About this file
This requirement document outlines the need for a helium-3 dilution refrigerator system to support radioactive sample measurement research at the National Institute of Standards and Technology. Key requirements for the system include a base temperature of 35 millikelvin or lower, 200 microwatts of cooling power at 100 millikelvin, and cool down and warm up times from accessing the cold stage of 14 hours or less. Additional specifications cover physical dimensions, cryogenic performance metrics, temperature control and instrumentation, gas handling capabilities, automation features, wiring requirements, and available ports. Interested vendors must deliver and install a system meeting all requirements at NIST's Gaithersburg campus within 9 months of award. Installation, training, inspection, and a one year warranty are also required. Payment will be made in three stages upon acceptance of manuals, delivery, and final acceptance testing.

NIST Requirements Document He-3 dilution refrigerator system
I. Background The Radioactivity Group at NIST is responsible for creating and disseminating standards for radioactivity measurements in the US. Ongoing NIST research in this field involves applying cryogenic Transition Edge Sensors (TES) being developed in the NIST Quantum Sensors group to measuring radioactive samples with higher accuracy and specificity. Doing so requires the Radioactivity Group to acquire a Helium-3 (He-3) dilution refrigerator system for operating the TES-based detector platform.
Once cold, the sensors will measure the heat signatures of the radioactive decay events from the embedded material. The goal is to be able to identify and quantify the radioactive sample based on the detected heat pulses.
Because the mixing chamber will be accessed frequently (once or twice per week) to replace the radioactive sources, the dilution refrigerator will need to have a fast cooldown time for the sample (achieved either by having a fast cooldown time for the entire fridge, an appropriate load-lock, or other method)
II. Scope of Work The goal of this contract is to supply, install, and train users on one (1) He-3 dilution refrigerator system that meets the requirements of the Radioactivity Group cryogenic detector project.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. The contractor shall provide the following:
