VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247-23-AP-1031

1. Contracting Activity:

Requirment entered by Department of Veterans Affairs, VISN 07, Columbia, SC Dorn VA Medical Center. PR 544-23-2-5126-0014.

Contracting Office: NCO 7, Charlie Norwood VAMC, Augusta, GA 30904.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Dorn VAMC in Columbia, SC requires three (3) GEMS Carts for Pentad and Voluntary Service.

Total estimated procurement value is $125,041.77.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Brand Name Justification per service line on 1/17/2023: Currently, the Columbia VA Medical Center already has multiple Polaris EL XD GEMs vehicles in use around the facility. They have a collection of spare parts to ensure continuous operation and these new units would be compatible with these spare parts and saving the facility from having to order additional spare parts only compatible with a different model. This would eliminate any potential for duplication of costs.

The station mechanics are already knowledgeable and trained on how to work on these vehicles and how to properly repair and maintain them. If the station were to introduce a different model these mechanics would have to be trained on the proper maintenance and repairs with them at a great expense to the government.

4. Description of market research conducted and results or statement why it was not conducted:

There were 24 SDVOSB vendors returned from a VIP query, and a GSA search found an additional 5 SDVOSB vendors that can potentially fulfill this requirement. An email for interest was sent to all 29 SDVOSB vendors to determine potential for a set-aside. Three SDVOSBs responded with interest in supplying for this requirement.

It is also known that other Small Businesses can supply GEM vehicles as seen by a 2022 requirement (36C247-22-AP-1368) for similar GEM vehicles at the Dorn VAMC.
