PERFORMANCE WORK STATEMENT
Telephonic Console Systems
Air Terminal & Maintenance Operations Center
Andersen AFB, GU
1.0 Introduction
1.1. The objective of this Performance of Work Statement is for the contractor to engineer, furnish, install, and test a Telephonic Console System. The contractor shall provide all personnel, equipment, tools, materials, labor, transportation and supervision necessary to install a telecommunications console. All work shall be accomplished in accordance with product manufacturer’s recommendations and industry standards and meet all municipal, state and federal codes, standards and guidelines. The contractor will ensure all work will be IAW companies purchase standard to not void the existing maintenance warranty.
2.0 Capabilities Required
2.1. This system will have Communications Consoles which provide 7 console stations.
2.1.1. System will have push to talk handsets and headsets.
2.1.2. System will have touch screen monitors.
2.2. This System will need to communicate, be compatible, integrate, and be an expansion of the existing Unify OpenScape Voice system used by 4 console positions at the primary
Command Post building. The system will also need to be compatible and integrate with the current Unify OpenScape Voice system server installed in bldg. 18046.
2.3. System will support integration of Air to Ground UHF, VHF, SATCOM and HF radios.
2.4. This system will have the following phone capabilities.
2.4.1. Multi-line capability.
2.4.2. Programmable hot keys.
2.4.3. System will allow for mass update of programmable hot keys from server verses having to update each position manually.
2.4.4. Phone patch capability with multiple lines to include radio phone patching capability.
2.4.5. System will need to allow for line sharing allowing any controller to monitor the call or place the call on hold and another controller pick up.
2.4.6. Transfer line to another controller.
2.4.7. Restrict access to the call.
2.4.8. System should allow for monitoring and controlling one conference at a time via display screen and allow for console users to have an individual conference from one position.
2.4.9. System will allow for conferencing of calls
2.4.10. System will allow for direct transfer of calls
2.4.11. System will allow for direct line (hotline or speed dial) to entrance phones.
2.5. System will allow flexibility to expand for future use or ability to tether system to alternate location.
2.6. System requires on-site technical support with a response time of 24 hours or less.

2.7. Additional Capabilities
2.7.1. Any equipment, furniture or equipment racks shall be provided by the contractor.
2.7.2. The contractor shall be responsible for all personnel, equipment, tools, materials, supervision, assembly, transportation, incidentals and all other items and services necessary install telephone communications console system and integrate with all existing equipment to include UHF, HF, and SATCOM.
2.7.3. The equipment components shall be installed in a mounted rack or cabinet located inside the Radio Equipment room, and shall have a contractor-provided uninterruptable power supply (UPS).
2.7.4. Equipment installation shall follow red/black guidance from IA office and MIL-HDBK-
232A/revisions and TEMPEST 01-13.
2.7.5. Equipment must be listed on the DODIN Approved Products List found at https://aplits.disa.mil/processAPList.action
2.7.6. The contractor shall identify all allied support required.
3.0 General Requirements
3.1. The contractor shall provide a Project Manager that is responsible for project site management, scheduling, coordination, and technical assistance with/to the points of contact listed in paragraph 5.0 as required throughout the project.
3.2. The contractor shall provide all documents related to system installation plan to the
Government for review and approval prior to system installation. The contractor will provide the Government with all documentation compiled during the course of the project.
The documentation will be delivered by the contractor in both hard copy and soft copy formats (on a Data CD). This documentation will include but not be limited to the following:
a) Project Management Information
b) Project Planning Materials
c) Services Change Orders
d) Hardware Change Orders
e) Product Inventory
f) Serial Numbers
g) Test and Acceptance Documentation
h) As-Built Documentation
3.3. System Installation Plan: The contractor shall provide a System Installation Plan which shall include the following:
a) Detailed equipment room layout drawing plans showing all existing and new proposed equipment, optional equipment, batteries, power connection, power outlets, lighting and any other equipment.

b) A complete list of personnel contacted on site and those individuals participating in the survey. The list shall include telephone numbers, office symbols, and e-mail addresses.
c) Provide information on number of and type of equipment to be provided. Listing shall be an overall quantity and by individual installation/room (if applicable) quantity.
d) The contractor shall identify any and all modifications or changes that must be performed at the site by the base prior to the start of the installation. Although the performance of the work itself is the responsibility of the base, there must be concise and clearly understood information describing what and where site preparations must be accomplished, i.e. support items for the telephone communications console, recorder, communication racks, and server installation such as AC Power, DC Power, Climate Control (Heat and Air), wire management etc.
3.4. The contractor shall manage ordering, shipment, delivery, and installation of speakers, cables, and incidentals, to final acceptance of this telephone communications console install effort by the designated he points of contact listed in paragraph 5.0.
3.5. The contractor is responsible for coordinating all transportation of all new products, loading, unloading, storage and all necessary movement from factory to final onsite installation.
3.6. Delivery shall be in accordance with the terms of the contract. The product must be installed no later than 30 September 2022.
3.7. Work shall comply with applicable building standards and codes, specifically: National
Electrical Code (National Fire Protection Association (NFPA 70) and National Life Safety
Code (NFPA 101).
4.0 Installation
4.1.1. Site Coordination: The contractor shall meet with the 734 AMS Air Terminal
Operations Center Section Chief immediately upon arrival on site for review of the specific safety requirements prior to installation.
4.1.2. Installation Plan and Changes: The contractor shall provide an installation schedule and weekly progress report provided to the points of contacts listed in paragraph 5.0. If a problem develops during installation that warrants the change of the proposed solution, the contractor shall engineer and implement design changes only after Contracting Officer’s approval.
4.1.3. The Contactor is responsible for disposing of any materials used during installation process and the equipment that is being replaced. The contractor will coordinate with site
POC’s for any storage of replacement equipment prior to completion of project.

4.1.4. The contractors will inform POC’s of any delay in install outside the proposed timeline of completion.
4.1.5. When the contractor desires to work other than standard times, a written request shall be submitted to the Contracting Officer for approval. Written approval from the Contracting
Officer must be received before proceeding with the work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.
4.1.6. Service Outages: The contractor shall be responsible for preventing any unscheduled contractor-caused interruptions of service. The contractor shall coordinate planned outages with the points of contact listed in paragraph 5.0 at least five (5) workdays in advance of an outage should the implementation necessitate disruption of service, (e.g., communications, electrical, or other utilities). The contractor should develop plans for the system to have the capability to forward phones to a designated number in the event of system failure.
4.1.7. Standard site conditions shall be considered those that include electric power, working lights, heating and air conditioning, and access to a working elevator if location is on a floor other than the first floor
4.1.8. The contractor shall notify the Contracting Officer of any deviations from the above standards, as well as any requests for equitable adjustment to the contract price.
4.2. Period of Performance
The period of performance for this project will be determined by the winning contractor bid, but should not exceed 30 days after date of contract. All work including installation, training, testing and acceptance must be completed within this timeframe.
4.3. Place of Performance:
The Place of performance is the Andersen Passenger Terminal, Bldg 17002, Andersen AFB, Guam.
4.4. Response to Outages (Warranty):
4.4.1. The contractor shall have an individual available to be reached at the help desk number by base personnel to report service outages or system malfunctions. The response POC shall respond via phone to the outage service call within 24 hours. The response POC individual shall help base personnel troubleshoot the reason for the outage and determine if a malfunction is in the contractor-maintained system/equipment.
4.4.2. If the contractor determines the malfunction is not in the contractor-maintained system/equipment, the contractor shall immediately notify the points of contact listed in paragraph 5.0. The contractor shall be responsible for the cost of service calls when a system/equipment malfunction is later determined to be in the contractor-maintained system/equipment.

4.4.3. If the contractor determines the malfunction is in the contractor-maintained system/equipment, the contractor shall determine the scope of the problem, advise base personnel, and provide an estimated restoration.
4.5. Restore Service Outages (Warranty):
4.5.1. The contractor shall restore service within seventy-two (72) hours from the time the contractor advises the base personnel of the scope of the problem.
4.5.2. Exceptions to time limits may be allowed with written approval from Contracting
Officer. A signed e-mail shall constitute written approval.
4.5.3. The contractor shall be responsible for any required monitoring equipment, communications devices, software, parts, and materials to meet outage response requirements.
4.6. Turn-Key Operation, Testing, Turn Over
4.6.1. The contractor shall perform all necessary efforts to ensure successful completion of this project and make the equipment operational in all locations. The contractor shall provide all hardware and software necessary to support this requirement. The contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval. The contractor shall perform approved test to obtain system acceptance. The contractor shall complete all installation and testing activities within 30 calendar days of award.
4.6.2. All documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the Government Acceptor and/or he points of contact listed in paragraph 5.0 upon completion of the installation.
4.6.3. Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.) shall be provided to the Government Acceptor and/or he points of contact listed in paragraph 5.0 prior to final Government acceptance of products and services.
4.6.4. Validation between the contractor and the Government Acceptor is required for the telephone communications console. This validation will ensure system has been properly installed, powered up, and tested for functionality, prior to project completion.
4.6.5. The Government Acceptor will review and approve the Inspection/Acceptance Checklist and return it to the contractor. The contractor may then submit a final invoice in the Wide
Area Workflow system (WAWF) (https://wawf.eb.mil/) and will attach an electronic copy of the signed Inspection/Acceptance Checklist to the invoice submission.

4.7. Hardware and Software: The contractor shall provide all hardware, software and test equipment necessary to support this requirement. All hardware/software provided shall be new and include a twelve month (one-year) warranty.
4.8. Warranty:
The contractor shall warranty the products of its manufacturer to be free from defective material and items such as workmanship, equipment replacement, labor, shipping and handling, phone support, break-fix support for hardware and software, wiring microphones/speakers, diagnostics to determine issues and solutions, programming, mitigation, and remote/on-site services to restore the Telephone Communication Console back to the original operational level as required.
The contractor shall provide one (1) year warranty after the final system acceptance date, to include all field trips, telephone support, and shipping costs. The contractor shall also provide separate cost for an additional and optional three (3) years of warranty.
4.9. Configuration Management:
The contractor shall perform configuration management of all equipment associated with the system. The contractor shall provide configuration management information to the points of contact listed in paragraph 5.0. The configuration management information shall include, but not be limited to, a list of all components installed by system serial number (hardware), all passwords and if applicable software/IOS.
4.10. Training:
Upon completion of the installation process, the contractor shall provide User Training to the designated Site Staff in accordance with the customer requirements. A minimum of two (2), training session (up to 6 hours each) is required. User Training shall include step-by-step instructions on the utilization of all features of the system as well as Basic System
Troubleshooting. The contractors shall provide administrator training to the designated personnel minimum of one (1) training session (up to 8 hours). Training will need to include step by step instructions on but not limited to maintaining the system, making updates to the system, troubleshooting. Any applicable training material shall be provided to the Government by the contractor in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes. The period of performance is a base period of 30 days including installation, training, and testing & acceptance.
