About this file
This statement of work describes requirements for a multi-beam sonar depth sounder system to conduct river, lake and reservoir surveys for the Bureau of Reclamation's Yuma Area Office. The scope requires a portable, lightweight integrated sonar system with embedded inertial navigation and a boat-mounted lidar for shoreline data collection. Key specifications include a frequency range of 300-600kHz, a resolution of 0.5 degrees across and 0.9 degrees along, an adjustable swath width of 60 to 180 degrees, and a water depth range of 3 to 500 feet. The solicitation also requires four days of in-depth training and a one-year warranty on all items. Bidders must deliver the system within 45 days of award to the Yuma Area Office. The related federal contract opportunity is solicitation number 140R3023Q0091 for a multi-beam sonar depth sounder issued by the Department of the Interior Bureau of Reclamation.

STATEMENT OF WORK (SOW)
Multi-Beam Sonar Depth Sounder Bureau of Reclamation
Facilities Engineering Group-Surveys Yuma, AZ
1. DESCRIPTION
The Bureau of Reclamation, Lower Colorado Region, Yuma Area Office has a requirement to purchase a multi-beam sonar depth sounder to conduct river, lakes and reservoir surveys used to update area-capacity curves for reservoir operations.
2. SONAR SYSTEM DESIGN
A. The sonar system shall be a fully functioning integrated system capable of providing high resolution bathymetric data with the features listed below.
B. The contractor shall provide the following items:
1. An operationally functional multi-beam echo sounder system.
2. Portable, lightweight, low power draw integrated multi-beam sonar with embedded inertial navigation system.
3. Mounting bracket, fairings, and hardware required for installation on a variety of possible survey boats.
4. An integrated surface sound velocity probe.
5. Boat mounted lidar for terrestrial data collection (shoreline).
6. Ruggedized data acquisition system with the software and hardware features listed below.
C. This requirement must meet the specified salient characteristics of a Norbit Winghead i80s multi-beam sonar depth sounder system and associated equipment as listed below.
Items equal to the Norbit Winghead i80s multi-beam sonar depth sounder are also acceptable for award if conforming to the required characteristics.
1. Physical Interaction:
a. Minimal number of protective transport case(s) (TSA compliant). Cases must carry entire system to include wiring and hardware. Pelican case or approved equal.
b. Easily deployed by a single person. The sonar head unit, transmitter, and receiver shall be less than 25 pounds in the air.
2. Sonar Operating Temperature 25F to 100F (for in water) – 0F to 125F (for topside)
3. Sonar Storage Temperature 0F to 140F
4. Power supply:
a. 110-220VAC & 12-24VDC
b. Complete survey equipment shall be to operate with a small automotive battery.
c. All required power cords and/or interface units shall be included to properly power entire system, adequate for boat use (waterproof).
5. Topside (above waterline):
a. System shall be compact sealed and waterproof with IP67 rating to allow immersion up to 3 feet
b. Must be able to be easily handled with one hand
c. Lidar Module:
• Equipment must be compatible with rest of the system.
• System must be whole to include hardware, wiring, software, and a protective case for secured travel (TSA compatible).
• Lidar must be able to scan shorelines at the same time as multi-beam bathymetric survey is being performed. Both surveys must be easily interfaced/combined.
• Resolution shall be high enough to allow the creation of a virtual surface of the shoreline for volume calculation purposes.
• Equipment must be waterproof.
6. Broadband multi-beam sounder containing the following specifications and capabilities (in water):
a. Built in sound velocity sensor to reduce additional cables. If additional, sound velocity profiler is required to meet specifications within; then it shall be easily interfaced/compatible with entire system, portable, and a complete kit shall be included.
b. Multi band Frequency Modulated (FM) and continuous wave (CW) with minimal steps to switch between them.
c. Frequency range of 300-600kHz
d. Shall be able to scan structures; which allows increased concertation of detection points.
e. Minimum of 1,000 beams
f. Resolution of 0.5-degrees (across) x 0.9-degree (along) resolution at 400kHz and 0.3-degree (across) x 0.5-degree (along) resolution at 700kHz
g. Able to map a narrow channel from waterline to waterline in a single pass
h. Adjustable swath width coverage between 60 degrees to 180 degrees
i. Adjustable beam forming to select number of beams being required
j. Equipped with bottom detection for efficient data collection cleaning
k. Water depth range of 3ft to 500 ft
l. Sonar water depth resistance of 100 ft
m. Water range resolution shall be less than 10mm at 80kHz.
n. Ping rate 1-50Hz
