USSPACECOM Future Concept Generation Workshop 2025 Performance Work Statement
1.0 GENERAL
This Performance Work Statement (PWS) supports an initiative directly commissioned by the United States Space Command (USSPACECOM) Commander, to train and coach USSPACECOM leadership on how to fuse the process and rigor of nonfiction research and analysis with compelling communication techniques. This training conference will provide new and innovative techniques to elevate and align the USSPACECOM Strategic Vision and messaging.
The objective is to train USSPACECOM leadership in conducting comprehensive research on subjects related to our overarching corporate enterprise. This will be achieved through the expanded application of Fictional Intelligence (FICINT), a strategic tool for crafting narratives and storytelling to simplify and illustrate complex or abstract concepts.
2.0 SCOPE
The Contractor will be required to provide subject matter experts (SMEs) and professional-quality training on fictional intelligence communications techniques related to USSPACECOM’s Strategic Vision. The Contractor will provide professional-quality fictional intelligence narrative, concept development, iterative product feedback, and will conduct a one-day workshop with USSPACECOM leadership. As designated by the USSPACECOM Commander, to workshop is designed to enhance communication skills and themes, honing participants’ abilities to develop compelling narratives and engaging stories.
The workshop will include development of vignettes, scenarios, discussion points, and other academic means to educate USSPACECOM leadership on skills for strategic thinking and messaging. The four priority objectives of the Strategic Vision to be focused on are: Prepare and posture; Counter threats; Strengthen relationships; and Expand a warfighting advantage.
By the end of this session, participants should be equipped with practical skills and strategies to create engaging, compelling narratives for USSPACECOM mission efforts. They should be able to apply the art and science of storytelling to effectively communicate complex ideas, thus increasing the impact and reach of the Strategic Vision. Agenda and products for the workshop will be sent to the USSPACECOM Commanders Action Group (CAG) NLT five (5) business days before execution for review.
3.0 CHARACTERISTICS
1) The facilitator must be able to support the 4-star General or C-level executive leadership level.
2) The facilitator must be a Secret Security Clearance holder for Classified information.

3) The contractor must have expertise in Space, Cyberspace, or Electromagnetic Warfare.
4) Training must focus on imagination building for national security and space.
5) Training must include lectures, fireside chat style conversations with leader and experts on strategy and communication, and interactive exercises.
6) Training must be focused on strategic messaging instead of managerial messaging.
4.0 SPECIFIC REQUIREMENTS – WORKSHOP PLANNING
4.1 Planning Meetings
Dates: 29 May 2025 Period of Performance: 1day Type: Service - Pre-conference planning and coordination meetings Audience: Contractor and USSPACECOM CAG Place of Performance: Virtual Estimated Attendance: Less than 10 people Travel Days: N/A, will conduct via phone / teleconference Specific Requirements: The Contractor shall provide tailored draft scenarios to be incorporated into the Future Concept Generation Workshop. The Contractor shall prepare and present the draft scenarios, agenda, Contractor attendee list, read-aheads, and any associated materials, as well as security and communications requirements to the USSPACECOM CAG NLT five (5) business days prior to the scheduled workshop (05 June 2025).
Note: The Contractor shall be prepared to engage in additional planning meetings via video teleconference as deemed necessary by the Government to conduct coordination meetings.
4.2 Draft Approval / Feedback
4.2.1. The Government may make changes, add comments, and give the draft concept back to the Contractor for rectification. The Government shall provide feedback to the Contractor no later than 02 June 2025, three (3) business days prior to the event.
5.0 SPECIFIC REQUIREMENTS – WORKSHOP TRAINING EVENT
5.1 Leadership Workshop - Training Event (Workshop + Travel Buyout) Dates: Travel/ Event date: 05 June 2025 Time: Workshop Full-day (8hrs).
Type: Service - One-day Future Concept Generation Workshop Audience: USSPACECOM leadership - Top 4, Joint Directors select special staff Place of Performance: 1110 Bayfield Dr. Colorado Springs CO, GEO/LEO Conference Room Estimated Attendance: No more than 30 people Travel Days: No travel authorized for USSPACECOM attendees (all are local). Contractor travel – TBD. All pricing shall be inclusive of travel and accommodations IAW Joint Travel Regulation guidelines.

6.0 SECURITY
6.1 Facilitators assigned will have a Top Secret/SCI clearance. Should the location change to an on-base facility, Contractor and all associated subcontractor employees shall provide all information required for background checks to meet facility access requirements to be accomplished by the Facility Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
