The advanced EW signal generating hardware and software system is comprised of an electromagnetic precision signal generator, capable of producing complex EW signals, simulation viewer software for programming, and operating the signal generator and associated software operating licenses. In addition, a portable microwave analyzer is required to analyze the signal characteristics produced by the signal generator for quality and accuracy. The FieldFox microwave analyzer is a hand-held device and provides the ability to analyze real-time UXG generated signals during pier-side training exercises.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
The proposed action specifies brand name components using the procedures in FAR Subpart 13.5 and in accordance with 41 U.S.C.
1901 and 10 U.S.C. 2304 (c)(1), Limited Number of Responsible
Sources and No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(c).
5. Rationale Justifying Use of Cited Statutory Authority
There are eight SESEF test locations throughout the world. SESEF locations are land based test sites established to facilitate testing and certification of ships' Electromagnetic (EM) transmitting and receiving equipment. SESEF locations are used to detect and isolate shipboard system deficiencies leading to increased ship material readiness at the completion of construction, delivery availabilities, during routine ship operations, and prior to deployment. The SESEF sites collectively perform in excess of 1,000 tests per year in maintaining compliance with US Navy Preventative Maintenance System (PMS) requirements and provide the surface Fleet with troubleshooting assistance.
Due to emerging warfighting requirements, advanced precision signal generation equipment is necessary for development of U.S.
Navy Undersea, Surface and Air communities’ combat direction finding systems, test and evaluation and warfighting and training technologies and capabilities.
In 2018, the SESEF Program procured Keysight Technologies, Inc.
precision signal generator, an arbitrary waveform generator, and waveform signal analyzer under Contract Number N66604-18-F-2014.
This procurement was conducted on a sole source basis to Keysight Technologies, Inc. Additional Keysight UGX Signal Generators were procured in FY18 and Fy19 for the Atlantic Test Range (ATR).
Keysight signal and waveform generators that are currently used with SESEF test systems support DoD Directive 3222.04 to test and evaluate Fleet surface ships’ radar, EW, and the Enhanced Radio Direction Finding Test Set (ERDFTS). These signal and waveform generators employ Matlab, Labview, and C++ software, files, and scripts, specially developed by SESEF engineers.
The Keysight UXG X-Series agile signal generator with SIMVIEW and Field Fox microwave analyzer meets the defined system and component level requirements’ complex signal generation and analysis and will meet the objectives and responsibility of the SESEF branch of expanding EW capabilities. The components are simultaneously interoperable as a single system, can be seamlessly integrated with existing SESEF Test systems, employ existing SESEF test systems’ Matlab, Labview and C++ control software and executable files, thereby negating any system integration rework or software re-write, and most importantly,
8. Actions to Remove Barriers to Competition
For the reasons described in Paragraph 5, including compatibility with existing Keysight Technologies, Inc.’s systems and related Government interface and control systems, the Naval Sea Systems Command, NUWCDIVNPT has no plans at this time to compete for a different system. If another potential source emerges, the Naval Sea Systems Command, NUWCDIVNPT will assess whether competition for future requirements is feasible.
