PERFORMANCE WORK STATEMENT
PROTESTANT MUSICAL
ACCOMPANIST FAIRCHILD
AIR FORCE BASE CHAPEL
12 June 2020
1. SCOPE OF WORK
1.1. General: The Protestant Musical Accompanist will provide keyboard accompaniment for the 1045 Protestant worship service, Holy Day services, funerals, and all Protestant praise team rehearsals.
1.2. Equal Opportunity Exemption
1.2.1 IAW FAR 22.807(b) (7), this contract is exempt through contract or subcontract. Contracts with religious entities. Pursuant to E.O. 13279, Section 202 of E.O. 11246, shall not apply to a Government contractor or subcontractor that is a religious corporation, association, educational institution, or society, with respect to the employment of individuals of a particular religion to perform work connected with the carrying on by such corporation, association, educational institution, or society of its activities.
Such contractors and subcontractors are not exempted or excused from complying with the other requirements contained in the order.
1.3. Environment: The Fairchild AFB Chaplain Corps Mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the US Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.
2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE
REQUIREMENTS 2.1.General: The Protestant Musical Accompanist must be able to provide musical accompaniment throughout a broad range of musical genres, creating a worshipful environment for contemporary, traditional, and liturgical worship. The Protestant Musical Accompanist must possess the ability to play for congregational and ensemble singing and improvise while playing keyboards or accompanying a soloist or ensemble. The Protestant Musical Accompanist will also understand the military chaplaincy and will train and supervise volunteers to work with chaplains and worship leaders of various faith groups as necessary.
2.2. Experience: The Protestant Musical Accompanist will possess at least three years of experience as a worship musician.
2.3. Demonstrated ability of experience will be required.
2.4. The Protestant Musical Accompanist will consult and coordinate with the Wing Chaplain or designee and provides support to the Protestant Worship Leader.

2.5. Protestant Musical Accompanist must be able to clearly communicate in English and conduct administrative requirements with verbal and written clarity.
2.6. Protestant Musical Accompanist must maintain healthy, functional interpersonal relationships with staff and parishioners in a pluralistic environment.
2.7. The Protestant Musical Accompanist must maintain professional standards of conduct and public decorum, including but not limited to dress and grooming.
2.8. Background Check: The Protestant Musical Accompanist must be able to pass a security background investigation in accordance with Public Law 101647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Services Positions) and/or provide documentation of current background investigation
3. PROTESTANT MUSICAL ACCOMPANIST RESPONSIBILITIES
3.1. The contractor will provide piano or organ accompaniment for all rehearsals at the Fairchild AFB Chapel in support of the Protestant worship service as established by the Protestant chaplain assigned to the Protestant congregation or designee.
3.1.2. Rehearsals will average one hour to one-and-a-half hours in length.
3.1.3. The Protestant chaplain assigned to the Protestant
congregation or designee and Protestant Worship Leader will determine the time, location, and quantity of rehearsals and performances for the Protestant congregation.
3.1.4. Additional rehearsals beyond the weekly rehearsal must be coordinated and approved in advance by the Protestant chaplain assigned to the Protestant congregation POC.
3.2. The Protestant Musical Accompanist will provide piano or organ accompaniment at the Fairchild AFB Chapel for the Protestant worship service and Holy Day observations as established by the Protestant chaplain assigned to the Protestant worship service.
3.2.2. Worship services will last at least one hour.
3.2.3. The contractor will coordinate music requirements with the Protestant Praise Team and Worship Leader, and the Protestant chaplain responsible for the worship service or special event.
3.3. The Protestant Musical Accompanist must be willing to work flexible hours due to possible variances of rehearsals, worship services or special service/activity times.
3.4. The Protestant Musical Accompanist will be responsible for setting up and securing instruments and the immediate area involved with any rehearsal or performance.
3.5. The Protestant Musical Accompanist will recruit additional musicians as necessary to enhance the worship experience for both congregations.

3.6. The Protestant Musical Accompanist is accountable for
security and cleanliness of all facilities utilized in conjunction with his or her program.
3.7. Ensure that a minimum of two adults are present when
children age 18 and under are participating in any religious education program and that line-of- sight supervision of all adults is maintained at all times. Ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5 and 92 Air Refueling Wing Chapel Operating Instructions regarding background checks.
3.8. Recruit, train and oversee all musical accompanists.
3.9. Meet regularly with the government Point of Contact (POC), or designee to discuss & review the status of the Protestant Music Program and exchange feedback during the contract period.
3.10. Adhere to all Chapel Operation Instructions and Air Force policies.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES:
4.1. The government will furnish all utilities in the areas of performance. These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.
4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.
4.3.1. Equipment/Office Furniture. The Protestant Musical
Accompanist will be provided space and equipment for performing services required by the contract.
4.3.2. Forms. The Chapel will provide required Government
forms, either hard copy or computer-generated used in the performance of duties.
4.3.3. Supplies. The Chapel will provide supplies commonly
used in the facility for administrative tasks.
4.3.4. Computer Equipment. The Chapel will provide
computer equipment, software and peripherals as required.
5.SECURITY REQUIREMENTS:
5.1. Security Training. The contractor shall ensure that all issued US
Government keys are not lost, misplaced, or used by unauthorized persons. No keys issued to the contractor shall be duplicated. The contractor shall immediately report any occurrences of lost or duplicated keys to the NCOIC, Chapel Operations. The contractor will ensure that all facilities are properly secured upon departure following an event.

5.2. The Protestant Musical Accompanist shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoDM 5200.01, Vol 1-3, DoD Information Security Program, and AFI 16-1404, Information Security Program Management.
5.3. For Official Use Only (FOUO): The Protestant Musical Accompanist shall comply with DoD 5400.7-R, Freedom of information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the Protestant Musical Accompanist or volunteers shall not be retained by the Protestant Musical Accompanist and will be surrendered immediately to an appropriate Government authority.
5.4. Reporting Requirements. The Protestant Musical Accompanist shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, Catholic Religious Education Coordinator personnel, resources, and classified or unclassified defense information.
5.5. Physical Security. The Protestant Musical Accompanist shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and materials will be secured.
6. QUALITY ASSURANCE:
6.1. The Protestant Musical Accompanist will submit pay invoices to the Contracting Officer or designee on a monthly basis.
6.2. The Chapel POC will monitor and inspect the contractor's performance. The Protestant Musical Accompanist will be notified in writing of all noncompliance. The Protestant Musical Accompanist will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.
6.3. The position will be paid based on a maximum of 14 hours (units) per month. Each hour will constitute one unit of pay, 168 units maximum annually.
7. GENERAL INFORMATION
7.1. Absences: The Protestant Musical Accompanist will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing Chaplain or designee. The Protestant Musical Accompanist is required to submit the name(s) and qualifications of proposed substitute of the Protestant Musical Accompanist to the Wing Chaplain or designee for approval at least
14 days prior to the proposed absence. Alternate or substitute Protestant Musical Accompanists must meet the requirements for the position as outlined in the Performance Work Statement (PWS). The Protestant Musical Accompanist is responsible for payment of a substitute.

7.3.1. Scheduled absences will be identified in writing at least 14 days in advance and mutually agreed upon by the Protestant Musical Accompanist and the Wing Chaplain or designee. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.
7.3.2. Scheduled absences that are to last 14 days or more require the contractor to arrange qualified replacements to perform the contractor's duties while the Protestant Musical Accompanist is absent. The replacement must meet the requirements for the position as outlined in the Performance Work Statement
(PWS).
7.3.3. Unexpected, short-term absences, less than 14 days, will not require notification in writing. Coordination with the Protestant worship service chaplain, Protestant praise team leader or designee is required. The contractor will provide a replacement for the duration of the absence as needed. The Government will only pay for scheduled hours worked.
7.4 Criminal Background Check Requirement.
7.4.1. The government will conduct criminal background checks on individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child Care Services. Background shocks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of investigation (FBI) and state criminal history repositories.
7.4.2. With the consent of the Wing Chaplain or designee, the contractor may provide contract services prior to the completion of background checks. However, when children are in the care of the contractor, the contractor shall be within sight and continuous supervision of a staff person, whose background check has been completed, a chaperone, or parent/guardian IAW DODI 1402.5.
7.4.3. The Protestant Musial Accompanist shall have the right to obtain a copy of any background check pertaining to him or her and to challenge the accuracy and completeness of the information contained in the report.
7. 4.4. The prospective Protestant Musical Accompanist who has previously received a background cheek shall provide to the Chapel proof of the check or obtain a new one.
7.5 Access to Base Network: access to the base network is not required for this contract.
8. CONTINUATION OF ESSENTIAL DODO CONTRACTOR
SERVICES DURING CRISIS
8.1. IAW DoDI 3020.42 (Continuation of Essential DOD Contractor Services during a Crisis), and applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that Protestant Musical Accompanist services are not essential for performance during a crisis. Coordination with the Wing Chaplain will be required during declared times of crisis in order to maintain a continuity of
RFQ#FA462020QA329, Attachment#1, Page 6 of 6 ministry presence for Air Force members and families. Contract modifications may be needed in order to continue fulfilment of the contract.
