SOLE SOURCE JUSTIFICATION

Repair of Advanced Capability (ADCAP) Modules 1300986508 and 13001001116

DESCRIPTION OF REQUIREMENT:

Naval Undersea Warfare Center, Division Newport, Code 2514 has a requirement. This requirement fulfills NUWCDIVNPT’s and the Navy’s mission to supply the submarine fleet is with Advanced Capability (ADCAP) Modules as necessary due to failure or obsolescence. The

ADCAP is a launcher card used in the Universal Weapon Launcher (UWL) and is an essential circuit card component to the launcher in the Seawolf Class Submarine. This card will be needed for the next 30 years for the launchers to effectively operate and therefore needs to be upgraded to continue to support the Navy’s mission. Currently the ADCAP modules available in Code

2514’s lab are the test launchers, which are being used for testing but are now being utilized for fleet support, which means testing cannot continue efficiently. To continue to support the fleet and testing in the labs, we need to repair the failed modules as soon as possible. These modules will be used as spare parts for fleet needs and to refill the UWL launcher, which is currently missing Circuit Card Assemblies. The hardware being repaired is two ADCAP cards part number

103888-7.

SOLE SOURCE JUSTIFICATION:

The ADCAP cards can only be repaired by the manufacturer and only distributor Raytheon. If

Raytheon does not complete the repairs to the modules, the fleet would eventually run out and not be able to use the UWL. Procuring these items through a different manufacturer would require millions of dollars in engineering, Form, Fit, Function testing, and shock testing.

RESELLERS:

There were no additional vendors found who can meet the requirement. Raytheon is the only business who can complete this repair.
