Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

1. Statement of Need and Purpose: National Institute of Neurological Disorders and

Stroke (NINDS), Dendrite Morphogenesis and Plasticity Unit (DMPU) plans to purchase insect rearing chambers to serve the need of Drosophila stock maintenance and behavior experiments. These chambers provide a controlled external environment, where the temperature, humidity and light/dark conditions can be adjusted to support specific goals of the experiments and keep the conditions consistent and replicable.

2. Background Information and Objective: DMPU studies dendrite development and plasticity using Drosophila as a model system. These insect rearing chambers are essential equipment to culture the fly stocks and perform experiments under controlled conditions. Currently, the two large chambers are over nine year old and are approaching their end of life. We are planning to purchase two small and one large chambers that occupy similar foot print of previous chambers in the lab (dimensions are below), while offering additional flexibility with experimental settings. This purchase will help us improve the efficacy and reproducibility of our animal research.

a. insect rearing chambers

b. One Door insect Rearing chamber, and two stackable insect Rearing Chamber

5. Salient characteristic: For all three units

a. Light cycle control with a digital timer

b. 24’’LED lamp mounted on the center of the door

c. Temperature control between 23C to 28C

d. Humidity control between 50%-60% through microprocessor-control of ultrasonic humidification system

e. Virtual touchscreen to monitor and control chamber conditions remotely

f. Freight, installation and training services

g. Dimension of large chamber: 27.50in(L) X 33.5in(W) X 85.5in(H)

h. Dimension of small chamber: 28.00in(L) X 34.00in(W) X 44.25in(H)

6. Quantity: Two (2) Small Chambers, One (1) Large Chamber

7. Delivery Installation and Training: 8-10 weeks

The Contractor shall deliver the equipment to Building 35 RM 1B1000 at the National Institutes of Health in Bethesda, Maryland within 70 days after receipt of order. The equipment shall be delivered and installed between the hours of 8:00am and 5:00pm EST, Monday through Friday. Delivery must be Freight on Board (FOB) Destination and

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs include inside delivery. The equipment shall be delivered and installed in coordination with the Contracting Officer’s Representative (COR) at the time the equipment is ready to be shipped.

The Contractor shall provide on-site training after equipment installation.

8. Warranty:

The Contractor shall warrant that all parts of Insect rearing Chamber will be free from defects for a period of at least two(2) years from the date of installation. The Contractor shall further warrant that all Thermoelectric cooler will be free from defects for a period of at least seven (7) years from the date of installation, inspection and acceptance by the Government. Warranty service include labor for repairing will included for a period of at least one (1) year. Warranty shall not include routine or periodic maintenance services.
