673d LRS IPE RFID Scope of Work

Background:

The 673d Logistics Readiness Squadron (673 LRS) is currently challenged to increase the efficiency of inventorying and rapidly issuing 400,000 Individual Protective Equipment (IPE) items to support military personnel. The current processes for inventorying and issuing IPE are cumbersome and not an efficient use of manpower in meeting current real world requirements. In fact, inventorying assets spread across a 170,000 square foot warehouse operation take days to accomplish and current methods for issuing IPE to deploying Airmen does not satisfactorily support rapid deployment of large scale forces.

673d Logistics Readiness Squadron (673 LRS), at Joint Base Elmendorf Richardson is seeking an alternative and innovative technology to assist in Asset Management. This innovative technology is a Radio-Frequency Identification Device (RFID) and Tracking System to track IPE “assets”.

This capability will afford 673 LRS to more effectively track each asset through multi-tiered locations and pinpoint more precisely the stock warehouse, asset count, shelf and/or row in which the asset is located.

System Requirements:

RFID tracking system required for the user to provide a tagging and tracking element to IPE assets with RFID label, barcode or QR (Quick Reference) code. The system should be a passive RFID system as not to interfere with other RF technologies deployed on the base. The information on the tag is part of the tracking system to assist in issuing assets, returning assets, inventory, visual inspections and other scheduled events. RFID labels will help to maintain maximum asset accuracy\serviceability and current asset locations.

Salient Characteristics:

� Be able to track approximately 400,000 items in the 673 LRS 170,000 square foot facility (see Attachment 2)

� Windows 10 based system compatibility- to be installed on AF provided computers � Scalable system to add additional facilities and equipment � Installation of the system to organizational closed network system(i.e. the customer is NOT connected to the AFNET or CLOUD based systems) � Software able to be installed on mobile devices (e.g. laptops and tablets) � Real time visibility and tractability to assets within a facility � Ability to track each asset by NSN, warehouse location, serial number, stock type, shelf life or any other prescribed attribute � Provide user ability to generate customized reports to a user or group of users on a preset schedule based on user-defined parameters (e.g. extensive filtering capabilities, provide specific data, sort information by date, time, location, category, personnel, department, or status for further breakdown and analysis of history)

� Ability to track the movement of assets and usage � Minimum of five stations to facilitate equipment marking, tracking, and checkout � Installation and training included

Assumptions:

� Five heavy duty mobile powered carts are available for use by contractor. Carts are 54” L x 26” W x 43” H and provide 2,000 watts continuous output power, surge power at 4,000 watts, and battery bank 2560 with charge time of 6 hours.

� At least five Air Force computers will be available for use of the system. Computers will run Windows 10 operating system. Computers will be connected to a stand-alone internal network.

� Any required facility systems and power requirements will be provided upon vendor’s request

� 673 LRS POC will coordinate work required to hosting network with the 673d Logistics Readiness Group, Logistics Information Systems Office and the 673d Communications Squadron’s Wing Cyber Security Office.

� Installation will consist of hardware and software set up. Training will be operator’s training, database management, and common troubleshooting.
