About this file
This combined synopsis/solicitation requests quotations for the non-competitive decommissioning and packing of a Bruker 400 MHz NMR system. The National Center for Advancing Translational Sciences intends to award a firm-fixed price purchase order to Bruker Biospin Corporation, as the sole source provider of the proprietary Bruker 400 system, to complete the work over a one month period of performance for $XX,XXX. Quotations must be submitted electronically by 3:00pm on January 30, 2024 to the National Institute on Drug Abuse contracting officer and reference solicitation number 75N95024Q00116. The work includes coordinating access, decommissioning the system over four days, and providing documentation of completion.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Bruker400 Decommission and Packing
Statement of Need and Purpose:
This request is for the decommissioning and packing of the Bruker400 NMR system. Bruker is the sole source provider of their proprietary 400 MHz Avance NEO NMR System equipped with a room temperature probe. A Bruker service engineer is required to decommission and pack these NMR components as they can ensure the appropriate standard operating procedure is taken for their proprietary Bruker400 system. As such, we require Bruker to perform the decommissioning and packing of the Bruker400 NMR system.
Background Information and Objective:
Medicinal chemists in the DPI use the NMR instruments daily to collect compound data, as well as conduct more advanced NMR experiments overnight. To meet the growing NMR needs for DPI medicinal chemistry programs, the Analytical Chemistry Core (ACC) is in the process of designing and renovating an NMR laboratory to improve the productivity and efficiency of the physical environment in which such research takes place. Part of this process includes the consolidation of all NMR systems into a single lab space. The ACC’s Bruker400 NMR system will need to be relocated as it currently operates in a separate location. This requires decommissioning and packing of the Bruker400 NMR system so that it can be temporarily stored during the renovation project.
Period of Performance:
The estimated Period of Performance (PoP) is March 01, 2024 – March 31, 2024.
SCOPE OF WORK
General Requirements:
Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:
The ACC’s Bruker400 NMR system will need to be relocated as it currently operates in a separate location. This requires decommissioning and packing of the Bruker400 NMR system so that it can be temporarily stored during the renovation project. This work must be performed by a Bruker field service engineer as they have the requisite training to ensure Bruker’s proprietary hardware is properly decommissioned and packed for temporary storage.
LEVEL OF EFFORT:
NCATS will coordinate with the contractor upon award being made and schedule the decommissioning of the units, the actual work will take four (4) days to complete.
GOVERNMENT RESPONSIBILITIES
NCATS will provide access to the facility, as well as access to the Bruker400 system.
REPORTING REQUIREMENTS
The field service engineer will provide documentation outlining the successful completion of the decommissioning and packing.
OTHER CONSIDERATIONS
Travel:
The government is not responsible for travel.
