Performance Work Statement

TITLE: Consulting on Superconductor High-Speed Electrical Sampler

Requesting Laboratory / Division / Group:

Communications Technology Laboratory RF Technology Division Superconductive Electronics Group 672.06

Scope of Work:

Provide expert consultation on the design, optimization, layout, fabrication, and testing of a Josephson-based high-speed electrical sampler circuit.

Objective(s):

To demonstrate a circuit at 4 K that can sample, with time resolution better than 3 ps, an electrical waveform of duration 10 ns or less and generated on-chip.

General Requirements:

Consultation shall consist of emails and through in-person, telephone, and/or internet-video meetings with CU PREP graduate student, PREP postdoc, or NIST Fed staff. Circuit simulations, literature searches and studying, and meeting preparation are included. It is estimated that this work will take up to 150 hours of billable consultation.

Special Requirements:

When needed, appearance at NIST site may be required to advise on experimental issues.

The number of required appearances shall be 5 or less.

Tasks:

Consultation on optimized circuit.

The contractor shall discuss status with PREP and NIST researchers when requested and provide guidance on simulations and solutions for optimizing the prototype circuit performance.

Consultation on circuit layout.

The contractor shall discuss status with PREP and NIST researchers when requested and provide guidance on how circuit parasitics, extracted by researchers, can be optimized on the layout.

2 Consultation on circuit packaging and test

Consultation on circuit measurement apparatus and setup.

The contractor shall discuss status with PREP and NIST researchers when requested. Provide guidance on how circuit can be tested to measure performance.

Consultation on circuit performance testing.

The contractor shall provide advice, when requested, on experimental issues raised by NIST.

3 Consultation on improved circuit (version 2) design and test

Provide recommendations for improved circuit.

The contractor shall provide guidance to PREP and NIST researchers, when requested, to further optimize the circuit design for optimizing the sampler time resolution and measurement sensitivity. Provide guidance on devices under test (DUTs) that could be tested to measure ultimate performance. Provide consultation on possible sampler designs for sampling off-chip DUTs.

Consultation on circuit performance testing.

The contractor shall provide advice, when requested, on experimental issues raised by NIST.

Delivery Terms (Only applicable if items will be physically delivered to NIST as part of the required services)

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Security:

(1) NIST is a restricted campus. An identification badge is required for access into buildings and must be presented to the armed Security Police when entering the campus.

(2) Regular Business Hours: Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Local Time.

(3) Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

(4) Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.

Travel:

Travel to NIST jobsite may be required for 5 or less visits.
