STATEMENT OF WORK

FY22 O&M LVT AND EPOXY PROJECTS

1. SCOPE: Supply all material, equipment, and labor necessary to perform all operations in strict accordance with these specifications in this SOW. The contractor is responsible for all required measurements and drawings.

1.1 Hours of normal operations shall be from 0700 to 1630, Monday – Friday, to exclude all federal holidays. All other dates and/or times must be approved by the government. Clean up shall be done daily within these hours, e.g. pick up scraps, vacuum as needed, store and/or stack uninstalled carpet etc.

2. LOCATION: All work on this project is to be performed at Travis Air Force Base, CA.

3. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, sketches, drawings and contract. Use of Unified Facilities Guide Specifications (UFGS) 09 68 00: Air Force Carpet Standard will be used as reference when needed. General construction consists of the following items:

3.1.1. Bldg.226, LVT- Contractor shall be responsible for Asbestos removal, Asbestos hazardous handling/disposal, & Air Clearance sampling & reports. Contractor shall be responsible for removal of existing materials, i.e., linoleum, VCT, LVT, old floor glue, and old cove base. The contractor shall install approximately 500 SF of luxury vinyl tiles measuring 12” x 12”, equal or better. The tiles shall be of a non-slip material. Color to be selected upon award of the project. The contractor shall use adhesive, floor leveling compound, and underlayment as required. These tiles will have an additional 10% in replacement stock as specified on UFGS 09 68 00. The contractor shall furnish and install approximately 80 LF of 4” rubber cove base, colors to be selected upon award. The contractor shall furnish and install approximately 18 LF of transition strips, colors to be selected upon award. VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOSS COR Office showing that removed products were not placed in landfills. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407)

3.1.2. Bldg. 882, LVT- Contractor shall be responsible for removal of existing materials, i.e., linoleum, VCT, LVT, old floor glue, and old cove base. The contractor shall install approximately 770 SF of luxury vinyl tiles measuring 12” x 12”, equal or better. The tiles shall be of a non-slip material. Color to be selected upon award of the project. The contractor shall use adhesive, floor leveling compound, and underlayment as required. These tiles will have an additional 10% in replacement stock as specified on UFGS 09 68 00. The contractor shall furnish and install approximately 100 LF of 4” rubber cove base, colors to be selected upon award. The contractor shall furnish and install approximately 18 LF of transition strips, colors to be selected upon award. VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOSS COR Office showing that removed products were not placed in landfills. 3.1.3. Bldg. 724, LVT- Contractor shall be responsible for removal of existing materials, i.e., linoleum, VCT, LVT, old floor glue, and old cove base. The contractor shall install approximately 840 SF of luxury vinyl tiles measuring 12” x 12”, equal or better. The tiles shall be of a non-slip material. Color to be selected upon award of the project. The contractor shall use adhesive, floor leveling compound, and underlayment as required. These tiles will have an additional 10% in replacement stock as specified on UFGS 09 68 00. The contractor shall furnish and install approximately 160 LF of 4” rubber cove base, colors to be selected upon award. The contractor shall furnish and install approximately 18 LF of transition strips, colors to be selected upon award. VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOSS COR Office showing that removed products were not placed in landfills. 3.1.4. Bldg. 833 Epoxy floor- Contractor shall be responsible for installation of new Epoxy flooring system and cove base. The contractor shall install approximately 2650 SF of Resinous Epoxy Color Flake flooring, color to be selected upon award of the project. The contractor shall furnish and install approximately 220 LF of 4” rubber cove base, colors to be selected upon award. The contractor shall furnish and install approximately 12 LF of transition strips, colors to be selected upon award. The contractor shall be responsible for performing “moisture testing “on all identified flooring surfaces before install. All personal items will be removed by the customer before the project starts. The contractor shall be responsible in the removal and replacement of restroom partitions. The govt. will be responsible in the removal and replacement of toilet fixtures. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407).

3.1.5. All adhesives and caulking shall be environmentally safe products meeting all requirements of the Bay Area Air Quality Management District and all other local, state, and federal environmental agencies.

Flooring adhesives and caulking should be certified as Carpet and Rug Institute (CRI) “Green Label” or “Green Label Plus” per UFGS 09 68 00. All Material Safety Data Sheets (MSDS) need to be submitted to environmental for approval before installation. Contact Arvey Andrews of CE Environmental office at (707) 424-7514 for submittal. Contractor shall assure there is enough adhesive and caulking to perform the work within the given project time frame.

3.1.6. The contractor shall install flooring i.e. carpet, tile, rubber, resinous epoxy, cove base, adhesive and floor leveling compound as required in accordance with estimate and drawings. If color and style are not on quote they will be determined once awarded. The contractor shall be responsible for field verifying existing site conditions and measurements prior to bidding. The contractor shall provide all materials and labor to complete the job as intended.

3.2 Execution:

3.2.1. Surface Conditions: Flooring shall not be installed on surfaces that are unsuitable and will prevent proper installation. Surface will be clear of old adhesive/glue for proper carpet, tile, and rubber adhesion according to manufacture. Contractor shall provide all materials necessary to properly install flooring as recommended by the flooring or adhesive manufacturer. Floor shall be free of any foreign materials and swept clean. Some locations may require two or more phases to complete all of the removal/installation.

3.2.2. Installation: Contractor Qualifications: All work shall be performed by either manufacturer or CFI Certified Floorcovering Installers (International Certified Floorcovering Installers Association). Foremen on the jobsite must be “Certified C-II Minimum” as per UFGS 09 68 00.

3.3.2.1. LVT & Ceramic tiles: Tiles shall be installed according to manufacturer’s instructions.

Comply with ANSI A108/A118/A136 series of tile installation standards applicable to methods of installation and TCNA Installation Guidelines. Tiles shall be smooth, uniform, and secure, with a minimum of seams. Side seams shall be run where such layout does not increase the number of seams. Patterns shall be accurately matched. Cut outs, as at doorjambs, columns, and ducts shall be neatly cut and fitted securely. Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be made perpendicular to doors or at pivot points.

3.3.2.2. Resinous Epoxy Color Flake Flooring: shall be installed according to manufacturer’s instructions. Tiles shall be smooth, uniform, and secure, with a minimum of seams. Side seams shall be run where such layout does not increase the number of seams. Patterns shall be accurately matched. Cut outs, as at doorjambs, columns, and ducts shall be neatly cut and fitted securely. Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be made perpendicular to doors or at pivot points.

3.2.2.3. Seams: Seams shall be uniform, unnoticeable, and treated with a seam adhesive.

3.2.2.4. Molding and Transition Strips: Provide transition strips or protective edges where carpet meets other flooring material per UFGS 09 68 00. Installation shall be in accordance with the molding/transition manufacturer’s instructions and meets all safety issues and concerns.

3.2.2.5. Cove Base: Install wall base in accordance with manufacturer's printed installation instructions. Prepare and apply adhesives in accordance with manufacturer's printed directions. Tighten base joints and make even with adjacent resilient flooring. Fill voids along the top edge of base at masonry walls with caulk. Roll entire vertical surface of base with hand roller, and press toe of base with a straight piece of wood to ensure proper alignment. Avoid excess adhesive in corners.

3.3. Delivery of services:

3.3.1. Cleaning and Protection:

3.3.1.1. Cleaning: After installation of the flooring; debris, scraps, and other foreign matter shall be removed and disposed of by the contractor. Soiled spots and adhesive shall be removed from the face of the carpet with appropriate spot remover. Protruding face yarn shall be cut off and removed. Carpet shall be vacuumed clean with contractors own vacuum.

3.3.1.2. Protection: The installed carpet shall be protected from soiling and damage before and during installation.

4. UTILITIES: Reasonable quantities of water and electricity will be provided to the contractor without charge.

Needed temporary connections shall be installed, maintained, and removed at the contractor’s expense and the area put back in the same condition or better at the end of the project.

5. MATERIAL STORAGE AND CLEANUP: The contractor’s materials and equipment shall be neatly stored and protected at the end of each day. Storage facilities are to be provided by the contractor. Clean up and removal of all debris, spoil, and waste shall be accomplished at the end of each work day. When feasible all carpet and carpet installation waste should require a certification that the products were not deposited in a landfill. A copy of the certification should be provided to the Quality Assurance Representative, Mr. Warren Cabanlit. Carpet containing hazardous substances must be disposed of in accordance with hazardous waste regulations. Disposal of old materials and scraps shall be taken off-base during and/or at the end of the project at the contractor’s expense. Upon completion, the premises shall be left in a neat, clean, unobstructed condition, in perfect order and repair. Contractor storage area and trailer parking shall be coordinated with Maintenance Engineering.

6. WORKING CONDITIONS: The facility and adjacent area(s) will likely be occupied and utilized during the project phase(s). The contractor shall perform work in such a manner as to cause the minimum of interference to the facility and the surrounding area. The contractor shall be responsible for correcting any damage caused by or incidental to, this project. The occupants will remove computers, books and any small items out of the areas to be carpeted. The contractor shall notify Maintenance Engineering a minimum of five working days to move any equipment and to start the work project. If lifting system or moving of furniture is required for this project, where building occupants are actually working, the contractor shall work areas or an area that can be completed that day so there is minimal downtime for building occupants.

7. SHIPMENT OF MATERIALS: All materials are to be shipped and stored by the contractor until installation date and any related cost are to be included in the bid. Delivery and unloading of materials to be used is the contractor’s responsibility. All materials shall arrive in original unopened packaging with identification labels intact.

8. FLOORING TYPE SPECIFICATIONS:

8.1. Below are the tile (LVT) specifications, the color to be selected upon award. Contractor is to submit their specifications with their bid according to the standards below:

Product type Luxury Vinyl Tile (LVT) Construction 1/8” (3.2 mm) gauge thickness, patterned tiles will have pattern distributed through the entire thickness. Asbestos-free.

The material specifications shall meet the remaining standards enumerated in UFGS 09 68 00.

8.2. Below is the cove base material specifications. Contractor is to submit their specifications with their bid according to the standards below:

Product type 4 inch rubber cove base

Conform to ASTM F1861, Type TS (vulcanized thermoset rubber), Type TP (thermoplastic rubber), or Type TV (thermoplastic vinyl), Style A (straight - installed with carpet), and Style B (coved - installed with resilient flooring), and Style C (butt toe cove installed with 3 mm 1/8 inch thick flooring).

Construction Provide 100-150 mm, 4 inch high and a minimum 3.175 mm 1/8 inch thick wall base. Provide preformed or job formed corners in matching height, shape, and color, minimum 4” integral cove base. Prepare and clean substrate according to the manufacturers written instructions.

The material specifications shall meet the remaining standards enumerated in UFGS 09 68 00, Change 1 11/17.

8.3. Below are the epoxy specifications. Contractor is to submit their specifications with their bid according to the standards below:

Product type Flooring System shall be flake applied epoxy flooring system, smooth finish, and slip resistance shall exceed 0.6 for wet and dry conditions.

Construction Apply the system at a nominal thickness of 6.25 mm 1/4 inch paired with an aluminum oxide non-skid grit broadcast. Prepare and clean substrate according to resinous flooring manufacturers written instructions. Manufacturer’s representative shall be on site during application. The material specifications shall meet the remaining standards enumerated in UFGS 09 68 00, Change 1 11/17.

09. PERIOD OF PERFORMANCE: All work orders will be completed in sixty days (60) days after receipt of Notice to proceed (NTP).
