Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:36C242-22-AP-2513

1. Contracting Activity: Department of Veterans Affairs, VISN 02, Syracuse VA Medical Center

Veterinary Medical Unit (VMU) Autoclave, Syracuse Research Lab.

2237: 528-22-3-7085-0103. The estimated value of the proposed action is $91,430.16

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Model 733LS-E Series steam sterilizer Veterinary Medical Unit. The equipment is necessary to maintain biosecurity of the program and provide an area for sterilization of cages after use in ABSL2 as well as sterilization of cages prior to housing immune-compromised and defined flora animals used in their research studies. The Getinge 733LS-E Series Vacuum/Gravity Steam Sterilizer Autoclave that disinfects and renders safe all cages, equipment, and waste in the conduct of Biosafety Level 3 and lower Biosafety-level animal research conducted at the Syracuse VA Medical Center. The item’s application is general-purpose gravity or vacuum steam sterilization and decontamination of laboratory, research, and animal care supplies.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)). Currently, the Syracuse VA Medical Center has standardized its laboratory sterilization equipment with Getinge brands and maintains a preventative maintenance and service contract with Getinge Group as a preferred supplier of equipment and services for cleaning, disinfecting and sterilization of materials.

4. Description of market research conducted and results or statement why it was not conducted: In accordance with FAR 6.302-5; the proposed acquisition strategy is consistent with legal precedence for sole sourcing research related property or services: 41 USC § 3304(b)(2).

41 USC § 3304(b)(2) provides:

“a follow-on contract for the continued development or production of a major system or highly specialized equipment, the property may be deemed to be available only from the original source and may be procured through procedures other than competitive procedures when it is likely that award to a source other than the original source would result in— https://www.acquisition.gov/?q=/browse/far/13

(A) substantial duplication of cost to the Federal Government that is not expected to be recovered through competition.
