PERFORMANCE WORK STATEMENT (PWS)

FOR

PARTS WASHERS AND ENVIRONMENTAL WASTE COLLECTION SERVICES

Fairchild AFB

1.0 DESCRIPTION OF SERVICE. The contractor shall properly dispose of all hazardous and regulated waste from both solvent and aqueous part washers, paint gun cleaners, inspect equipment to ensure containers are not leaking, and notify the government POC of any issues identified with equipment that may require repair or replacement or that could cause leaks, damage, impaired functionality, or accelerated wear and tear. Specific parts washers shall also be supplied by the contractor, as required within the PWS. The contactor shall sample waste to determine hazardous waste designation, as required within the PWS, and replace solvent or add aqueous solution. The contractor shall also collect and properly dispose of glycol products, spent de-icing fluid, used oil, contaminated fuel, and contaminated wastewater. The contractor shall be responsible for properly labeling and manifesting waste designated as Resource Conservation Recovery Act (RCRA) hazardous waste. The contractor shall transport and dispose of hazardous waste at a state permitted Treatment Storage Disposal Facility (TSDF). Work shall comply with all federal, state, and local requirements and this Performance Work Statement (PWS).

1.1. SCOPE OF WORK

1.1.1. Inspection. Waste containing section of parts washers, paint gun cleaners, cabinets, and jet washers will be inspected at time of clean-out for overall condition. The contractor will inform the Government POC of any concerns that may require repair or replacement or that could cause leaks, damage, impaired functionality, or accelerated wear and tear.

1.1.2. Parts Washers. Parts washers will be supplied and serviced quarterly, or semi-annually, as denoted in Appendix A. The time between services shall be evenly spread and the servicing schedule must be approved by the Government POC prior to performance. Waste solvent will be transferred into the appropriate Department of Transportation (DOT) approved containers, provided by the contractor, for removal and proper disposal. Aqueous parts washer change-out shall include cleaning the holding tank of sludge. Waste water and sludge will be transferred into the appropriate DOT approved containers provided by the contractor for removal and proper disposal.

1.1.3. Paint Gun Cleaning Units. Parts washers will be supplied and serviced quarterly, or semi-annually, as denoted in Appendix A. Solvent holding containers will be changed out or topped off with solvent meeting the equipment manufacturer’s requirements. Waste solvent will be transferred into the appropriate DOT approved containers provided by the contractor for removal and proper disposal.

1.1.4. Contaminated Wastewater. Water contaminated with oil, gasoline, aviation fuel, glycol products, and wastewater exceeding local sanitary sewer discharge limits will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule.

If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. The contractor shall have the capabilities to transport both containers (e.g. drums) and bulk fluid (e.g. vacuum truck); bulk fluid is the most common.

1.1.5. Contaminated/Used Oil. Oil will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. See Appendix C for Typical Service Sites and Capacities. The contractor shall have the capabilities to transport both containers (e.g. drums) and bulk fluid (e.g. vacuum truck); bulk fluid is the most common.

1.1.6. Contaminated Fuel. Fuel products, including gasoline, diesel, and aviation fuel, will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. See Appendix C for Typical

Service Sites and Capacities. The contractor shall have the capabilities to transport both containers (e.g.

drums) and bulk fluid (e.g. vacuum truck); bulk fluid is the most common.

1.1.7. De-icing Fluid. Spent de-icing fluid will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. This service will be provided up to four times per year. See Appendix C for Typical Service Sites and Capacities.

1.1.8. Glycol Products. Glycol products (propylene, ethylene, spent/contaminated, etc.) will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. See Appendix C for Typical Service Sites and Capacities. The contractor shall have the capabilities to transport both containers (e.g.

1.1.9 Leased Parts Washers & Paint Gun Cleaners. Parts washers and paint gun cleaners supplied by the vendor, IAW Appendix A, shall be maintained by the contractor. All general maintenance to ensure the equipment is 100% operational shall be the responsibility of the vendor as part of the lease. This includes all replacement parts and labor required to maintain the leased equipment.

1.1.10 Reimbursable Parts and Labor. The contractor shall be responsible for replacement parts and labor costs up to, but not exceeding $500.00 per occurrence for all government owned equipment. Parts reimbursement will be on a cost + no more than 10% markup. The government POC shall approve all repairs between $500.00 and $2,500.00. Repair costs exceeding $2,500 must be approved by the CO prior to work being accomplished.

2.1 DOCUMENTATION

2.1.1. Hazardous Waste. The contractor will properly label RCRA hazardous waste shipping containers and generate a Uniform Hazardous Waste Manifest. Generator signature for the manifests will be coordinated with the Government POC. No hazardous waste shall be transported off the base without proper manifest. See Section 4.1.4.

2.1.2. Non-Hazardous Waste. The contractor will provide receipts to the Government POC for all waste collected. The receipt will at a minimum include what the waste is, the quantity of waste, and the location the waste was collected from.

2.1.3. Reports. Contractor shall provide quarterly and annual reports of cumulative quantities collected during the contract period. Reports will include at a minimum, the location of work, date of work, type of waste collected, and quantity of waste collected. Reports must be submitted within two (2) weeks of the end of each respective period.

3.1 SPILLS

3.1.1 Spill Prevention. The contractor is solely responsible for the costs associated with any spill clean-up occurring from services provided. At a minimum, the contractor’s vehicle shall have a spill kit capable of adequately containing spills of 55 gallons or more.

3.1.2. Spill Reporting. The contractor shall immediately notify the Fairchild AFB Fire Department at 911 and the Government POC and be prepared to provide the following information: (1) the time and location of the spill, (2) the substance spilled and quantity, (3) the rate of flow and direction it is traveling, (4) the actions taken to contain the material, and (5) the cause of the spill, if known.

4.1. GOVERNMENT FURNISHED SERVICES

4.1.1. Base Access. The government will provide the contractor access to base facilities as required.

4.1.2. Controlled Area Access. The contractor shall coordinate with the Government POC for access to facilities in controlled areas at least two days prior to service. Controlled Area monitors will ensure contractors are always under direct supervision and never allowed into areas not required by the contract.

Additionally, controlled areas will be properly OPSEC prepared and or sanitized prior to the contractor entering the area. Additionally, contractors are not to be allowed onto or to use Department of Defense (DoD) computers or computer networks.

4.1.3. Airfield Driving/Access. The contractor shall have two (2) primary drivers obtain an AF IMT 483, Certificate of Competency, to operate a vehicle on the airfield unescorted. The Airfield Driving Training program will be provided by the Government and an estimated time commitment of 24 hours is required to complete it. This program can include self-paced study, written exam(s) (which must be passed with a score of 100% correct answers), and practical exam(s), but can vary based on current requirements.

4.1.4. Document Signature. Uniform Hazardous Waste Manifest shall be signed by personnel delegated that authority by the 92 ARW/CC (delegation letter is maintained by the Environmental Element, 92 CES/CEIE). Coordinate with the Government POC for signature on documents, advanced notice of three

(3) business days is required.

5.1 GENERAL INFORMATION

5.1.1. Government POC. The government point of contact (POC) will be a delegated POC in the Environmental Element, 92 CES/CEIE.

5.1.2. Quality Control. Contractor shall develop and utilize a Quality Control Plan (QCP) to provide delivery of quality services that comply with applicable laws, regulations, and contract requirements. The Government will review the QCP as an informational submittal prior to the start of services. The Government POC may require the contractor to revise the QCP and/or submit records demonstrating compliance with QCP processes when recurring or serious deficiencies have occurred, or when the Government estimates that a lack of QC could result in regulatory violations.

5.1.3. Emergency Service Calls. In the event of an emergency service call, the contractor shall provide service within 24 hours after notification. Determination of emergency service calls will be made by the Government POC.

5.1.4. Hours of Operation. Normal hours of operation for active duty and civilians are Monday through Friday, 0700-1500 excluding federal holidays and AMC family days. Normal hours of operation for reserve, guard, and select active duty units are Tuesday through Friday, 0700-1500 excluding federal holidays and AMC family days. If a federal holiday falls on a Monday these units typically have the previous Friday as their scheduled holiday. See Appendix D for a listing of “Tuesday through Friday” units covered by this PWS. The following federal holidays and AMC family days are observed:

5.1.5. Continuation of Mission Essential Functions: IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.

Service calls for the same product could also happen multiple times in any given week due to the nature of the work being performed by individual sites. Service calls may be needed at additional locations not listed or additional services may be needed at the listed locations.

** Buildings on the Airfield, as indicated with a “Yes”, require that the contractor obtain an Airfield Driving Permit from Base Operations and be escorted by a qualified Government POC. Accessing the Airfield adds an estimated 30 minutes to an individual service call. Accessing more Airfield locations on any individual service call can add even more time due to use of various access points (vehicle gates) which may require leaving and re-accessing the Airfield multiple times.
