About this file

This document is a Requirements Document for a High-Power Current-Voltage and Capacitance-Voltage Curve Tracer solicited by the National Institute of Standards and Technology (NIST).

The requirements specify that the curve tracer must be capable of making both DC and pulsed current-voltage and capacitance-voltage measurements on a variety of high-power semiconductor devices. The system must meet several minimum technical requirements, including: at least 3 kV (DC and pulsed) with 100 mA current compliance, 50 A (pulsed) with 40 V compliance, multi-frequency capacitance meter up to 3 kV, 10 kHz pulsed current-voltage capabilities, and compatibility with high-power semiconductor device packaging. The Government reserves the right to perform tests to verify the system's performance, and acceptance is anticipated within 30 days after receipt. The contractor shall warrant the entire system per their standard commercial warranty, and payment will be made in full upon receipt and acceptance of the delivered system.

Requirements Document High-Power Current-Voltage and Capacitance-Voltage Curve Tracer

STATEMENT OF WORK

I. Background

The National Institute of Standards and Technology (NIST) requires a High-Power Current-Voltage and Capacitance-Voltage Curve Tracer. The apparatus must be capable of making both DC and pulsed current-voltage and capacitance-voltage measurements on a variety of high-power semiconductor devices including diodes, capacitors, and transistors of various designs. It will be used to aid in the characterization of a wide variety of samples with the goal of solving fundamental device/materials problems in the field of wide bandgap semiconductors. Results from this apparatus will contribute to the advancement of solid-state power electronics technologies beyond silicon.

The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype equipment will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. All specifications below must be verified at NIST before final acceptance.

II. High-Power Curve Tracer Requirements

The Contractor shall provide one (1) high-power curve tracer capable of meeting the following minimum salient characteristics.

1. Shall be capable of parametric curve tracing with (2), (3), or (4) terminal semiconductor devices.

2. Shall have at least one measurement unit capable of providing at least 3 kV (DC and pulsed) with a current compliance of at least 100 mA.

3. Shall have at least one measurement unit capable of providing 50 A (pulsed) with a compliance voltage of at least 40 V.

4. Shall have a multi-frequency capacitance meter capable of making capacitance-voltage measurements up to a minimum of 3 kV.

5. Shall have capability for pulsed current-voltage measurements at a frequency of at least 10 kHz.

6. Shall include an appropriate sample holder compatible with standard high-power semiconductor device packages that can be easily adapted for measurements on test structures with homemade packaging solutions.

7. The sample holder shall have a non-conductive barrier which prevents access to exposed conductors when they are energized, and a safety interlock which prevents the removal of this barrier when the underlying conductors are energized.

8. Shall include all necessary cabling and supporting equipment to interface with the sample holder.

9. Shall include software with pre-programmed schemes for common current-voltage and capacitance-voltage measurements made on high-power semiconductor devices. The software shall be customizable and pre-programmed schemes shall be editable.

10. Shall have compatibility with GPIB connection to computer or other equipment, or include suitable adapter

III. Inspection and Acceptance

The Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

1. The NIST TPOC shall perform tests to verify output power values.

2. NIST anticipates acceptance of the system 30 days after receipt of system.

The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the high-power curve tracer due to defects and/or nonconformance.

The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the high-power curve tracer.

The place of acceptance shall be:

100 Bureau Drive Building 220 Gaithersburg, MD 20899

Ownership (title) of the high-power curve tracer shall transfer to NIST upon acceptance.

Certification of Conformance In accordance with FAR 52.246-15 a Certification of Conformance shall be required and delivered with the high-power curve tracer. The Certification of Conformance shall verify that the high-power curve tracer conformed to the contract requirements prior to be shipped to NIST.

IV. Delivery

Delivery shall be FOB destination and shall occur within 60 business days. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 225; Room B342 Gaithersburg, MD 20899-1640 V. Warranty

The contractor shall warrant the entire system IAW the vendor’s standard commercial warranty. Warranty shall commence upon acceptance of the high-power curve tracer.

VI. Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of fully delivered system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been complete

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
