SUBJECT: Statement of Objectives for BEAST CAMSS Tent Replacement Covers

1.0 Mission Purpose: 319th TRS has 80 CAMSS tents at the BEAST site on the Chapman annex that house the trainees for their one week for training. These tents have been in place since 2008, wear and tear has occurred on the tents leading to a breakdown of the fabric. This coupled with the recent sever weather has damaged 74 of our 80 tents, with eight tents that are now unable to house trainees. The materials needed will be used to replace the fabric on those eight tents as well as have the fabric for 4 additional tents for emergency replacement when needed.

2.0 Background: The tents located on the BEAST site have needed replacement since late 2016, following an inspection performed by CEOHS in 2016 it was deemed necessary to start replacing tents in 2017. Four years later the tents have not been replaced and have deteriorated at a quick rate coupled with the severe weather over the last few months has resulted in 93% of tents damaged.

Over the last two years this has led to the 37 TRW Safety office reporting findings of unsafe workplace during the 319 TRS safety inspections. Also, the lack of billeting has put a strain on training due to the fact that the tents are unsafe to keep trainees in during weather events and lack of sleeping space with larger flight loads.

3.0 Period and Place of Performance: Tent material is needed by 15 July 2021 delivered to:

4.0 Requirement: Replace the fabric on eight total tents to include the covers, end panels, and solar flys for each tent and store fabric for two additional tents for emergency use due to the severe deterioration of other tents.

5.0 Tasks: There will be no tasks assigned, due to the supplier not offering installation. We will only be purchasing the fabric and installation will be done in house.

6.0 Operating Constraints: The existing tents on site are CAMSS 20EX40, they sit on top of concrete slabs that measure 20’x80’ (two tents per slab). Through market research it has been established that there are no other manufactures of this unique tent fabric that would fit the existing frame of our current infrastructure, as we will only be replacing the fabric of the tents not the entire structure.
