DRAFT STATEMENT OF WORK (SOW)
Military Working Dog (MWD) Obstacle Course Replacement
37 TRSS/JBSA-Lackland AFB and JBSA-Chapman Annex, Texas
1.0 MISSION/BACKGROUND: The 341st Training Squadron (TRS) provides military working dog (MWD) training courses for Active, Guard and Reserve personnel. The MWD obedience course plays an important role in maintaining MWD agility and stamina, reinforcing obedience and proficiency training. This need is replacing the existing unsafe and dilapidated wooden obstacle course with concrete obstacles. Courses available for MWD training and qualification potentially delays the delivery of qualified MWDs to service.
2.0 SCOPE: The Contractor shall furnish all necessary, labor, materials; and equipment for constructing, installing, and performing all work shown and described in the contract documents, all of which are made a part thereof.
2.1 The work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient mechanics skilled in the trade. The work shall be in strict compliance with the contract documents and standards of the industry
3.0 GENERAL: The contractor shall coordinate all work with Mr. Lawrence Smith (210) 671-3710, Mr. Detra Whitfield (210) 671-6177, and/or the Contracting Officer. All existing obstacles shall be removed, and disposed by the contractor off the installation. Then replace the removed obstacles on existing concrete pads with concrete obstacles outlined in the SOW.
3.1 Location of the obstacle courses are as follows:
· Obstacle course adjacent to Bldg. 7366 located on JBSA-Lackland.
· Obstacle course approx. 460’ south of Bldg. 471 located on JBSA-Chapman Annex,
· Obstacle course approx. 410’ south of Bldg. 433 located on JBSA-Chapman Annex.
· Obstacle course at coordinates 29.23’14”N 98.40’22”W located on JBSA-Chapman Annex.
· Obstacle course on Patrol Rd across from SF training car lot located on JBSA-Chapman Annex.
4.0 PROJECT REQUIREMENTS: Contractor shall build and install concrete obedience course obstacles consisting of barrels, tunnels, stairs/steps, jumps, hurdles, windows, "A" frames, and dog walks. Obstacles shall not have sharp edges or other features that could cause injury to MWDs. All obstacle surfaces shall be constructed in a manner not to create water pooling after a rain.
4.1 Each obstacle is located 15 to 20 feet from the previous obstacle; the course is ran in sequence (See Fig F-1). Obstacles should be constructed to the following specifications:
· Barrel 1 at each course shall be 35 inches long with a 24-inch opening on both ends.
· Barrel 2 at each course shall be 70 inches long with a 24-inch opening.
· Barrel 3 at each course shall be 105 inches long with a 24-inch opening.
· The Tunnels at each course shall be 146 inches long with a 19-inch opening.
· The Steps are each course shall be constructed of concrete and are 94 inches high with 5 steps on each side. Each step shall be 43 inches wide by 16 inches high by 24 inches long. The top platform shall be 48 inches long by 43 inches wide.
· Jumps 1, 2, and 3 shall be constructed of concrete and are 36 inches high at the maximum height. Each jump has six removable boards, 51 inches long by 6 inches high and 1 inch thick.
· The Framed Windows at each course shall be constructed of concrete and is 48 inches wide and 8 feet tall. The maximum height for the MWD to negotiate is 36 inches. Removable boards are 5 1/7 inches high by 51 inches long by 1 inch thick. Concrete window obstacles shall have removable slats at the bottom
· The A-frames shall be constructed of concrete. Its two sides shall be 8 feet long by 4 feet wide with 1- by 2-inch rungs every 6 inches to secure footing. It shall have a maximum raised height of 6 feet with a base spread of 10 feet.
· The Dog Walks at each course shall be constructed of concrete and is 26 inches high by 224 inches long and 11 inches wide with 1- by 2-inch rungs every 4 inches to secure footing. Each end has a 45° incline ramp that is 11 inches wide by 49 inches long (included in the 224-inch overall length measurement).

4.2 If required, the contractor shall be responsible for ensuring a dig permit is approved by the appropriate entities prior to digging. However, the Government will provide all necessary forms.
4.3 Shall ensure the training area is properly prepared by removing and disposing of existing obstacles, overgrown limbs, shrubbery, or debris to accommodate the installation of the new obstacles. Contractor can provide their own roll off dumpsters to properly dispose of materials. On base dumpsters are not allowed for use.
4.4 All debris generated from this project to include removed pieces of wood, plastic, metal, concrete or PVC shall be disposed of off the installation.
4.5 Shall ensure the terrain for the Obedience Course location and all immediate areas of the obstacle’s location are leveled.
4.6 Shall construct secure footing platforms for all obstacles ensuring thickness accommodates the weight and provide adequate support of the structure being placed on each footing or platform.
4.7 Shall ensure that all footings or platforms are installed in a manner that shall not create a tripping or stumbling hazard to the dog handler or their subject (Canine) by ensuring footing or platforms are maintained within 2 inch of ground level. Note: All obstacles must be spaced at a 15 to 20 feet distance from the preceding obstacle, and allow for training subjects to run all obstacles in sequence.
4.8 The base for each obstacle shall be constructed utilizing 3000 PSI concrete poured over 6 inches of compacted base material reinforced by 6-inch rebar center, and 8-inch walls.
4.9 Non-concrete obstacles, (fiberglass barrels/tunnels) shall be permanently mounted and secured to the supporting platform in a manner that shall ensure sturdiness and keep obstacle stationary.
4.10 Shall install 6-inch-wide wood slats on hurdles and window that shall fit snugly into slotted area with wood product that conform to the specified fit dimensional requirement.
4.11 The total number of wooden slats shall have the capability to be adjusted up to 36" above the hurdles and window original base position when stacked one atop the other in obstacle slot.
4.12 Concrete surfaces shall be finished with a non-skid coating where training subjects traverse and will not be rendered slippery through continuous use or inclement weather.
4.13 Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with Mr. Lawrence Smith.
5.0 PLACE AND HOURS OF PERFORMANCE: Project Location is known as the MWD training site located at the Chapman Training Annex assigned to JBSA Lackland Air Force Base 78236 and JBSA-Lackland proper. When working at Government facilities, work shall be accomplished during normal duty hours (0730-1630), Monday through Friday, unless otherwise approved by the Contracting Officer. The contractor shall not schedule work on Federal Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. When the contractor desires to work other than standard times, a written request shall be submitted to the Contracting Officer for approval. Written approval from the Contracting Officer must be received before proceeding with the work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.
6.0 ENVIRONMENTAL REQUIREMENTS AND CONSIDERATIONS:
6.1 Asbestos: To the best of the government’s knowledge, no asbestos containing material (ACM) shall be disturbed by this project. Should the contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract, the contractor shall cease all work that would disturb the suspect materials and immediately notify the Contracting Officer. The government shall take steps, as appropriate, to ascertain the material’s composition and take any remedial actions necessary.
6.2 Site Maintenance and Cleanup: The contractor shall maintain work areas in a neat, clean, and safe condition. The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian and/or vehicle traffic in the work area.
6.3 Dust Control: The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building or construction site and to avoid creation of a nuisance in the surrounding area. Use of water shall not be permitted when it shall result in, or create hazardous or objectionable conditions such as ice, flooding, and pollution.
6.4 Protection of Existing Property: Before beginning any demolition work, the Contractor shall carefully survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government, and any damaged items shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work and shall construct and maintain shoring, bracing, and supports, as required.
6.5 Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which is generated and place it in appropriate containers with lids or approved covers daily. The aforementioned materials shall be removed from the site by appropriate means daily, unless otherwise approved by the Contracting Officer. Disposal shall be outside the limits of government property.
6.6 Site Obstructions: There are no electrical or telecommunication cables/lines nor any plumbing or irrigation pipes in the obstacle course installation area. The site is also clear of trees and shrubs.
7.0 STORAGE AND PARKING: Contractor storage and parking shall be near the job site or as designated by Mr. Lawrence Smith. The contractor shall keep all approved storage areas free of debris, refuse, spills, leaks, stains, splashes and excessive materials. All storage areas shall be maintained in a neat, clean, and safe condition. The contractor at no additional expense to the government shall clean up any areas that incur contamination by any hazardous material or substances immediately. Remediation may include subsequent soil analysis if directed by the government. The contractor shall store all hazardous materials in a contractor supplied trailer or storage unit which shall be leak proof or contain secondary containment devices. The storage unit shall be secured when contract personnel are not present.
8.0 CODES AND REGULATIONS: All work shall be accomplished in strict accordance with the most recent version of all Codes as required by the Texas Department of Licensing and Regulation– international building codes; uniform building codes; international mechanical codes; occupational safety and health agencies; AF Instructions; and contract requirements.
9.0 RECORDS MANAGEMENT: The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).
10.0 INSPECTIONS AND ACCEPTANCE: When all pre-final inspection discrepancies have been corrected, the Contracting Office will conduct the final inspection with Mr. Detra Whitfield and Mr. Lawrence Smith, the contractor, and any needed subcontractor to determine whether the project can be finally accepted upon written notice from the Contractor that the punch list items are complete.
