CUSTODIAL SERVICES
Defense Logistics Agency (DLA)
Energy Okinawa

STATEMENT OF WORK
1. DESCRIPTION OF SERVICES. Unless or otherwise specified in paragraph 3, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform custodial services to administrative and industrial facilities at Defense Logistics Agency Energy Okinawa located at Chibana Compound, in vicinity of Kadena Air Force Base Gate 3. The contractor shall perform custodial services in accordance with Appendix A, Service item/frequency, to maintain good sanitation and a comfortable environment in all facilities. After cleaning services, the performance result shall be in a manner that will present a satisfactory facility condition and a clean, neat and professional appearance.
Cleaning means the removal of all foreign or unwanted substances and/or matters from the item/area being serviced. The contractor shall perform the cleaning tasks that best fit for the type of flooring on each facility. The contractor shall perform all required cleaning tasks identified in Appendix A to meet the requirements of this contract. Type of floors and area sizes are specified on the drawings in Appendix B. The contractor shall move or tilt necessary items to include, but is not limited to chairs, trash receptacles and any easily movable items to gain access and clean the floor surface underneath and return to its proper location upon completion of each task. Stairways shall be considered in all floor related cleaning services. The contractor shall be responsible for coordinating with facility manager prior to the start of cleaning services that requires personnel to vacate a facility. The contractor shall not perform tasks other than the tasks listed below. Should increased requirement of a task be required to achieve the cleanliness, sanitation and comfort of the environment, a service requirement change shall be requested. Tasks performed other than listed below shall be at no additional cost to the government. The contractor shall perform the following cleaning services:
1.1. BASIC CLEANING SERVICES.
1.1.1 Non-Carpeted Floors (Hard Floors: Vinyl Tile, Ceramic Tile, Concrete, etc...) Hard floors shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean, etc.) and with cleaning solutions if applicable, for the specific floor type. After cleaning, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Baseboards, corners, and wall/floor edges shall also be clean. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.
1.1.2 Carpeted Floors. Carpets shall be maintained free of soil, dirt, debris, litter and other foreign matter by effective routine vacuuming. The contractor shall use efficient vacuum cleaners that shall offer high airflow, high efficiency filtration, and an adjustable rotating brush agitation for more effective soil removal. Any spots and/or spills shall be removed by the carpet manufacturer’s approved methods or other commercially accepted practices as soon as noticed.
All tears, burns, and raveling shall be brought to the attention of the facility manager. Area and throw rugs shall also receive this service. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.
1.1.3. Trash Removal. All trash containers located inside and outside the facility including offices, restrooms, bathroom, locker rooms and laundry rooms shall be emptied and returned to their initial location. Any obviously dirty, soiled or torn plastic trash receptacle liners shall be replaced. Trash shall be deposited at the trash collection facility, Bldg# 53164. Trash receptacles shall be left clean, free of foreign matter, and free of odors. The contractor shall also remove contents from a container marked “recyclable items” such as cans, plastics, and papers. The contractor shall empty and clean a public urn located at the designated smoking area.
1.1.4. Low Dusting. The contractor shall perform low dusting to remove the accumulation of dust, lint, debris, and soil from all horizontal and vertical surfaces to include, but is not limited to baseboards, top and side of file cabinets, bookcases, desk lamps, mirror/glass and fire extinguishers that are within the height of 6 feet from the floor surface, with the exception of walls, tables, desks and chairs. Measurement will be based on the 10% of the total floor area of the room or facility that requires this type of service. Unless or otherwise specified by the Contracting Officer Representative (COR), restrooms shall not be included in this type of service.
1.1.5. Wiping and Disinfecting. The contractor shall wipe and disinfecting handrails, door knobs, tables, frame of the chairs with using disinfectant cleaner/solution in conference room, break room and public area.
1.1.6. Spot Clean All Types of Floors. The contractor shall spot clean all types of floors that are stained. Spot cleaning includes, but is not limited to the removing of smudges, marks, streaks, stains on all type of floor surfaces. Spot cleaning on carpet and rugs shall be accomplished with vacuuming and shampoo services. Spots shall be removed upon discovery, disclosure or as notified by the building manager. After spot cleaning, affected surfaces shall have a clean, uniform appearance free of streaks, spots and other evidence of soiled surfaces.
Measurement will be based on the 10% of the total floor area of the room or facility that requires this type of service. Unless or otherwise specified by the COR, restrooms shall not be included in this type of service.
1.1.7. Sweep Exterior Floor/Pavement. The contractor shall sweep exterior floor/pavement surfaces as indicated on the floor plans for each facility including entrances and sidewalks to remove and accumulate for pick-up all visible foreign objects such as sand, gravel, soil deposit, cigarette butts, leaves, paper and unwanted debris. Accumulated debris and dirt shall be removed and disposed to the nearest trash collection bin or container outside the facility.
The contractor shall not sweep to divert trash, litter and debris to adjacent grass or unpaved grounds.
1.1.8. Recycle Item Removal. All recycle items in the recycle containers in each office shall be removed and deposited in a clear plastic bags then disposed at the trash collection area at Bldg# 53164
1.2. BASIC CLEANING RESTROOM/LAUNDRY AND LOCKER ROOM SERVICES. Restroom, laundry, and locker room cleaning services includes but is not limited to dusting, sweeping and mopping, sanitizing and descaling walls, floors, sinks and lavatories, toilet bowls, toilet seats and urinals, resupply restrooms, and removal of trash. Carpeted floors, artificial floors and doormats shall be cleaned in accordance with paragraph 1.1.2. The contractor shall perform the following tasks:
1.2.1. Sweep/Dust Mop Restroom/Laundry and Locker Room Floors. All floor surfaces except carpet including grouts shall be swept and dust mopped and shall be free from the accumulation of litter, dust and foreign debris upon completion. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, and film or standing water. Glazed ceramic tile shall be scrubbed only.
1.2.2. Descale Utility Fixtures, Clean and Disinfect. The contractor shall descale utility fixtures, to include but not limited to showers, sinks, toilet bowls, toilet seat, mirrors and urinals.
Descaling shall be performed before cleaning and disinfecting is accomplished. After descaling, the entire surface shall be free from streaks, stains, scale, scum, urine deposits and stain, and rust stains.
The contractor shall completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, showers, mats, dispensers, plumbing fixtures, partitions, dispenser, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.) and wall areas adjacent to wall mounted lavatories, urinals, mirrors and toilets.
1.2.3. Resupply Restrooms. The contractor shall ensure toilet soaps, urinals, paper towel dispensers, and liquid hand soap dispensers located at restrooms are filled and ready for use after each cleaning. Restroom supplies shall be stored only in designated areas determined by the facility manager. The contractor shall notify the facility manager if it appears insufficient supplies exist to support the next service date.
1.2.4. Restroom/Laundry and Locker Rooms Trash Removal. All trash containers in restrooms, locker and laundry rooms shall be emptied and returned to their initial location.
Boxes, cans, papers placed near trash receptacles that are identified by facility occupant, as trash shall be removed and disposed as a recycled items. Any obviously dirty, soiled or torn plastic trash receptacle liners shall be replaced. Trash shall be deposited at the trash collection facility, Bldg# 53164. Trash receptacles shall be left clean, free of foreign matter, and free of odors.
1.3. PERIODIC CLEANING SERVICES.
1.3.1. Strip, Scrub, Seal and Wax Floor. The contractor shall strip, scrub, seal, and wax floors and perform all tasks associated with stripping, sealing, and waxing of the floor. Upon completion of task, the entire floor shall have a uniform glossy appearance, free of scuff marks, heel marks, wax build-up, and other stains and discoloration. The type of floors that this task is applicable to shall include, but is not limited to vinyl tile, wood type of floors, restrooms, and locker rooms.
1.3.2. Clean/Shampoo Carpet. The contractor shall perform cleaning and shampooing of carpets and rugs throughout the facility. Carpet cleaning/shampooing shall be accomplished using the most efficient commercially available method. Heavy-duty spot remover shall be applied in heavily soiled areas. Required amount of cleaning solution/carpet shampoo shall be applied in a uniform manner onto the entire carpet and rug including corners and abutments. An extractor machine shall be used following each shampoo application to extract and remove water, dirt, soil and cleaning solution and then allow carpet and rugs to dry. After shampooing, the carpeted area shall have a uniformly clean appearance free of stains, dirt, soil and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and returned to their original location after the carpet has dried.

3. GOVERNMENT PROPERTY AND SERVICES
NONE
3.1. GOVERNMENT SUPPLIES EQUIPMENT AND MATERIAL. The government, through the building custodians, will furnish the items listed below:
1. Vacuum Cleaner
2. Paper Towels
3. Liquid Hand Soap
4. Plastic Trash Can Liners
5. Toilet Tissue
3.2. The government will provide water and electricity when available. The contractor shall practice conservative ways and proper use of these resources.
3.3. The government will allow the contractor to use existing built-in janitor closets or storage in each facility when available, but it is the responsibility of the contractor to secure all supplies and materials to ensure they are kept out of reach from any unauthorized personnel in the facility.
4. CONTRACTOR FURNISHED SUPPLIES
4.1. The contractor shall be responsible to provide the items listed below:
1. Multi-purpose cleaner/solution
2. Toilet cleaner
3. Anti-bacterial cleaner/solution (example: bleach, alcohol)
4. GENERAL INFORMATION.
4.1. Contractor Personnel. The contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The contract manager must be able to read, write, speak, and understand both English and Japanese.
4.2. Quality Assurance. The government will evaluate the contractor’s performance using the 100% visual inspections, customer complaints, periodic inspections and random sampling.
4.3. Hours of Operation. Normal operating hours are 0730 - 1630 hours, Monday through Friday. The contractor shall coordinate with the facility managers for the allowable cleaning hours in these areas.
4.3.1. Holidays. Custodial services are not required to regular admin and industrial facilities on a holiday and to facilities that will be identified by the COR to the contractor through a “service requirement change” during the term on this contract. The holidays are:

4.3.1.1. If a holiday falls on a Saturday, the preceding Friday will be observed, and if a holiday falls on a Sunday, the following Monday will be observed, unless otherwise notified by the COR. If a holiday falls on a regular workday, the services shall be rescheduled in the same week to either the day preceding or following the holiday.
4.4. Cleaning Schedule. The contractor shall perform custodial services in accordance with Appendix A to maintain good sanitation and a comfortable environment in all facilities to meet the requirement of this contract. The contractor shall be responsible for the scheduling and coordination with facility managers for cleaning services that requires personnel to vacate a facility.
4.5. Secured Areas. The contractor shall clean designated facilities during normal working hours only and shall be accomplished with a restricted area badge or escorted by an appropriate government official.
4.6. Means of Communication. The contractor shall have the capability to transmit and receive documents using electronic digital media that is English Language compatible with Microsoft Windows XP. The contractor shall have the capability to transmit and receive via electronic mail (E-mail). The government will transmit as a minimum, documents such as facility floor plans and a variety of letters or correspondence related to the day-to-day execution of this contract. E-mail addresses for the government personnel and contractor personnel will be exchanged during the pre-performance conference.
4.7. Safety. The contractor shall comply with all government published safety requirements and regulations. Perform work in a safe manner as required by OSHA 2206, General Industry, Occupational Safety and Health Standards (29 CFR 1910) http://www.osha.gov/, Japan Environmental Governing Standards (JEGS) by US Force Japan and general safety requirements of EM 385-1-1, dated 03 November 2003, “US Army Corps of Engineers, Safety and Health Requirements Manual”. 4.8. Service Requirement Change. The government will request a contract modification to the Contracting Officer (CO).
4.9. Performance of Services During Crisis Declared By The National Command Authority or Overseas Combatant Commander. The contractor shall continue providing custodial services as usual unless or otherwise directed by the Contracting Officer (CO).
5. Classified Information: The contractor shall safeguard all sensitive and For Official Use Only (FOUO) information that the contractor may be subjected to during the course of fulfilling this contract. Contractor personnel shall not disclose sensitive and FUOU information to any personnel or agencies, Government or civilian who do not have a verifiable need to know of that information.
5.1 Should contractor personnel receive or suspect they have learned of classified information; the contractor shall identify their suspicion to the Contracting Officer (CO) or COR.
The CO or COR shall then arrange for a security debriefing between the contractor and the appropriate security personnel.
5.2 Restricted Area Access: The COR shall arrange for any necessary access to restricted areas.
