Statement of Objectives (SOO) Project: Mobile Control Center (MCC) Trailer
1.0 Purpose: Offeror will provide and deliver one (1) enclosed MCC trailer capable of meeting requestor standards for at least 3 years beyond acquisition.
Scope or Mission: Offeror will provide and deliver (or coordinate delivery of) Mobile Control Center (MCC) enclosed trailer, meeting at least the minimum specifications outlined below. The MCC will have approximate exterior dimensions (WxL) of 102” x 280” (minimum length 18 feet, not to exceed 25 feet) and an interior height of approximately 90”. The trailer frame will be constructed with steel tubing and undercoated for rustproofing and product longevity. Trailer walls, ceiling, and floor will also be framed 16” on-center with steel tubing, except for the side door frame which will be aluminum. Trailer exterior will be smooth aluminum (.040 smooth side or similar) with vinyl interior ceiling, roof and floor. Exterior corners will have stainless front corner wraps, coupled with the polished cast corners and stainless top wrap. The exterior roof will be a single piece of aluminum for durability and minimize potential for leaks. Flooring will be at least ¾” plywood with moisture barrier, and ceiling and side walls will be insulated. Interior walls will also be screwless (.030 white aluminum or similar) to maximize available space for planning and wall-mounted equipment storage. The MCC will be equipped with an approx. 60” triple tube tongue with a 30” V-nose upgrade, bull nose front, tread plate front stoneguard, and front nose guard. The trailer tongue will also be outfitted with an electric jack and scissor jacks will be installed on the underside for leveling purposes. The MCC trailer will be outfitted with heavy duty skid wheels, all wheel electric brakes and a breakaway kit for driver and general road safety, especially during inclement weather. There will also be a recessed spare MCC will have 7000lb.
tandem brake torsion axles with 22.5 down degree angle and commensurate 8-lug complete hub kit. Gross Vehicle Weight Rating of the MCC will not exceed 14000lbs. To provide shelter to personnel in inclement weather, a powered awning (at least 16’ parallel to length of trailer) with a wind sensor mechanism will be installed. A lighting package will also be needed outside of the trailer providing scene and safety lighting. The MCC’s interior will be retrofitted to fulfill conference room, galley/kitchenette, and limited work center functionality in order to meet tactical command and control requirements. To support personnel employed over multiple operational periods, the galley will be equipped with an overhead microwave, counter space with multiple 110V GFI receptacles, and approx. 3.6
cu. ft. refrigerator. The conference room will be equipped with a conference table, a wall mounted TV/Monitor of 65 inches and HDMI/power hook ups for a large TV display (up to 65”), and bench seating. The work center will be outfitted with 2 wall mounted 32 inch TV displays, HDMI/power and computer hook-ups routed with the intent to serve as bring your-own-device computer workstations for personnel. Additionally, workbenches (or equivalent) and countertops will be installed. Countertops should have a fold-down mechanism for space saving considerations. Overhead storage and closet space storage solutions should also be designed and implemented. The MCC should also have a 15K BTU or similar HVAC capability with a remote thermostat device. All electrical components will be able to be powered by an on-board generator and electrical panels will provide user capability to adjust power-drawing functions.
The 7kW (58.4A) generator will be installed into a recessed compartment with a vented door and should have a noise dampening mechanism. It will also be connected to an in-frame fuel tank with a minimum 25-gallon capacity and necessary converters. A 50-amp electrical panel with lifeline cord will also be installed to provide to the MCC, as needed. Entry/exit to and from the
MCC
will be accomplished through two side doors with aluminum pull-out steps and grab handles.
Each door will have a flush lock and deadbolt. Additional requirements for the trailer include, at a minimum, necessary batteries and installation to account for electrical requirements. Lastly a warranty/protection plan covering at least 3 years is required to ensure the trailer will meet functional requirements upon delivery at Misawa AB. All hardware that is procured and installed will not be based on legacy technologies or proprietary standards in order to provide a level sustainability and longevity throughout its lifecycle.
2.0 Period and Place of Performance: Offeror will either provide delivery service or coordinate delivery and factor any associated costs into their bid. Coordination of delivery through the Defense Logistics Agency San Joaquin Distribution Center in Tracy, CA is preferred as a cost-saving measure. Offeror will be expected to complete delivery of commodity within 240 days of bid acceptance.
