Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242-22-AP-1985

1. Contracting Activity: Department of Veterans Affairs, VISN 02, VA WNY Healthcare System Buffalo

Medical Center. 2237: 528-22-3-4085-0140

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VAWNYHS Sleep Lab is requesting a Nihon Kohden PSG system with study tracking database with reporting capabilities, Somnoware and CPRS HL7 interface, video monitoring and built-in ETCO2.

The estimated cost is $246,099.80.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VAWNYHS Buffalo Medical Center has a need to procure new Nihon Kohden polysomnography (PSG). The current sleep laboratory system needs to be expanded to meet increased patient requirements. Nihon Kohden equipment is used exclusively in the sleep lab.

Due to compatibility issues and preventative maintenance, only Nihon Kohden equipment can be used in the lab.

Some features of the sleep lab system that set it apart from other systems include, discrete messaging of any parameter/value to the EMR, automatic arrhythmia detection during recording, onboard data storage built into amplifiers to allow the study to progress even during network interruptions. Additionally, the system works with TG-970, Nihon Kohden’s capnography which is direct-flow capnography allowing for precise end-tidal CO2 measurements in diagnostic and therapeutic studies. Integrated capnography will allow for more reliable diagnosis of the most difficult to treat patients and offer the accurate reporting capability other systems lack.

4. Description of market research conducted and results or statement why it was not conducted:

The recommendation for sole source is based upon the standardization of the specialized Nihon Kohden equipment used by the Sleep and Pulmonary teams in the Buffalo Sleep Lab.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
