PERFORMANCE WORK STATEMENT (PWS)

CATHOLIC AUXILIARY PRIEST LUKE AFB AZ

03 June 2022

1. CONTRACTOR POSITION TITLE: Catholic Auxiliary Priest

2. SCOPE OF RESPONSIBILITIES: A contracted Catholic Auxiliary Priest (herein referred to as Contractor) for the Roman Catholic Community at Luke Air Force Base (AFB) under the direction of the Wing Chaplain, who shall assist in providing for the religious and spiritual needs of the Air Force members and their families. The Contractor shall support individual rights under the First Amendment to the US Constitution and shall provide an opportunity for everyone to freely exercise their religious beliefs. The Contractor shall furnish or obtain personal transportation sufficient to provide the services described in this performance work statement. The performance period is from 1 October 2022 to 30 September 2023 (Renewable through 30 September 2024).

3. EDUCATION AND EXPERIENCE QUALIFICATIONS: Qualifications for the Catholic Auxiliary Priest include:

3.1. The Contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church and must be endorsed by document.

3.2. The Contractor shall provide written proof of permission from his diocesan bishop or religious superior to enter into these services as a priest and a current Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA, (http://www.milarch.org/). The Contractor will adhere to the policies defined in the "Minimum Requirements for the Pastoral Care of Catholic Personnel" as published by AMS dated 22 February 2021.

3.3. The Contractor shall be knowledgeable of Sacred Scriptures and teachings of the Roman Catholic faith and the Code of Canon Law.

3.4. The Contractor shall be knowledgeable of the role of a Catholic chaplain in a diverse and pluralistic military and religious environment.

3.5. The Contractor shall be able to assist in overseeing a comprehensive Catholic religious education program for the local installation and associated community.

3.6. The Contractor shall be able to work with chaplains of other faiths and denominations as well as religious affairs airmen and non-commissioned officers in an ecumenical and interfaith setting.

3.7. The Contractor should know the military protocol or be willing to learn.

3.8. The Contractor shall possess a working knowledge of Microsoft Word, Excel, Outlook, PowerPoint, and Publisher.

3.9. The Contractor shall submit to a background check as required pursuant to 56th Fighter Wing (FW) policies and procedures and in accordance with (IAW) DoDI 1402.5.

3.10. The Contractor shall be positive, self-directed, motivated, and able to interface well with people. The Contractor shall maintain a high standard of personal and moral conduct and decorum expected of all those who represent the chapel, including but not limited to dress and grooming. The Contractor shall be able to work collaboratively with a diverse chapel staff.

3.11. The Contractor shall possess strong people skills and an ability to work with various chapel committees. The Contractor shall be able to listen and follow instructions from the Wing Chaplain and Superintendent of Chapel Operations.

4. SPECIFIC RESPONSIBILITIES: Responsibilities for the Catholic Auxiliary Priest include:

4.1. The Contractor shall, under the direction of the Director of Catholic Ministries (GS Priest) and the Wing Chaplain, assist in planning, organizing, and directing the activities of the Base Chapel Catholic Community, ensuring that the Catholic program complies with legal and regulatory requirements and meets customer needs. Up to a maximum of 12 hours per week may be required.

4.2. The contractor shall assist in providing administrative support, religious services, and pastoral care in support of Daily Mass, Sunday Mass with an opportunity for the Sacrament of Reconciliation, baptisms, weddings, annulments, funerals, fellowship/hospitality, Lent/Advent Penance Services, Ash Wednesday, Holy Triduum Services, Holy Day Masses, and Religious Education and will compile ministry information. All ministry information will be reported to the GS Priest.

4.3. The Contractor shall assist in developing goals and objectives that integrate the organization with the Roman Catholic Church objectives.

4.4. The Contractor shall perform IAW AFPD 52-1, AFI 52-101, 102 & 102 vol. II, 104, 105, and local Operating Instructions (OI) and Policy Memoranda instituted by 56 FW Wing Chaplain (56 FW/HC).

4.5. The Contractor shall, with the approval of the GS Priest and Wing Chaplain, assist in establishing periods for Catholic worship, providing for the proper liturgical environment, and conducting scheduled Eucharistic services as well as devotions, prayer services, sacramental rites, and religious education.

4.6. The Contractor shall assist in developing special services during national crises and mourning or national celebration and thanksgiving services.

4.7. The Contractor shall prepare and deliver homilies and sermons and assist in preparing and submitting worship bulletins for timely reproduction to the Superintendent or their designee.

4.8. The Contractor shall assist in providing sacramental ministry to all Roman Catholic military members and their family members, including the service of the Sacrament of the Anointing of the sick and Viaticum as required.

4.9. The Contractor shall, at the request of the Wing Chaplain, their designee, or the GS Priest, attend the Catholic Pastoral Advisory Council meetings and Wing Chapel staff meetings to report on the Catholic Program and ministry. He shall also, at the request of the Wing Chaplain, their designee, or the GS Priest, attend scheduled liturgy meetings to assist in the coordination of dates, times, and places of all parish liturgies and seasonal liturgical events, including Advent, Christmas, Lent, Easter, and others as required.

4.10. The Contractor is part of the Catholic Pastoral Team, which also consists of the GS Catholic Priest, the Catholic Religious Education Coordinator, the Catholic Community Coordinator, and the Catholic Music Coordinator. The Contractor shall be able to work well with the team.

4.11. The Contractor shall be involved in all Catholic programs as required by the Wing Chaplain, their designee, or the GS Priest.

4.12. The Contractor shall be available to teach as needed, such as Religious Education classes and lay ministry training.

4.13. The Contractor shall be directly responsible for securing chapel facilities when used after normal duty hours.

4.14. The contractor may substitute any of the above listed services as long as the substitute meets all of the ecclesiastical requirements contained in the subject PWS and is approved by the Wing Chaplain.

5. HOURS/UNITS OF WORK:

5.1. The contractor shall maintain a regular schedule as agreed upon by the Wing Chaplain or their designee. However, the Contractor may be required to work irregular duty hours as needed to best meet the needs of the Catholic community members, including night and weekend duty, extended hours, and emergency ministrations as required.

5.2. Duty days for this position must include a minimum of 2 hours on Saturday or Sunday. A maximum of 12 hours per week is authorized for the position, and a maximum of 4 hours on Sunday. The Wing Chaplain or their designated representative reserves the right to change the work schedule provided the Contractor is given at least one week’s notice prior to the change.

6. REPLACEMENTS: Contractor is responsible for continuous contract performance through the contract period. Replacements may not be long-term (more than three consecutive weeks) or on a consistently recurring basis (every other week, 3rd Sunday of each month, etc.), but only for required short-term absences of a personal nature (sickness, vacation, family emergency, etc.). Replacement candidates must meet all Catholic Auxiliary Priest qualifications listed above, be approved by the GS Priest, the Wing Chaplain, and meet Security Forces base access requirements. Replacement candidates (subcontractors) can be approved in advance to facilitate ease of filling required absences due to unplanned, unforeseen events.

6.2. All subcontractors must meet the same qualifications as the contractor and be approved by the Catholic Priest.

7. THE WING CHAPLAIN WILL:

7.1. Review the contract annually to consider option.

7.2. Ensures the rate of payment for the services is described in the PWS in 12 monthly installments.
