1.0. Purpose.

The purpose of this acquisition is for the Original Equipment Manufacturer (OEM) to provide a SME to assist the 18 CS with the installation, implementation, configuration and certification of Cisco DNA equipment and verification of DNA services for Kadena AB’s classified and unclassified Air Force networks. We also require that hands on training be provided to 18 CS technicians for how to install, utilize, operate, troubleshoot, conduct preventative maintenance inspections (PMIs) and configure the Cisco DNA equipment and services as well as provide Standard Operating Procedures (SOPs) to 18 CS personnel for reference.

1.1. Scope of Work.

The scope of work includes the installation of two Cisco DNA Center Appliance Gen 2

44 Cores and all necessary components, power, network cabling and for proper cable management and labeling in line with industry standards. The contractor shall install, all items listed on Appendix B and ensure that the equipment has been configured and implemented on both Kadena AB’s classified and unclassified Air Force networks and that all Cisco DNA services are working to the 18 CS’s specifications and satisfaction. All network equipment must have proper licensing, functionality, and be approved for use on both unclassified and classified Air Force networks. The contractor must also have at least a Secret/No Foreign level clearance to work on and install the system on the classified network. 18 CS also requires hands-on training and written (hard and/or soft copy) standard operating procedures (SOPs) on how to install, implement, configure, troubleshoot, and utilize Cisco DNA and its services that may be used by 18 CS personnel after the initial installation, implementation and training have been completed. All work on the Cisco DNA systems shall be completed by someone with appropriate clearance level and certifications to install and repair this specified equipment.

1.1.1. All installation and implementation must be completed with 18 CS personnel present for on-the-job training. Services must be performed by Cisco certified technicians. All equipment must be configured and operational on current unclassified and classified Air Force networks before the contractor is done.

1.1.2. The contractor shall provide a list of training criteria for installation, configuration, implementation and troubleshooting of Cisco DNA systems and certify that 18 CS personnel have received adequate training for all identified tasks.

1.1.3. The contractor shall perform all required power, ethernet and fiber optic cabling work as well as configure the devices to 18 CS’s requirements and specifications.

1.1.4. The contractor shall be responsible for loading and transporting all debris generated from the installation of Cisco DNA systems and associated work to and from KAB. The contractor shall dispose of it in any way they see fit in accordance with local laws and regulations.

1.1.5. The contractor should be qualified to install the Government Furnished Equipment (GFE) without voiding the manufacturer warranty.

1.1.6. The contractor shall provide one-year warranty for the labor provided. Warranty shall include 24/7 remote support. Should onsite support be required, the contractor shall provide a qualified technician within 72 hours of onsite support determination being required.

1.1.7. The contractor shall provide contact service information and warranty documentation (hard and/or soft copy).

1.1.8. The contractor shall do a full functionality test to ensure all installed equipment is properly functioning and meeting all requirements.

1.1.9 The contractor shall complete all requirements to begin work within 30 days after the contract has been awarded and complete all onsite work within 60 days after arrival.

1.2. CLEANING AND PROTECTION

1.2.1. Maintain Walk Through - The contractor must maintain common walk-through areas to allow proper evacuation of the building in the case of emergencies.

1.2.2. Remove Rubbish - The contractor must remove rubbish, wrapping paper, salvages, and scraps. The contractor must not leave waste material inside or outside of the facility overnight, or for a prolonged period of time, when work is not done. Remove and dispose of waste materials only at authorized off base locations, daily.

1.2.3. Final Cleaning - The contractor must remove packing material, boxes, broken items, spots, smears, and other foreign matter.

While every effort has been made to ensure the completeness of this list, the contractor shall meet all specified requirements in this SOW whether or not they are listed in this section. 3.0. SUMMARY REQUIREMENTS

The contractor shall install, configure and implement two Cisco DNA applications, Gen 2

– 44 core, on both the classified and unclassified Air Force networks and ensure both are properly working and performing all required tasks up to 18 CS’s standards. The contractor shall also provide in person, OJT to 18 CS personnel on how to install, configure implement and troubleshoot Cisco DNA systems. SOPs/reference materials on installation, configuration, implementation and troubleshooting of Cisco DNA systems shall be provided to 18 CS personnel with sufficient detail to ensure that they can perform any of these tasks on their own. The contractor shall perform Contractor Verification Testing of the system and subsystems, including Cybersecurity verification, stability testing, validate contractor supplements to commercial technical manuals, support all phases of Government acceptance testing, and provide site- specific training. The contractor shall also provide Interim Contractor Support (ICS) if ordered by the Government. The contractor shall configure the Cisco DNA devices to meet all specified standards and, in a manner, to ensure proper operation/interoperability with existing equipment.

3.1. Specific Requirements

3.1.1. DNA Equipment Install

The contractor shall install the equipment, to include all cabling and rack mounting of the equipment. The contractor shall ensure that the equipment is fully functional and meets the standards and requirements laid out by the 18 CS.

3.1.2. Government Furnished Property/Equipment (GFP/GFE)

The contractor shall utilize the specified rack, power and network connection sources provided by the 18 CS.

3.1.3. Training

The contractor shall provide OJT to designated 18 CS members as they install, configure and implement the devices. They shall also go over troubleshooting techniques and provide detailed SOPs and a POC to provide further assistance with any issues with the installed equipment, its configurations or further troubleshooting post-installation in accordance with the warranty.

4.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES

4.1. GFE See Appendix B

4.2. Utilities. The government shall provide water and electricity, when available.

4.3. Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which prelude the waste of utilities, which shall include:

4.4. Lights shall be used only in areas where and when work is being performed.

4.5. Water faucets or valves must be turned off after the required usage has been accomplished.

4.6. Government telephones shall not be used for personal reasons or for any toll or long- distance calls.

5. GENERAL INFORMATION.

5.1. HOURS OF OPERATION.

The contractor must perform the onsite services required under this contract during the following hours: 0730 - 1630, Monday through Friday, local time, except on U.S. holidays specified in section 5.2. of this SOW and PACAF Family days. A complete list of specific dates for all holidays and family days will be provided by 18 CS per the contractor’s request. No on-site work shall be scheduled or performed on holidays or family days unless previously approved or directed by the Contracting Officer and Project Manager. If the contractor desires to work on non-scheduled workdays, they must submit a written request to the POCs for approval. Work must begin within 30 days of the contract being awarded.

5.2. Holidays - The contractor is not required to provide service, except as noted on the following days:

If holiday falls on a Saturday, it shall be observed on the preceding Friday. If it falls on a Sunday it shall be observed on the following Monday.

5.3. SECURITY REQUIREMENTS - The contractor must be responsible for safeguarding all contractor-controlled government property at the close of each work period.

5.3.1. Pass and ID - The contractor must obtain and ensure employees have the necessary identification and gate passes in accordance with U.S. military installation regulations prior to the start of this contract. When reporting to the registration office, the authorized contractor individual(s) must provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

5.3.2. Safety and Fire - The contractor must comply with applicable government published safety requirements and regulations which shall be available upon request by the contractor.

5.3.3. Contractor shall abide with all 18th Wing security requirements which shall be available to the contractor for review.

5.3.4. Contractor must possess at least a Secret/No Foreign level security clearance.

5.3.5. The contractor shall require an escort in the controlled and classified areas at all times.

5.3.6. The contractor shall not be permitted to bring any electronic device that emits or receives any type of radio or electronic signal (Wi-Fi or Bluetooth enabled devices cell/smartphone, smartwatch etc.). If a device, such as a configuration laptop is required to complete work/training in a classified area, the device must have any Wi-Fi___33, Bluetooth or other electronic/radio signal removed and/or disabled. If the device has a camera, this must also be removed and/or disabled. Permission shall first need to be granted by the 18 CS Unit Security Manager (USM) before the device shall be approved. A written request, with the devices make/model and serial number must be submitted to site POCs in writing and approved by the USM before the device shall be approved for entry into classified areas.

6. CONTRACTOR PERSONNEL REQUIREMENTS.

6.1.1 Contract Manager - The contractor must provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s), who shall act for the contractor when the contract manager is absent, must be designated in writing to the contracting officer (CO) 5 working days prior to start of projects. The contract manager or alternate shall have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate shall be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.

6.1.2 Contractor Personnel - Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contains the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.

6.1.3 The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

6.1.4 Smoking – Smoking is not permitted in any government building or work area.

6.1.5 6.1.5 Employees – The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt of these personnel could adversely affect the contractor’s ability to perform.

Their absence at any time shall not constitute an excuse for nonperformance under this contract.

6.2 Duration of work performance – After the contract is awarded, the contractor should arrive onsite within 30 days to begin work. All work should be completed within 60-day period after the contractor has arrived onsite.

7. U.S. Government (USG) Representative A USG Representative will make a recommendation for the final acceptance of the work performed to the contracting officer. The contract shall not be considered fulfilled until the USG representative has assessed all work and determined that the contractor has fulfilled the contract obligations up to 18 CS’s standards/requirements.
