PERFORMANCE WORK STATEMENT (PWS)

CATHOLIC WORSHIP SERVICE CHOIR DIRECTOR LUKE AFB AZ

03 June 2022

1. CONTRACTOR POSITION TITLE: Catholic Worship Service Choir Director

2. SCOPE OF RESPONSIBILITIES: The primary form of Catholic worship is the Mass, and liturgical music is an essential element of the worship experience. The Catholic Worship Service Choir Director (herein referred to as Contractor) provides the necessary musical support for the Mass at Luke AFB. The number of units performed may not exceed 175 annual units. The performance period is from 1 October 2022 to 30 September 2023 (Renewable through 30 September 2024).

3. EDUCATION AND EXPERIENCE QUALIFICATIONS: Since the services furnished by the Contractor are in support of or preparation for the conduct of Catholic worship, the Contractor must possess:

3.1. A Bachelor of Arts Degree in Music; preferred but not required.

3.2. Minimum two years of directing experience within the past five years in a church setting.

3.3. Preference will be given to those with experience directing Catholic Choirs.

3.4. Strong preference will be given if that experience is in a military setting.

3.5. The ability to maintain healthy, functional interpersonal relationships with co-workers, chapel staff, and parishioners.

3.6. Possess a high level of technical musical ability, be able to sight-read music, and successfully pass an audition.

3.7. Be able to provide instruction in music reading to members of the worship team.

3.8. Possess no negative findings in a background check that would preclude working with children.

3.9. Submit a résumé including academic and work-related references.

4. SPECIFIC RESPONSIBILITIES: The Contractor, under the direction of the GS Catholic Priest or their designee, will coordinate music requirements to support Sunday Masses, Masses for Special Feast Days, Funeral/Memorial Services (as requested), or other occasions including weekly practice for same and lead the music accompanist at all performances and rehearsals for these Masses. Other responsibilities include:

4.1. Direct all worship services providing preludes, postludes, and music for congregational singing at appropriate parts of the Mass.

4.2. Assist the Catholic Priest in selecting suitable music for worship services, special community programs, and other services performed as part of the Catholic program. All resources and supplies must be approved before any purchasing is initiated and stored in a location approved by the Wing Chaplain or their designee.

4.4. Recruit volunteers to participate in musical groups.

4.5. Conduct oneself in a professional and business-like manner.

4.6. Be neatly dressed and well-groomed. Cut-offs, shorts, pedal pushers, halter tops, and similar attire are unacceptable. Any hair length, beards, and mustaches are acceptable, provided they are neat, clean, and properly trimmed.

4.7. Arrive no later than Fifteen (15) minutes before the start of a service or rehearsal.

4.8. Ensure the choir area is returned to its original condition and the facilities are properly secured and locked upon departure after each service, rehearsal, or other approved use.

4.9. Attend monthly Parish Advisory Council Meetings unless otherwise directed by the Catholic Priest or Wing Chaplain. Attendance is as a representative, not as a voting member. Attend other area-related meetings as directed by the Catholic Priest or Wing Chaplain.

4.10. Additional sessions may be scheduled by the Catholic Priest or designee, but the total number of authorized units per year cannot exceed 175 units.

4.11. The Quality Assurance Evaluator (QAE) for this contract is the Chaplain in charge of service. The Musician will consult with the QAE to resolve problems or questions about this Statement of Work.

5. HOURS/UNITS OF WORK: Contractor services will be provided during Sunday worship services, which are typically two hours in length (.5 hrs. before, 1 hr. for service, .5 hrs. after). Practice sessions/rehearsals will be held before each service at a time to be determined by the Contractor, with the approval of the Contract Officer or the Catholic Priest. Special services, and practices or rehearsals for special services, are in addition to the regular weekly work units. Units (or a session) are typically one hour in length but shall not exceed two hours and shall be consistent with the services listed in this PWS.

6. REPLACEMENTS (Subcontractor): Contractor is responsible for continuous contract performance through the contract period. Subcontractors may not serve on a long-term, recurring basis but only for required short-term absences of a personal nature. Subcontractors must meet all Catholic Worship Service Choir Director qualifications listed above and be approved by the Catholic Priest or their designee. Resumes and references are required for approval. The government reserves the right to refuse any subcontractor if they do not meet all required qualifications. The Contractor shall submit a resume for each subcontractor candidate.

6.1. Subcontractors shall be approved in advance to facilitate emergency absences.

6.2. All subcontractors must be approved by the Wing Chaplain.

7. THE WING CHAPLAIN WILL:

7.1. Review the contract annually to consider exercising the option year.

7.2. Ensures the rate of payment for the services is described in the PWS in 12 monthly installments.
