STATEMENT OF WORK for OPEN MARKET FXSB 13-1068 – Repair Live Fire Range Building 17788
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: Project FXSB 13-1068 shall be completed as a routine requirement at or near facility 17788, on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours.
1.2 UNIQUE REQUIREMENT: None
1.3 PROJECT DESCRIPTION: Supply and install new liquid propane gas distribution and operating systems from control tower to each fire scene.
SECTION 2: GENERAL REQUIREMENTS
2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or value stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall make efforts to minimize interference to Government operations. The contractor shall coordinate and schedule work with the 673 CES/CEPM office prior the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility. All hazardous waste (HW) generated by the contractor on Joint Base Elmendorf- Richardson (JBER) will be managed by the contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW.
All disposal costs for generated waste shall be borne by the project.
2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
2.4.1. The Contractor shall immediately report any spill to the Fire Department at 911, and the Contracting Officer. The Contractor shall take steps to confine, contain, report and clean up any leak or spills that they cause. The contractor shall comply with current ADEC regulations pertaining to spill response and cleanup of contaminated sites. The contractor shall ensure that items found currently leaking are drained, externally cleaned and contained prior to moving so that transporting them allows no further spillage. Contractor shall bear all costs associated with spills occurring during the project.
2.4.2. The Contractor shall immediately stop excavation and report any previous spills by others, or any containers of unknown content left by others that are discovered during excavation, to the Fire Protection Flight at 911 and to the Contracting Officer.
2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times.
The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated. The contractor shall minimize storage of materials and equipment on site. All disposal costs for generated waste shall be borne by the project.
2.5.1. Prior to contractor transporting any hazardous material onto JBER the contractor must provide a current copy of the manufacturer's Safety Data Sheet (SDS) to the Contracting Officer for certification. No hazardous materials for this project shall be allowed on base until the contractor has received written approval of the submittal for the material in question from the Contracting Officer, to include a valid Safety Data Sheet (SDS). If it is a different manufacturer from that originally submitted, a new SDS submittal will be required.
2.5.2. All material tracking shall be done on the Hazardous Material Tracking List which must be; 1) submitted initially, 2) whenever new hazardous materials are added to the project (minimum of sixty days between updates) and 3) a final update when leftover materials are removed upon completion of the project. Prior to final acceptance of this project, the contractor must submit a listing of all hazardous materials used in the performance of this project.
2.6 GREEN PROCURMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/cpg/products.htm for a listing of the products that have been mandated as green procurement requirements for purchases.
SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
3.1 General Requirements (Div 1) Facility 17788 is an aircraft fire training facility consisting of an aircraft mockup, control station, and equipment for the simulation of aircraft fires to aid in fire training. All work noted below shall be performed in a manner to maintain the existing fire training capabilities of the facility. Facility 17788 contains unique and potentially hazardous equipment, necessitating specific prior experience working with Aircraft Fire Training Facilities. Contractor is responsible for a complete and usable system upon completion of work. All work shall be performed in accordance with the system manufacturer’s recommendations (WRG Fire Training Simulation Systems). All work shall be performed in accordance with Air Force Technical Order (TO) 35E1-2-13- 1, Operation and Maintenance Instructions for Aircraft Fire Training Facilities, (25 June 2018), AFOSHA, local, state and federal guidelines. All work involving LP gas piping, LP gas supplies, LP gas equipment and accessories, and repair and servicing of existing equipment, shall be performed only by qualified personnel in accordance with NFPA 58 under the direction of a professional engineer with specific experience in Aircraft Live Fire Training Systems. Upon completion of the work detailed in section 3.3, contractor shall provide as-built design plans to include certification stamp to 673rd CES.
3.2 Existing Conditions (Div 2) Facility 17788 was originally constructed in 1993. Subsurface contamination by petroleum hydrocarbon are not anticipated in this facility, but may be encountered during construction. Testing must be performed to identify potential hydrocarbon contamination, and remediation of excavated materials must be performed before disposal of excavated materials if permissible levels are exceeded.
Hydrocarbon contamination test results must be submitted to the government prior to excavated material disposal.
3.3 Construction (Div 3-33)
3.3.1. Demolish Existing Propane Piping and Equipment Remove and dispose of all existing LP piping and supply systems, Asco valves, and all equipment and piping providing connections from the controls to each of the 15 fire scenes in the pit area.
3.3.2. Replacement of Propane Distribution System and Controls Piping Provide and install new schedule 80 Stainless steel piping, header, fuel supply flex restrictors, high pressure relief valve (HPRV) header, and flex connections. Provide and install new HPRV’s and pipe away adaptors. Replacement piping shall be realigned so to enter the existing trench outside pit and connect to route for future concrete trench in the pit area. Contractor shall provide full replacement of all propane fuel piping, controls, and distribution systems from the current operator control stand.
3.3.3. Replace Propane Controls Piping and Valves Replace existing Asco valves with pneumatic driven FM rated fail-to-close propane valves tied to the existing control panel activation switch gear. Install per AFCEC flame height and intensity standards using stainless steel braided flex restrictor hoses on each fire scene. Main propane lines shall be new stainless steel schedule 80 welded where not accessible, and threaded where accessible from control stand to each fire scene. The current control panel shall have an emergency shut down push button control in series with existing “wireless safety stop control pendants”. This emergency stop system when activated shall close the in-pit “COAX” valves at each fire scene, and close the new pneumatic fuel control valves, close the inline safety propane valves, and close the internal safety valves located on the propane supply vessel. All fire scenes must be “fire out” within 5 seconds for mockup scenes and 9 seconds for ground fire scenes. All switch gear shall be “Smart latching” to prevent unintentional fuel flow.
3.3.4. Design After Award Contractor shall prepare a 65% drawing package for the work and submit for 673rd CES review, coordination and approval before proceeding with construction. Design package shall include details for layout and sizing of piping, valves and controls.
