STATEMENT OF WORK

Portable Cannabis Analyzer, Accessories and Consumables

CBP requires the capability to determine if suspect plant material or manufactured products contain cannabinoid-class chemicals and in what quantity. U.S. law and regulations defines the cannabis plant

“marijuana” as a DEA scheduled substance. Marijuana contains the psychoactive substance trans-Δ9-tetrahydrocannabinol (THC) as well as numerous other naturally occurring cannabinoids. U.S. law generally does not allow for the importation of manufactured products with:

• any amount of trans-Δ9-tetrahydrocannabinol (THC), or

• products intended for ingestion with any amounts of other cannabinoids, such as cannabidiol (CBD) or

(−)-trans-Δ8-tetrahydrocannabinol (“delta-8 THC”).

Further, CBP requires the capability to determine if suspect cannabis plant material has more than 0.3% trans-

Δ9-tetrahydrocannabinol (THC) by dry weight because U.S. law allows for the importation of “industrial hemp,” which is cannabis plant material with no more than 0.3% THC by dry weight.

The LSS INTERDICT Science Center is seeking three (3) portable cannabis analyzers, accessories, consumables, training, and operator’s manuals as described below:

1. Training:

Training must be scheduled and held within six-weeks of the delivery of each portable cannabis analyzer. The contractor shall arrange the specific training dates and locations (up to three (3)) with the Contracting Officer’s

Representative. Training can be held in person or via WEBEX or Microsoft Teams.

Training content for students shall be at an undergraduate and graduate level of physical sciences (e.g., chemistry) and must include a review of the operator’s manual and procedures as list therein.

Training class for each delivery location is required and will include up to eight (8) people per location and must provide each person the opportunity to perform a scan/analysis of products that do and do not contain cannabis. Training shall be no longer than three (3) workdays (24 hours) of class time. The contractor shall provide all training aids required to conduct the class except for product containing cannabinoids and product free of cannabinoids. These will be provided by the government.

2. Equipment:

▪ Portability. The analyzer shall be human-portable.

▪ Weight. The analyzer shall weigh no more than 15.0 lbs.

▪ Size. The analyzer shall be no larger than 20 inches on any one side, and no larger than a total volume of

1900 in3 when measured via longest length x longest width x longest height.

▪ Cannabinoid Analysis, Detection, and Quantification:

The analyzer shall be capable of detecting and identifying at a minimum, the cannabinoid substances noted in the detection library (Table 1) below:

• The analyzer shall be capable of detecting at least two (2) of the cannabinoids present in the material, given that the cannabinoids present are in the detection library.

• The analyzer shall determine the moisture content of the sample.

• The analyzer shall determine the relative dry weight amounts of each detected cannabinoid.

• The analyzer shall identify the percentage of a detected cannabinoid’s dry weight to within 0.05% of the target material’s dry weight.

• The analyzer’s full analysis cycle time shall be less than 12 minutes.

▪ Screen

• The analyzer shall have a color screen that displays information to the operator.

• The analyzer screen shall be at least 3 inches by 3 inches in size.

• The analyzer screen shall be visible in dark conditions, in normal office lighting conditions, and in direct sunlight.

▪ Results, Data, and Connectivity

• The analyzer shall display all the detection results to the operator by the end of the full analysis cycle time.

o The analyzer shall display each cannabinoid it detects.

o The analyzer shall display the percentage of the sample’s dry weight the detected cannabinoid comprises.

o If an analysis indicates the sample does not contain cannabinoids, the analyzer shall indicate the analysis determined the sample did not contain cannabinoids.

o The analyzer shall display the sample’s moisture content.

• The analyzer shall have the ability to store analysis data and results on board the system.

• The analyzer shall have the capability to allow the operator to enter a data field for each analysis (identify each sample).

• The analyzer shall be capable of displaying the results of the analyses of the stored data.

• The analyzer shall have the ability to transfer data files and results to a universal serial bus (USB) flash drive.

▪ Operations

• The analyzer’s controls shall be operable by a user wearing 3-millimeter nitrile gloves.

• The analyzer shall be a self-contained system (shall not require connection to a computer network).

▪ Calibration. The contractor shall deliver a fully calibrated analyzer.

▪ Operator’s Manual. Shall be in electronic format in Microsoft Office Suite or Adobe product file format. Shall be free of trademark and proprietary claim statements. Point of contact for this item will be provided to awardee only.

3. Accessories and Consumables:

▪ The contractor shall provide a rechargeable battery capable of powering the operation of the analyzer.

o The analyzer shall be capable of 8-hours usage with a full charge.

o The Contractor shall provide a battery charger capable of recharging the analyzer’s battery from a 60 Hertz/120 Volt AC wall outlet.

▪ The contractor shall provide a carrying case with handle for each analyzer:

o The carrying case shall be hard sided (metal or plastic) and impermeable to dust and water.

o The carrying case’s interior shall have pre-formed insets to hold the analyzer and battery charger as well as inserts or compartments to hold all accessories and consumables required to perform a scan/analysis.

▪ For each analyzer, the contractor shall provide all accessories and consumables needed to conduct 100 scans/analyses.

4. Warranty and Extended Warranty:

▪ The contractor shall provide initial commercial warranty information for all equipment to include what is covered, what is not covered, who to contact for warranty repairs/exchanges, and when the warranty begins (i.e. at award or upon delivery).

▪ The contractor shall also provide information for a one-year extended warranty for all equipment to include the same information as above.

5. Delivery Location:

All equipment will be delivered to one location for initial testing and acceptance. The government will deliver units to final lab locations prior to training being scheduled. Delivery point of contact and any special delivery instructions to be provided to awardee only.
