SOLE SOURCE JUSTIFICATION
Model-Based Systems Engineering (MBSE) training
PR 1300918404
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 00E has been tasked by the Office of Naval Operations Digital Warfare Office to develop the Government workforce and to enhance NUWCDIVNPT’s Code 00E’s ability to perform Model-Based Systems Engineering
(MBSE) tasks.
The Naval Sea Systems Command’s s Campaign Plan (3.0) has “Build on our digital engineering capability” as a focus area. To meet that demand the Naval Undersea Warfare Center Division
Newport, Code 00E, has been asked to develop the government workforce and to enhance our ability to perform model-based system engineering tasks.
The requirement is to provide an on-line training program with Massachusetts Institute of
Technology (MIT), titled “Architecture and System Engineering: Models and Methods to Manage
Complex Systems Certificate Program”. The program includes 4 courses, Quantitative Methods in
Systems Engineering, Model-Based Systems Engineering: Documentation and Analysis, Models in
Engineering and Architecture of Complex Systems. Participate in two sessions of the training program.
The requirements of the courses are as follows:
Understand complex systems, the analysis of complex systems, and model management.
Articulate the benefits and challenges of Model-Based Systems Engineering
Understand the basic principles of verifying and validating models
Frame systems architecture as a series of decisions, which can be actively sorted, managed, and optimized to suit your organization’s needs.
Develop a comprehensive knowledge of the key aspects of systems engineering.
Provide constructive criticism on the system architecture representations of others, including checking for completeness and consistency.
The period of performance is 9/1/2021-8/30/2023
The MSBE training courses were procured under contract N66604-19-P-1987.
SOLE SOURCE JUSTIFICATION:
MBSE training is a requirement of the Office of the Chief of Naval Operations Naval Air
Systems Command, Space and Naval Warfare Systems Command, and the Naval Sea Systems
Command have been using a MIT https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx4+3T2017/course/ https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx4+3T2017/course/ https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx3+3T2017/course/ https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx2+3T2017/course/ https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx2+3T2017/course/ https://mitxpro.mit.edu/courses/course-v1:MITxPRO+SysEngx1+3T2017/course/ v1.6_FEBRUARY2021
MBSE certificate program to advance the skills of the Navy’s technical workforce since 2017.
Currently MIT is the only vendor that supplies this training on the non-graduate level that is specific to the system engineering aspects of MBSE.
Having participants from across the Navy in the same class enables them to work together on group projects and assist each other in understanding the course material. Specifically, the efficiencies gained from common attendance of this MIT class are related to the following content areas:
a. Each of the four courses in the certificate program have group projects where the topic is selected by the group members. Working with navy personnel from other Navy activities allows the group projects to focus on topics of interest to our command.
b. The facilitated class discussions provide for interactions on naval issues with others from the navy community.
c. Helps establish relationships with other navy employees within our command and across the navy.
d. MBSE is performed in the Navy in support the Fleet’s Maritime Dominance objectives. In practice this means almost all MBSE work with be executed with teams across the navy and rarely just within NUWCDIVNPT. This training will get NUWCDIVNPT’s personnel used to working in distributed teams.
The efficiencies gained by the common coursework as well as common access by Navy personnel relative to the group discussions offer the following benefits:
a. This is an online course of study. Having other students taking the same course enables some face-to-face discussions to facilitate understanding the course material.
b. Students can draw upon the in excess of 200 navy students that have taken this course to help them meet their learning objectives as well as how the MBSE knowledge is being used in executing navy tasking.
If this training is not obtained then NUWCDIVNPT will fail to meet the NAVSEA requirements of training its employees in MBSE. In order to go with another school to provide the training, all of the
NUWCDIVNPT employees that need this training will be required to obtain a graduate degree to take the graduate level MBSE courses. This would cost between $500,000.00 and $1,000,000.00 in additional training to go with another school.
RESELLERS:
Based upon the above, MIT is the only known institution that can meet the Navy’s requirements of a common class that is inclusive of group discussions among Navy personnel across multiple commands.
