow down to subcontracts a clause to satisfy this contractual obligation. 8.1.1 The Contractor is responsible for providing the information required for obtaining clearances, permits, passes, or security badges that are required for Contractor personnel or equipment access. This includes information required for police or background checks or investigations.

8.1.2 The Contractor is responsible for ensuring such clearances, permits, passes, or security badges are promptly returned to the issuing activity upon termination of an employee, completion of a project, or termination of a contract or subcontract.

8.1.3 All Contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost Marshall’s Office (PMO) of Camp Lejeune, Camp Pendleton, and MCB Quantico.

8.1.4 The Security Office of MARSOC has broad authority to remove or exclude any person from the military installation to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of MARSOC. In the exercise of this authority, the Commanding Officer may refuse to grant personal entry passes or may bar Contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barment of an employee does not relieve the Contractor of the responsibility to continue performance under this contract.

8.1.5 The Contractor must submit a visitor request on its employees working under this contract to MARSOC Security Officer via Joint Personnel Adjudication System (JPAS), or equivelant system, to SMO Code 209000943. If contactor doesn’t have JPAS, the request must be on official stationary, signed by the Facility Security Officer or Human Resource Office and contain the following visitor information: full name, date of birth, citizenship, dates of visit, purpose of visit, SSN, place of birth, access & type/date of clearance and sponsor’s name & phone number. The visit request can be faxed to (910) 440-1100.

8.1.6 The Contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract.

8.1.7 Contractor personnel performing work under this contract shall be readily identifiable as an employee of the Contractor through the use of uniforms with nametags. The contracting officer may approve alternate methods of ensuring Contractor personnel are readily identifiable.

8.1.8 Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.

8.1.9 The Immigration Reform and Control Act of 1986 (IRCA), Public Law 99-603 (8 U.S.C. 1324a) requires employers verify the eligibility of individuals for employment to preclude the unlawful hiring, or recruiting or referring for a fee, of aliens who are not authorized to work in the United States. By signing this proposal/contract or by beginning work under this contract, the Offeror/Contractor certifies it has and will comply with IRCA, to include that it has verified the identity and employment eligibility of any individual employed who is or may be employed by the offeror and works under this contract.

8.2 Application for Contractor/Contractor Business Passes: The procedures below are the requirements for Camp Lejeune/MARSOC. The Contractor will obtain a letter of support from the customer that their contract ultimately supports. The letter of support will identify the Company Name, Contract Number, period of performance of the Contract, location of performance, the driver’s license and expiration date of each of the Contractor’s employees, and the point of contact information for the customer that signed the request. The Contractor’s personnel will take the letter of support to request a business pass. Business Passes issued by Support Services Division’s Police Admin Services

8.3 Branch to Contract or Contractors are effective from the date of issuance, for a period of 60 days or the end of the contract whichever date occurs first. Denial or revocation of a business pass may be made if the applicant:

8.3.1 Is listed on the National Terrorist Watch List.

8.3.2 Is not a U.S. Citizen and is illegally present in the U.S. or whose U.S. citizenship, immigration status, or Social Security Number (SSN) cannot be verified.

8.3.3 Is subject to an outstanding criminal warrant.

8.3.4 Whose business pass application contains false or fraudulent information.

8.3.5 Has obtained a felony conviction within the last 10 years.

8.3.6 Has obtained a total of three criminal misdemeanor convictions within the last 10 years.

8.3.7 Who is a registered sex offender regardless of the date of the criminal offense.

8.3.8 Has obtained a criminal misdemeanor or felony conviction for the following types of criminal offenses:

8.3.8.1 Offenses of a sexual nature;

8.3.8.2 Offenses of violence;

8.3.8.3 Offenses related to gang related activity, supremacist, or extremist behavior; i.e., hate crimes;

8.3.8.4 Crimes resulting from the possession, use, manufacturer, introduction, or distribution of any illegal drug listed in the Comprehensive Drug Abuse Prevention & Control Act of 1970, Schedules I through IV;

8.3.9 Offenses in which weapon instrumentality (e.g., firearm, knife, or other bladed instrument, club, brass knuckles) was used either as a means of violence, or threat of violence

8.3.10 Whose military active duty was terminated by the receipt of a dishonorable discharge or bad conduct discharge.

8.3.11 Has been issued a debarment order and is currently banned from any military installation.

8.3.12 Who has exhibited characteristics, traits, or other indications that cause concern for the safety or welfare of personnel and/or residents aboard the base; or that causes concern for the physical security of the base.

8.3.13 Offenses in which weapon instrumentality (e.g., firearm, knife, or other bladed instrument, club, brass knuckles) was used either as a means.

9. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
